Removing bottlenecks, local economy maintains high growth momentum

Budget revenue and investment attraction increase
Morning May 8, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired the 93rd session of the Provincial People's Committee. Also attending were Vice Chairmen of the Provincial People's Committee Bui Minh Thanh and Bui Minh Tri; leaders of departments, branches, and localities. The meeting approved the draft report on socio-economic development, national defense and security in the first four months of 2025.

In the first four months of 2025, increased orders helped stabilize production and business activities in the province. As a result, the province's Industrial Production Index (IIP) is estimated to have risen by 7.86% compared to the same period in 2024. Additionally, trade and service sectors have maintained consistent growth. According to the Provincial Department of Industry and Trade, businesses, shopping malls, and supermarkets have actively launched promotional programs to stabilize the market and have combined traditional shopping with e-commerce to attract customers. The total retail sales of goods and consumer service revenue are estimated to reach VND 126,144 billion, indicating a 14.8% increase over the same period in 2024. Meanwhile, export activities of enterprises recorded a growth rate of 9%, with the total value of exported goods estimated at 11 billion 687 million USD; import turnover estimated at 8 billion 118 million USD.
According to the recent announcement of the Ministry of Home Affairs, in terms of the people's satisfaction index with the service of State administrative agencies (SIPAS) in 2024, Binh Duong ranked 7th out of 63 provinces and cities, up 9 places compared to 2023; the administrative reform index (PAR Index) reached 89.13/100 points, ranking 23rd out of 63 provinces and cities; the provincial public administration performance index (PAPI) with a composite score of 45.39 points, in the medium-high group. According to the assessment of provincial governance and public administration performance (PAPI Index), in 2024 Binh Duong achieved a total score of 45.39, ranking 9th in the country. |
In the first four months of the year, Binh Duong has remained a popular choice for businesses and investors looking to invest in production and operations. Specifically, the province attracted an additional 60,649 billion VND in domestic investment capital, which represents a 50.9% increase compared to the same period in 2024; foreign investment attracted an additional US$737 million, an increase of 2.7 times over the same period in 2024. In concluding the session, Mr. Vo Van Minh reported that in the first four months of the year, the Provincial People's Committee has been focused on addressing challenges and obstacles related to price appraisal, compensation, site clearance, and the appraisal and approval of specific land prices for certain plots necessary for project implementation in the area. The committee has been prioritizing resources for key projects currently underway, as well as those slated for development in 2025.
The Chairman of Provincial People's Committee stressed the importance of completing the project feasibility report for the key project concerning the Saigon River road section through Thuan An City. This project involves the road from An Son Commune (Thuan An City) that connects with Ho Chi Minh City's Ring Road 3. Relevant departments and sectors must promptly finalize the report for submission at the upcoming Provincial People's Committee meeting.
Additionally, the Saigon riverside road project, which stretches from the Bay Tra canal to the Ba Lua canal, is expected to play a significant role in enhancing connectivity from Thu Dau Mot City to Thuan An City along the riverside. This project has about 2 km of investment funded through socialized means mobilized by the province. It reflects the province's commitment to encouraging and attracting investment through socialization for the period between 2025 and 2030.
Remove bottlenecks in land clearance
In recent months, the province has organized many delegations to survey and inspect key projects and works in the area to remove difficulties and obstacles in implementation, especially those in site clearance, speeding up the construction progress of Ho Chi Minh City Ring Road 3 passing through the province, the project to upgrade and expand National Highway 13; coordinated with Ho Chi Minh City to appraise the report on the pre-feasibility study report of the investment project to build Ho Chi Minh City Ring Road 4. The province also focuses on sand and stone materials to meet the needs of key projects and works in the area to help ensure construction progress.
Notably, the province has completed the pre-feasibility study report for the urban railway project No. 1, Binh Duong New City - Suoi Tien, Ho Chi Minh City. At the same time, the province received funding to survey and prepare a pre-feasibility study report for the investment project to build urban railway line No. 2 from Thu Dau Mot City to Ho Chi Minh City.

Binh Duong made recommendations to the Central Government and proposed to handle issues related to the transition of tasks, powers and organization of local government apparatus when rearranging and reorganizing administrative units at all levels.
