The Presidential Office held a press conference today to announce the President’s Order, publishing the Constitution of the Socialist Republic of Vietnam, and the Resolution of the National Assembly (NA), stipulating the implementation of a number of points of the Constitution.

On November 28, the Constitution of the Socialist Republic of Vietnam was adopted at the sixth session of the 13th National Assembly with nearly 98% of votes.
The adoption of the new constitution is considered an important step in Vietnam’s national development, and a great achievement in the renewal process towards international integration and national construction and defence. The constitution crystallises the intelligence, will and aspirations of the whole Party and all the people.
President Truong Tan Sang signed an order on December 8 to promulgate the Constitution of the Socialist Republic of Vietnam, as well as a resolution stipulating the implementation of a number of points of the constitution.
With 11 chapters and 120 articles, the revised constitution clearly proclaims that the State of the Socialist Republic of Vietnam is, “a socialist law-governed State of the people, by the people and for the people, all State power belongs to the people”. It also elucidates the position of the Communist Party of Vietnam (CPV) as the vanguard of the nation and reaffirms the State’s commitment to ensuring, protecting and respecting human rights and citizen’s rights.
Regarding socio-economic development, the revised Constitution merges two chapters – one on economy and the other on society, culture, science, education and technology – into one chapter, highlighting the close connection between the issues and reflecting the nature of Vietnam’s economy as a market-based system following a socialist orientation.
According to the NA Resolution stipulating the implementation of a number of points of the constitution, the new constitution officially takes effect on January 1, 2014. The resolution also defines the responsibilities of relevant agencies and organisations in implementing and publicising the Constitution.
