On June 29, after a preparation period, Binh Duong Provincial People's Committee held a groundbreaking ceremony for the construction of Ring Road 3 Ho Chi Minh City, the section through Binh Duong province. The ceremony was attended by former Politburo member, former State President Nguyen Minh Triet; Nguyen Van Loi, Member of the Party Central Committee, Secretary of Binh Duong Provincial Party Committee, Head of Provincial National Assembly Delegation; Nguyen Hoang Thao, Permanent Deputy Secretary of Provincial Party Committee; Vo Van Minh, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee; representatives of Ho Chi Minh City, Dong Nai, Long An.
Connecting many provinces and cities
The Ring Road 3 project has a total length of 76.34 km, passing through the territory of Ho Chi Minh City and provinces, like Dong Nai, Binh Duong, and Long An, divided into 8 transportation component projects operating independently. After completed, the road will have 8 lanes, 100 km/h expressway, 2-3 lanes urban parallel roads, 60 km/h speed and green corridors, technical infrastructure.

The project is expected to solve the problem of traffic jams in large cities in border areas between localities, create a connected traffic route to facilitate strong trade development not only for the 4 localities but also for the whole Southern key economic region. Ring Road 3 will be connected with some highways Ho Chi Minh City - Trung Luong; Ho Chi Minh City - Long Thanh - Dau Giay; Ho Chi Minh City - Moc Bai; Ho Chi Minh City - Chon Thanh, creating connectivity for the whole region.
At the ground-breaking ceremony, Pham Thanh Trung, a resident of Binh Quoi B neighborhood in Binh Chuan ward, Thuan An city, said his family had 1,500m2 of land that is in the project, and was compensated with more than VND20 billion. In addition to a satisfactory compensation, local residents see common benefits of this project, namely facilitate travel and transport, thus they agreed. Nguyen Thanh Tam, Chairman of Thuan An City People's Committee, shared that in order to start the project soon, the local government intensified propagation and communication so that all people can see common benefits of the project. In addition, through dialogue sessions and listening to people's proposals and wishes, the compensation policy was adjusted close to the market price, so it received a high consensus.

Tran Hung Viet, Director of Provincial Traffic Construction Investment Project’s Management Board, said: “As the project investor, right after the ground-breaking ceremony, we will cooperate with the construction contractors and supervisions to carry out the construction to ensure quality and progress. Ring Road 3 is a national key project. Therefore, all staff commit us to following the project, closely inspecting the work to achieve the required progress and quality. We hope that the local authorities and people will quickly hand over lands so that we can accelerate the completion of the construction work, contributing to the socio-economic development of the province as well as the southern key economic region”.

Mai Hung Dung, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, said Ring Road 3 is an important national project with the goal that by 2030, the whole country would have about 5,000 km of expressway, synchronously connecting the transport system with economic zones, industrial parks, airports and seaports according to the of the 13th National Party Resolution. “The construction project aims to reduce traffic overload at the Ho Chi Minh City gateway, increase the ability to connect satellite cities, effectively utilize advantages of provinces, develop transportation infrastructure services, inter-regional transport services, expanding urban development, reducing travel transporting time and costs, contributing to improving the competitiveness of the Southern Key Economic Zone", said Mr. Mai Hung Dung.
Along with some key traffic projects executed by the Government in the southern region, the Ring Road 3 project is expected to contribute to removing bottlenecks in traffic and transportation activities between regions. This will be a route that brings many benefits to people and businesses after being opened.
The project of Ring Road 3, passing through Binh Duong, is about 26.6 km long. Of which, the Tan Van intersection is 2.4 km, the Binh Chuan - Saigon River section is 8.9 km, and the section coinciding with the My Phuoc - Tan Van road is 15.3 km long. Total investment is 19,280 billion VND, including the component project 5 with total construction cost of 5,752 billion VND; component project 6 with the cost of compensation, support and resettlement 13,528 billion VND. The project is expected to be put into operation in 2026.

In order to successfully implement the project, it is recommended that the investor work with the construction contractor, supervision consultant to immediately deploy synchronous solutions, ensure progress and quality. Authorities, agencies, departments and mass organizations of Thu Dau Mot City, Di An City, Thuan An City need to make efforts to accelerate the progress of compensation, support and resettlement to complete site clearance in 2023, ensuring the handover of at least 70% land for the bidding packages to carry out the ground-breaking construction.
