Resolutely remove difficulties, ensure early completion of key projects

 On November 8, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, worked with the People's Committee of Thuan An City on the implementation of socio-economic development, national defense, and security tasks in the first 10 months of 2024. The focus of the meeting was the results of compensation, support, resettlement of projects and disbursement of public investment capital in 2024.

During the meeting, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, urges Thuan An City to address challenges and obstacles promptly to ensure that key projects passing through the city are completed on time and in accordance with the established plan.

 Many projects have high disbursement rates

During the first 10 months of 2024, the socio-economic situation of Thuan An City continued to have positive changes, many key indicators basically met the set requirements, creating momentum for the city to complete the development goals for the whole year. In the first 10 months, the city's total state budget revenue reached VND 7,191 billion, which accounts for 87.93% of the estimate assigned by the province and 86.25% of the City People's Council Resolution for 2024. Meanwhile, total budget expenditure amounted to VND 1,062 billion, representing 64.16% of the estimate assigned by the Provincial People's Committee and 63.01% of the City People's Council Resolution for 2024.

Thuan An City People's Committee continued to resolve difficulties and problems in compensation, support, and site clearance for key projects and construction works in the area. Namely, the investment project to build Ho Chi Minh City Ring Road 3, the section passing through Thuan An City, with a total length of 7.64km, the total land area was 73.11 hectares; of which the recovered land with compensation was 49.56 hectares, the land area without compensation was 23.01 hectares; the number of households that must be resettled was 177 households. The city council for compensation and site clearance appraised 85/177 cases. Regarding the progress of compensation and support payments, the city carried out 42 installments, with a total amount of VND 4,172 billion/1,719 records. Up to now, the city has spent 4,035 billion VND/1,644 records, the remaining amount/records continue to be paid. Regarding the progress of site handover, the city has so far handed over an area of 36.25 hectares, reaching 73.23% of the total 490 cases. The city will carry out this work more vigorously in the coming days.

The An Thanh resettlement area construction project has a total area of 6.97 hectares. Once completed, it will accommodate 364 resettlement sites and include parks, kindergartens, commercial areas, etc. The city is currently bidding for construction, with the project expected to start construction in December 2024 and be completed and put into use in the fourth quarter of 2025.

The project to upgrade and expand National Highway 13 has a total length of about 12.7km; there were 488 households, individuals, and 53 organizations within the clearance area. The entire route had 26 households/27 cases eligible for resettlement. The city has paid compensation to 462 households, individuals and 30 organizations with an amount of VND 2,540 billion (disbursement reaching 93% of the total approved amount). Number of households, individuals, organizations, and the remaining amount the city is continuing to pay. The city has handed over 80% of the land compared to the number of households, individuals and organizations that have been approved for compensation and support funds; the remaining 92 households, individuals and 14 organizations have not handed over the land. Currently, there are about 13 households, individuals and 7 organizations repairing houses and construction works, expected to hand over the site in November 2024.

Regarding the progress of the An Thanh resettlement area construction project, the city has approved the budget and compensation, support and resettlement plan for 61 households and individuals with an amount of VND 380,231 billion, reaching 100%. The city has paid compensation and support to 51 households and individuals with an amount of VND 348,975 billion (disbursement reached 92% of the total approved amount). Focus on effective implementation of solutions

At the meeting, Mr. Nguyen Thanh Tam, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Thuan An City, said that the city is currently focusing on appraising and approving assets outside the unit price as prescribed in Decision No. 38/2019/QD-UBND of the Provincial People's Committee, now replaced by Decision No. 45/2024/QD-UBND of the Provincial People's Committee regulating the unit price of property compensation when the State acquires land in the province. During the implementation process, the city encountered difficulties due to the large number of assets and many types that needed to be appraised and approved, which took a lot of time.

In addition, some legal documents of organizations and individuals are unclear and loose, so it takes a lot of time to coordinate with relevant agencies to review and consolidate legal documents to carry out compensation in accordance with regulations. Along with that, changes in legal policies (Land Law 2024 takes effect) affect compensation work. Specifically, according to the provisions of the 2024 Land Law, the resettlement arrangement and land allocation with land use fee collection for households, the land use fee is applied according to the unit price of the land price list issued by the province. However, the province has not yet issued a new land price list, so the city is facing difficulties in compensation. Mr. Nguyen Thanh Tam proposed that the province soon issue or adjust the land price list so that people can fulfill their financial obligations to the State when they are allocated resettlement land. If during the period when the new land price list has not been issued, the city is allowed to apply specific land unit prices in resettlement areas that have been built and approved with specific unit prices.

To successfully carry out the tasks of socio-economic development, national defense and security in 2024, Mr. Nguyen Thanh Tam said that Thuan An City focuses on implementing well the basic construction investment work; further speeding up the payment of compensation, ensuring the disbursement of capital according to plan; strengthening state management of land, construction and environment. The city also focuses on urban beautification and restoring urban order in the area; actively deploying the plan to implement the Project on building a cultural and civilized urban lifestyle in 2024 according to plan; continuing to do a good job of receiving citizens and resolving complaints and denunciations, especially petitions related to compensation and site clearance work...

Speaking at the meeting, Mr. Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, basically agreed with the opinions of departments, branches and localities; highly appreciated the results of the implementation of socio-economic development, national defense and security tasks of Thuan An City in the first 10 months of 2024. At the same time, Mr. Vo Van Minh requested the city to focus on solutions to achieve a high rate of public investment disbursement and complete the assigned tasks.
