The sunny season of 2016 is forecast to be the most severe and prolonging season in 100 years. Water flowing to lakes nationwide is lack while those lakes having to release water preserve to prevent salination, drought and to service crop watering. This makes power use surge. However, on talking to us, Binh Duong Newspaper reporters, Le Minh Quoc Viet, the Deputy Director of Binh Duong Power Company has guaranteed the safe, full, and continual power supply for socio-economic development and daily lives of local people.
- Power demands of local people and enterprises in the province are increasing. What have you been doing and will be doing to assure such commitments, sir?
- To ensure full power supply for socio-economic development and public daily lives, the regulation on reduction of additional loads will not be implemented unless there is unbalanced supply-demand scale of the system. Concurrently, power supply will be prioritized for significant users identified by provincial People’s Committee in 2016 as well as the basic daily lives (freshwater needs, hospital use, etc.), prevention of drought, disease outbreaks, etc. Binh Duong Power Company has complied with Circular No. 30/2013/TT-BCT dated November 14, 2013 of Ministry of Industry and Trade promulgating on conditions and procedures of power supply termination and reduction.

On weekly basis, power supplying operating unit and our grassroots report on power supply of the week so that we can plan for the week after next. Besides, Binh Duong Power Company has coordinated with Department of Industry and Trade to monitor power saving in the province as per Directive No. 171/CT-TTg dated January 26, 2011 of Prime Minister on power saving improvement and Directive No. 02/2011/CT-UBND dated March 14, 2011 of provincial People’s Committee on improvement of power saving in Binh Duong Province.
The company has reviewed and made detail statistical report of additional loads in seasons and regions while prioritizing significant loads to service basic lives and prevention of drought, disease outbreaks, etc. In the meantime, we maintain the monitoring of power supply by our grassroots to update the status of additional loads.
- Although the supply has been assured, supplying capacity has failed to follow up. What can be done?
- Prime Minister has issued Directive No. 171/CT-TTg on improvement of power saving. Provincial People’s Committee has also issued Directive No. 02/2011/CT-UBND on intensifying of power saving in the province. On such basis, Binh Duong Power Company has coordinated with local mass media agencies, departments, and unions to disseminate such directives through various forms and means to gain good response and cooperation of customers.
Binh Duong Power Company, in earth’s hour movement, has coordinated with Binh Duong Newspaper and Television Station, and radio stations in communes, wards, and towns to disseminate the meaning and call upon everyone to follow the campaign. Ever since 2010, local people have helped to save up to 186,300 kWh, equivalent to VND 297 million. More importantly, power saving awareness in the community has been improved with the popular earth’s hour campaign.
- In 2016, investment luring and economic development of the province are expected to rise. What does the company require of enterprises of high power use, sir?
- Saving power is saving money and environment protection. Such meaning has been upheld by local people and communities to divert from large power-consuming devices use to saving ones. In enterprises, technologies have been made use of to improve production and competitiveness thanks to cost saving. As for enterprise customers, power consumption is large making them to operate in non-peak hours so that they can be offered promotion and preferential discounts, resulting in production expense saving.
To balance the supplying resources and ensure safe and continual supply, the company has required enterprises to supply using information for 2015 and collect information about power use demands in 2016 upon using power through transforming stations of average use of 50,000 kWh and more a month. The expected power use of customers should be estimated for each month and the whole year of 2016. The company has also suggested that customers should register their power use demands to offer legal foundation for the supply and use of power in 2016. The registration should be in line with power using status and production demands (if any).
In the event that the customers should register for irregular needs, Binh Duong Power Company, especially its grassroots, will coordinate with economic chambers in districts, towns, and Thu Dau Mot City to agree upon the registration of power use amount. In the event of having sent registration notification to customers twice but no feedbacks are made, Binh Duong Power Company will allocate the amount in accordance with the used amounts of the immediately previous year. The Company has reported and gained approval of provincial People’s Committee to follow such guidelines under Document No. 12/VP-BCDTKD dated December 20, 2013.
