Significant and decisive agendas approved at the 17th session of the 10th tenure People’s Council

Yesterday morning of August 22, Binh Duong provincial People's Council of the 10th term, for the 2021-2026 tenure, held its 17th session (special and topical) to consider and decide on matters within its jurisdiction. Mr. Nguyen Van Loc, Member of the provincial Party Standing Committee, Chairman of the provincial People's Council, chaired the session.

Tuition levels intact

One of the important resolutions that many people are concerned about has been passed at the session, which is the resolution determining the tuition fee for public preschool and public primary education from the academic year 2024-2025; criteria for determining areas without public primary schools in Binh Duong province. Accordingly, the tuition fee for public preschool and public primary education from the academic year of 2024-2025 will not be adjusted but will remain the same as the tuition fee for the academic year of 2023-2024.

The meeting session is overally viewed

Specifically, the actual tuition fees that students in urban areas (wards and towns) have to pay for direct learning/online learning are as follows: For preschool level, for schools that meet national standards, it is 180,000 VND/135,000 VND per student per month; for schools that have not met national standards, it is 90,000 VND/67,500 VND per student per month. For primary level, it is 90,000 VND/67,500 VND per student per month; for lower secondary level, it is 60,000 VND/45,000 VND per student per month; for upper secondary level, it is 80,000 VND/60,000 VND per student per month.

In rural areas (communes), for direct learning/online learning: at the preschool level, it is 50,000/37,500 VND per student per month; at the primary level, it is 50,000/37,500 VND per student per month; at the lower secondary level, it is 40,000/30,000 dong per student per month; at the upper secondary level, it is 60,000/45,000 VND per student per month. At the same time, the resolution also specifies the criteria for determining areas without enough public primary schools to support tuition fees.

The approvals include:

Resolution determining the authority to decide on the purchase, lease of assets, goods, services to implement the security surveillance camera project, traffic safety from the local budget support; amendment of Resolution No. 47/NQ-HDND dated December 8, 2023 of the provincial People's Council on the state budget revenue estimate in the area; revenue, expenditure and allocation of local budgets in 2024; adjustment of certain contents of Resolution No. 48/NQ-HDND dated December 8, 2023 of the provincial People's Council on "Public investment plan for 2024 from the state budget"; adjustment of certain contents of Resolution No. 35/NQ-HDND dated November 2, 2023 of the provincial People's Council on "adjustment of mid-term public investment plan for the period 2021-2025 from local budgets"; adjustment of the investment policy for the project of upgrading and expanding DT.748 road; adjust the investment policy for the project of dredging and reinforcing Cai stream section from Tho Ut bridge to Dong Nai river; adjustment of the investment policy for the project of upgrading and expanding National Highway 13; general planning task for construction (scale 1/5,000) of Dat Cuoc Industrial Park among others.

In addition, the provincial People's Council also passed a resolution on adjusting the investment policy of the 1,500-bed General Hospital Equipment Project to promptly resolve difficulties and obstacles, accelerate the progress of completion, and put it into operation in 2025. Accordingly, the 1,500-bed General Hospital Equipment Project was approved by the provincial People's Committee in the feasibility study report in Decision No. 652 / QD-UBND dated March 25, 2019. The approved investment scale for the project is 242 equipment categories (5,540 equipment items) for 36 departments.

However, during the implementation process, the project encountered many difficulties, both subjective and objective factors, such as the complex development of the Covid-19 pandemic in recent years; the hospital needs to invest in additional equipment to meet practical needs and keep up with the development of science and technology in healthcare; investing in information technology that is suitable for the requirements of a 1,500-bed hospital (level 7), in line with the current development of information technology; the quantity and demand for equipment of the hospital vary based on the unanimous opinions of the hospital's scientific council.

Specifically, the 1,500-bed General Hospital Equipment Project is adjusted to include 3 component projects: the 1,500-bed General Hospital Medical Equipment Project; the 1,500-bed General Hospital Information Technology Project; the 1,500-bed General Hospital Interior Project, and it is a Group A project. The expected total investment for the project is 1,057 billion VND, with implementation time from 2020-2025.

Resolutions to be conducted in haste

Closing the session, Mr. Nguyen Van Loc, Member of the provincial Party Standing Committee, Chairman of the provincial People's Council, stated that during the session, the delegates of the provincial People's Council had considered and approved 14 draft resolutions with high consensus and agreement. This demonstrates the solidarity of the provincial People's Council with the provincial People's Committee in timely implementing the resolutions and directives of the provincial Party Committee and the provincial Party Standing Committee on socio-economic development of the province. At the same time, it creates important legal foundations for all levels, sectors, and organizations to implement and fulfill the local political tasks in 2024 and the following years, contributing to promoting socio-economic development and ensuring provincial defense and security.

Mr. Nguyen Van Loc proposed that the provincial People's Committee urgently implement effectively the resolutions that have been passed. In which, the provincial People's Council proposed that the provincial People's Committee direct the departments, units, and localities to urgently implement; have solutions to overcome difficulties and obstacles and accelerate the progress of implementing projects, especially key projects of the province and disburse public investment capital, ensuring the right purpose and efficient use of allocated capital.

The provincial People's Council has requested the provincial People's Committee to direct a comprehensive review of all items of the 1,500-bed General Hospital project. Urgent implementation of solutions to ensure the completion and operation of the hospital by 2025, in accordance with the guidance of the provincial Party Committee.

At the same time, the provincial People's Council proposes that the provincial People's Committee direct the education and training sector, and localities to organize the implementation of the resolution from the beginning of the new school year; in which, focus on disseminating the policy of supporting tuition fees for primary school students in private educational institutions in areas without public schools, and timely implement the policy of exempting tuition fees for 5-year-old preschool children from the 2024-2025 school year as prescribed by the Government, beside which is the effective use of the quantity of specialized contracts and professional skills of educational and training units that have been assigned by the provincial People's Council.
