After 35 years together with the whole country to implement the Party's renewal guideline, with a heroic revolutionary tradition, the Party Committee and people of Binh Duong have overcome all difficulties, upheld the spirit of solidarity, dynamism, and creativity, helping the province develop strongly and comprehensively, becoming one of bright spots in the southern key economic zone and the whole country. The achievement is the premise and the solid foundation for the province to conquer higher and new goals. And the journey will have to quickly overcome a new challenge: Winning the fight against Covid-19 pandemic.

Achievements from efforts and aspirations

In the late 1980s and early 1990s of the last century, with the determination of constantly improving and enhancing the material and spiritual lives of the people, bringing Binh Duong to rapid development, the local Party and government have made breakthrough policies to tap potentials and advantages, upholding the spirit of dynamism, creativity, emulation and development of all economic sectors. Binh Duong is one of the country’s leading provinces in opening up and attracting investment capital, especially FDI inflows for economic development. Along with open policies to attract investment projects, the province has quickly built industrial parks (Ips) to welcome enterprises for production and business. The local Ips are quickly covered by investors with infrastructure facilities constantly perfected to serve the increasing requirements of the local industrialization and modernization cause. From a purely agricultural locality, Binh Duong has become a province with high growth rate of the region and the whole country. The province's economy is constantly developing and increasingly promoting its role in the overall development of the country.

Over the past years, the local Party Committees and authorities at all levels promptly implemented many positive, effective and comprehensive solutions, greatly contributing to the successful implementation of the goals and tasks of the Resolution of the 12th National Party Congress and the Resolution of the 10^th provincial Party Congress in many fields. The province’s economic growth was maintained with the average level of 9.35%, exceeding the target of the resolution, belonging to the group of provinces with high growth rate. The province’s economic structure has been shifted in the right direction. For many consecutive years, the province has maintained its position as one of the country’s leading localities in FID attraction. The province has mobilized many social resources with investment methods to develop traffic infrastructure, especially key traffic works connecting with the national traffic system and provinces in the southern key economic zone. The province’s key traffic works such as the My Phuoc - Tan Van expressway, Thu Bien and Thoi An bridges along with previously invested works, namely the National Highway 13, DT741, DT743, DT747, DT744 streets... have played an active role in traffic connection, serving the local socio-economic development.

In addition to economic development, the province has paid more attention to effectively implementing the fields of education - training, science - technology, culture, physical training and sports, social welfare policies. The province’s vocational training, job creation and poverty reduction have achieved many practical results and the lives of the local people have been improved increasingly. The province’s administrative reform has also made many breakthroughs and been highly appreciated by the people and business community. Binh Duong's provincial competitiveness index in 2020 increased 9 places compared to 2019, ranking first in the Southeast region and fourth in the country. The Binh Duong Smart City Project has been implemented with many positive results. The province was also recognized as a member of the World Technopolis Association (WTA) and in early July this year, Binh Duong was named among the world’s Top 7 communities of 2021 with outstanding smart city development strategies by the Intelligent Community Forum (ICF).

The imprints of Binh Duong in the cause of construction and development are proud achievements, proving the aspiration of rising up from the generations of cadres and people in the province. That aspiration will be certainly inherited by generations to be constantly determined to build up a more and more prosperous Binh Duong homeland.

Overcoming the big wave

The achievements done in all fields in the 2015-2020 tenure are the important foundation and great belief for the entire Party Committee and people of the province to be determined to implement the goals and tasks set out in the period of 2020-2025. In 2020 and the first months of 2021, despite the complicated developments of Covid-19 pandemic, the province still well implemented the "dual goals" of pandemic prevention-control and socio-economic development in the "new normal" state. Many targets in various fields were fulfilled and exceeded the plan over the same period. However, during the 4th Covid-19 outbreak wave, the province has faced unprecedented difficulties and challenges when the Delta variant broke out and spread on a large scale. The pandemic has seriously affected all aspects of life as well as economy-society. Many areas in the province have to be isolated, blockaded, causing production and business activities to be stalled; safety, health and life of people, especially workers have been affected severely. The pandemic is like a raging wave!

In the face of the situation, with the spirit of "fighting the epidemic like fighting the enemy", the whole political system and the whole society have united with one heart, focusing all their energies on the fight against the pandemic for more than two months, protecting the health of the people. All talents and resources of the province have also been focused on Covid-19 prevention and control. Along with thousands of the local doctors, nurses and medical workers, many volunteer medical delegations, armed forces from ministries, central sectors and other provinces and cities have also actively supported to Binh Duong in the fight against the pandemic. Many aid trips with essential food and foodstuffs from localities throughout the country have promptly supported Binh Duong to solve immediate difficulties. Leaders of the Party, State, Government, ministries, central sectors have regularly paid attention to and drastically directed Covid-19 prevention and control in the province, etc. That is timely and valuable support from the Government and localities, helping Binh Duong have more resources to overcome the local great challenge at present.

The Covid-19 pandemic in the province is still complicated. Along with promoting large-scale Covid-19 testing on people, especially those in the "red zones" in order to soon separate F0 cases from the community and expanding treatment areas, the province is also bending on social welfare work, especially for disadvantaged groups in the society and needy workers. According to provisional statistics, as of late August 2021, the province allocated social security packages for more than 2.5 million cases affected by Covid-19 pandemic with nearly VND1.3 trillion. In addition, many organizations and individuals in and out of the province also organized many activities to support workers, people with difficult circumstances, those in isolation, blockade areas and Covid-19 patients being treated at medical facilities. The timely support of donors for difficult cases, due to Covid-19 pandemic once again embellished the nation’s fine traditions of "mutual love, mutual affection", "good leaves cover torn leaves", "One piece of food while hungry equals a big box of food while full”.

The consensus and joint efforts of the entire political system and the entire society that are strongly upheld will be an effective "weapon" for Binh Duong to prevent and repel Covid-19 pandemic, bringing the province back to the "new normal" state to further fulfill the goals and tasks set out in 2021 and the following years, creating the solid premise for the successful implementation of the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure.
