Over the past time, the divisions of Binh Duong provincial People's Council have constantly innovated, improved their activities, and fully participated with increasing quality in the stages of preparing the content of the People's Council meetings, carrying out activities to verify, supervise and monitor law enforcement and organize the implementation of People's Council resolutions, contributing to improving the quality and efficiency of operations and promoting the role of elected agencies.

Attention paid to the quality of verification

Verification of reports, projects, and draft resolutions submitted to the meeting is one of the key tasks with the basis of complying with the principles, ensuring correct procedures, objectivity, and science. The verification results of the People's Council committees will be an important basis to help the provincial People's Council delegates clearly grasp the content presented at the meeting to consider and exercise their voting rights while ensuring compliance with the law and in accordance with the actual situation of the locality. Therefore, the appraisal work of the provincial People's Council division has increasingly been concentrated on quality, critical approaches, and clear opinions on each appraisal content to help the provincial People's Council have more information and foundation of carrying out the decision-making functions.

To improve the quality of verification, right from the time the branches prepare to develop draft resolutions, the provincial People's Council divisions always proactively approach and grasp the matter of verification early to actively coordinate with specialized agencies of the provincial People's Committee right from the stage of requesting to develop a resolution to submitting the draft resolution. At the same time, they participate in meetings related to the field of verification organized by the provincial People's Committee to contribute opinions from the beginning to create favorable conditions for later verification. At the verification meetings, members of the division discuss the content with each legal basis and the actual situation of the locality reviewed.

Nguyen Thi Thanh Mai, Head of the Legal Division of the provincial People's Council, said that the committee has effectively participated in preparing and verifying proposals to develop resolutions, draft resolutions, reports, and proposals, projects related to the fields of law enforcement, national defense - security, social order and safety, building local governments, policies of officials and civil servants in the grassroots political system and management administrative geography.

Tran Thi Minh Hanh, Head of the Economic and Budget Division of the provincial People's Council, also said that for each verification content, the committee has proactively researched relevant documents and instruments with early approach to agencies to advise the provincial People's Committee and fully attend meetings of the provincial People's Committee, departments and branches to master the content; thereon, there is a basis for making scientific judgments and assessments, ensuring legality, objectivity, and in accordance with the practical situations.

Nguyen Thi Thao Nguyen, Head of the Cultural and Social Division of the provincial People's Council, shared that the division's comments, through verification activities, were absorbed and edited by the provincial People's Committee into the documents to be presented at the meeting. At the same time, the committee's proposals and recommendations are unanimously included in the resolution by the provincial People's Council.

To well perform the monitoring functions

Carrying out the monitoring function, the Standing Committee of the Provincial People's Council and the committees of the Provincial People's Council continue to have many innovations and creativity in the direction of practicality, quality, efficiency, and strict supervision and organization processes, in accordance with the regulations of the provincial People's Council Law. Based on their functions and tasks, the divisions of the Provincial People's Council proactively develop specific monitoring programs annually to ensure scientific, effective and legal implementation. Thereby, they gradually improve the quality and efficiency of resolving voters' petitions, contributing to protecting the legitimate rights and interests of citizens.

At the Legal Division, the supervision is carried out according to topics with supervision content selected closely to the actual situations of the locality. The preparation of a report on monitoring results and notification of conclusions on monitoring content accurately reflects the actual situations, specific recommendations and proposals, and contribute to improving the quality and effectiveness of the law implementation in the province.

Specifically in 2022, the Legal Division has effectively organized two thematic monitoring programs on the situation and results of implementing the Public Administration and Management Performance Index (PAPI) and civil judgment enforcement on events in the province. Thereby, the monitoring team pointed out the causes and limitations, proposed and recommended solutions to improve the PAPI in the province.

From the beginning of the term, in addition to advising on one round of specialized supervision on the situation and results of implementing the 2022 public investment plan, the Economic and Budget Division of the provincial People's Council has organized 7 rounds of supervision and specialized surveys. The monitoring content is researched and selected by the board, and is both comprehensive in all fields and has a focus on important areas such as finance - budget, basic construction investments, planning - construction, resources - environment, market etc.

Together with other divisions, the Cultural and Social Division of the provincial People's Council advised the People's Council to monitor topics on the situation and results of implementing support policies affected by the COVID-19 pandemic in the province, the results of implementing policies to attract, train, foster and develop human resources. In addition, the division also monitors the situation and results of activities of the Center for Culture, Sports - Community Learning in communes, wards and towns in the province.
