Seeking solutions to raise the PAPI

On the afternoon of October 26, Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee chaired a meeting to hear a report analyzing the results of the 2020 Provincial Governance and Public Administration Performance Index (PAPI); implementation of online public services at levels 3, 4 and a plan in the coming time at provincial Integrated Administration Center. The event was attended by leaders of departments, sectors, districts, towns and cities in the province (photo).

Among 63 provinces and cities nationwide, Binh Duong ranked 57th in the 2020 PAPI with 40.76 scores. With the result, the province was among localities with lowest scores. Compared to 2019, the province's PAPI had 2 contents with increase on score, namely vertical accountability towards citizens and public administrative procedures while the remaining 6 contents were decreased in terms of score, due to  many reasons…In order to improve the PAPI, provincial Department of Home Affairs has proposed a number of solutions with focus on improving fields in the low-scoring group, including enhancing the quality of service for people in handling administrative procedures related to land, construction, compensation and site clearance, healthcare services, education, job creation, security and order...

Concluding the meeting, Mr. Minh asked for grassroots units to focus on improving low indexes, with specific solutions to enhance each component index, especially promoting the role of the local Fatherland Front and mass organizations to connect people with authorities to improve the index of participation at local levels. Along with that, the units concentrated on well performing the task of receiving people; providing legal aid; well performing one-stop departments at all levels; rechecking administrative procedures at levels 3 and 4; urgently deploying an interactive software, looking up information to create favorable conditions for people to deploy online public services at levels 3 and 4; deploying e-authentication…
