Early September 22, provincial Steering Committee for Covid-19 Prevention and Control held an online conference with 9 districts, towns, cities and 91 communes, wards and townships. The conference was chaired by Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation, Head of provincial Steering Committee for Covid-19 Prevention and Control; Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee; Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee. At the conference, localities were determined to focus on conducting Covid-19 testing and treatment solutions, bringing the province back to the "new normal" state by September 30.
Determined to "sweep" F0 cases
With the goal of "separate" all F0 cases from the community, not letting the situation of F0 cases appear scatteredly, in the next 5 days (from September 23 to September 27), localities continue speeding up mass Covid-19 testing. During the Covid-19 testing process, localities will promote the operation of mobile health stations in the community and enterprises, helping people to quickly access healthcare services.

At the conference, localities were determined to implement all Covid-19 testing and treatment solutions in order to bring the province back to the "new normal" state by September 30. Doan Hong Tuoi, Secretary of Tan Uyen town’s Party Committee said that in order to keep up with the spread of the new strain of corona virus, the town has implemented a daily testing plan on people in the "red spots". Therefore, the number of F0 cases in the town decreased significantly over the past week. There were no deaths on the 1st treatment floor reported in the town. With the goal of quickly bringing healthcare services to people, the town has also put 26 mobile medical stations into operation. Particularly, each "red zone" ward has established 3 mobile medical stations under the around-the-clock operation.
Regarding Covid-19 treatment, Dr. Nguyen Dinh Thinh, Head of Thuan Giao ward’s mobile medical station in Thuan An city said that so far, the station has managed more than 2,000 F0 cases, including more than 1,800 discharged from hospitals. The station has also established 5 pre-station teams in quarters to receive information, thereby meeting people's healthcare requirements. After receiving information from people, these pre-station teams will classify F0 cases. If being mild, they will be guided for home treatment. In case of having severe symptoms, they will be transferred to the station for emergency. If patients’ condition exceeds the station’s treatment capacity, they will be transferred to the local medical center.
Talking about the local strategic task on Covid-19 prevention and control until September 30, Mr. Thao emphasized that the milestone of September 30 is a sprint time for the local fight against the pandemic, so the high determination of the whole political system is needed. Therefore, these days, localities need to coordinate between advancing and defending with advancing in the "red zone" and defending in the "blue zone". Mr. Minh also asked for localities to recheck human resources, biological products and scientific synchronous organization methods to reach high effectiveness in their Covid-19 testing strategies.
Narrow blockade to expand "green zone"
After hearing opinions by localities, members of provincial Steering Committee for Covid-19 Prevention and Control and its branches, Mr. Loi emphasized that the province’s entire political system must be determined in both will and action in order to bring the province back to the “new normal” state by September 30. Hence, localities must give drastic directions under their assignment and decentralization, quickly completing Covid-19 testing within 5 days from September 23 to 27 so that the whole province can announce it as the "green zone". Especially, localities must implement narrow blockade in "red” spots and zones. When there are narrow blockade conditions, they need to expand the "green zone", not letting the situation of being tight outside, loosing inside occur.
Localities need to adjust their Covid-19 safety maps and make classification for F0 cases. If being mild, they stay at home for treatment. They will be transferred to medical facilities if having severe symptoms. Grassroots medical facilities are the key force in managing F0 cases. Any locality that has not yet organized mobile medical stations must immediately deploy this task with creativity, mobilizing private medical forces together with mobile medical stations and industrial parks, compounds to organize clinics in residential areas and enterprises.
Mr. Loi also noted that if wanting to return to the “new normal” state, the province must fight the pandemic well. For Covid-19 treatment to be effective, minimizing the mortality rate, all treatment floors in the local medical network must be fully equipped with drugs and oxygen. The province’s on-site medical force must be also reorganized. In the coming time, the province’s sectors need to further support people who are really in difficulty, maintain the 1022 switchboard to receive people’s feedback; strengthen inspection, control and penalize people who violate regulations in going out, do not follow the "5K" message of the Ministry of Health. For people from other localities, they must have negative-COVID-19-testing certificates when entering the province. In the next stage, the province must mobilize all people to participate in getting Covid-19 testing and vaccination, treatment at home, at mobile health stations, strictly implementing the "5K" message of the Ministry of Health.
Mr.Loi applauded Tan Uyen town for being flexible and creative in the local Covid-19 testing strategy to be able to "pick up" all F0 cases in the community. He also praised Thuan Giao ward’s mobile medical station in Thuan An city for well realizing care for F0 cases at home, helping many people overcome the pandemic. However, he also paid special attention to the risk of new outbreaks in localities where social distancing measures are being eased. Therefore, localities need to focus on Covid-10 testing while maintaining the "green zone" to achieve the goal of bringing the whole province back to the "new normal" state by September 30.
Especially, at the conference, provincial Party Committee Secretary paid attention to 4 human resources in order to reorganize the local health sector, including public, private, retired resources and volunteers with about 1,300 people. Among them, 600 people are at mobile medical stations and 700 people for 3-floor treatment. The province will conduct training for these 1,300 people. By September 30, there will be no more isolation areas. They will be reorganized into treatment areas. Currently, the whole province has 23,000 people in isolation areas. Localities must have plans on immediate regulation and opportunely conduct Covid-19 testing.
