Part 2: Upgrading infrastructure towards smart development

To meet development demands in the Industry 4.0 era and soon become a smart city, a modern industrial hub, leading in science, technology and innovation in Southeast Asia, Binh Duong will upgrade its infrastructure towards a greener and smarter approach.

Developing green and smart IPs

Binh Duong is currently formulating a strategy for developing green and smart industries. Accordingly, the province is changing its industrial-urban-service development model towards intelligence and sustainability. Specifically, alongside the establishment of new-generation industrial parks (IPs), Binh Duong will upgrade infrastructure of existing IPs into the smart ones capable of providing Industry 4.0 technology platforms and attracting high value-added industries.

In the new phase, Binh Duong is positioning itself in a new segment—developing industries closely linked with science, technology and innovation. The transition towards a green economy, circular economy and digital economy within IPs is a key factor in enhancing competitiveness and ensuring the province's sustainable development.

Binh Duong is developing Vietnam-Singapore Industrial Park III (VSIP III) on a 1,000-hectare scale, aiming at becoming the first green and smart IP in the country. The park will utilize renewable energy instead of the power grid, treat wastewater to green standards for reuse, and create green spaces. It is also designed to integrate smart technology into operations, traffic management and security. These smart features will make VSIP III become one of Vietnam’s most sustainable and eco-friendly working environments, ensuring safety, reliability and efficiency for businesses and workers.

Nguyen Van Loi, Member of the Party Central Committee, Secretary of provincial Party Committee and Head of provincial National Assembly Deputy Delegation stated that in this new phase of development, Binh Duong recognizes that in order to attract major investors, IPs must be upgraded to new standards—integrating industrial development with advancements in science, technology and innovation. The province remains committed to selectively attracting new projects, prioritizing strong financial partners, major economic corporations, high-tech industries, high-value-added sectors and environmentally friendly businesses. At the same time, Binh Duong is preparing necessary conditions to meet investors’ demands, seizing opportunities from the 4th Industrial Revolution to proactively attract new investment flows.

Realizing eco-industrial park model

To achieve the goal of developing green and smart IPs as a breakthrough for economic growth, Binh Duong, in collaboration with Becamex IDC, is implementing concrete actions. Recently, provincial People’s Committee, in partnership with Becamex IDC and the World Bank, organized a workshop to launch the feasibility study project for an eco-industrial park (EIP 2.0) based on international frameworks. This workshop marks a significant milestone in Binh Duong’s roadmap toward sustainable industrial development. The study not only contributes to the province’s strategy of becoming a modern industrial hub, but also accelerates the transition to an industrial symbiosis model, meeting the standards of a low-carbon economy, eco-industrial parks, Industry 4.0 and science-technology-driven industries.

Bui Minh Thanh, Vice Chairman of provincial People’s Committee emphasized that provincial leaders have highly appreciated and fully supported this feasibility study project. He expressed confidence that with technical assistance from the World Bank and relevant organizations, the project will pave the way for Binh Duong to become a pioneer in developing EIPs under international standards, positioning the province as a leading hub for development in Southeast Asia.

Dr. Ly Duy Khiem from Becamex IDC stated that the EIP model enhances competitive advantages, reduces costs and promotes sustainable management. Becamex IDC is developing EIPs under international standards, balancing industrial growth with social and environmental responsibility while supporting businesses and workers in the process of sustainable journey. Currently, Becamex IDC is implementing key pillars such as utilizing clean energy, including solar power; managing infrastructure sustainably, including automation; applying Artificial Intelligence for smart coordination and monitoring; fostering industrial symbiosis, including shared infrastructure to minimize waste generation, developing community and social amenities…

As part of the study, experts will implement four key components to develop a roadmap for EIP development in Binh Duong, including assessing the current status of IPs and proposing transition solutions aligned with international standards; researching wastewater treatment and water reuse systems to optimize water resources in production; developing a sustainable energy supply model, including solar energy applications and energy storage; establishing an industrial symbiosis system to connect businesses within IPs, maximizing shared resources and optimizing supply chains.

The implementation of the EIP 2.0 feasibility study project not only reinforces Becamex IDC and Binh Duong’s pioneering position in green industrial development, but also creates opportunities for businesses to access advanced technologies, optimize production and enhance global competitiveness. Nguyen Van Hung, CEO of Becamex IDC affirmed that the corporation strongly supports green transition policies and eco-industrial development while maintaining close collaboration with international partners such as the World Bank to promote sustainable industrial solutions in Vietnam. The EIP 2.0 feasibility study project is considered as a crucial step in realizing the EIP model in Binh Duong, underscoring Becamex IDC’s role in providing infrastructure, services and solutions to support investors under sustainable development goals. The EIP 2.0 feasibility study project builds on the success of the pre-feasibility phase and continues receiving support from the World Bank, aiming at implementing an internationally certified EIP model in the Bau Bang, expended Bau Bang and Cay Truong IPs. This model enables businesses to develop through industrial symbiosis, optimizing resources, minimizing environmental impacts and enhancing economic values.
