Solar power suitable for development in Binh Duong
Due to the increasing demand for clean energy, Binh Duong determines that the development of solar power will partly meet the energy source, in line with the world's sustainable development trend. Around this issue, Binh Duong Newspaper reporter had an interview with Mr. Tran Cong Danh, in charge of solar development, Department of Industry and Trade.

- Compared to the previous regulation, how does the price of solar electricity change, sir?
- For grid-connected solar power projects that have been decided by the competent authorities on investment policies before November 23, 2019 and have commercial operation days of the project or a part of the project in the period from July 1, 2019 until the end of December 31, 2020, the electricity purchase price table is applied, as follows: For projects on the ground is VND 1,644 / kWh (7.09 Cent / kWh). For projects floating on water, it is VND 1,783 / kWh (7.69 Cent / kWh).
Compared to the buying price applied before June 30, 2019, the purchase price of electricity from the solar power project according to this decision has decreased significantly. The reason for this reduction is that the price of solar power must be included in the input parameters in the annual electricity price plan of Vietnam Electricity, which requires a reasonable and harmonious adjustment of interests among social, just to ensure profit for investors, limiting the increase in average electricity prices affecting the overall goal of socio-economic development.
- People and businesses are now very interested in solar power on the roof. Could you please tell us more about the regulations for this type of project?
- First, we can imagine this is a solar system with photovoltaic panels installed on the roof of construction works. The system must have an installed capacity not exceeding 1 MWp, be connected directly or indirectly to the grid.
Rooftop solar power systems are allowed to sell part or all of the electricity produced to the purchaser being Vietnam Electricity Group or other organizations or individuals in case of not using the electricity grid of the group. In case the electricity purchaser is the Vietnam Electricity Group or an authorized member unit, the payment of the amount of electricity from the rooftop solar power system to the national grid shall be made according to the prescribed electricity purchase price as follows: 1,943 VND / kWh (8.38 Cent / kWh), applied to rooftop solar PV system to generate electricity and confirm meter readings for the period from July 1, 1919 to December 31, 2020. ; It is applied for 20 years from the date of operation of the generation and must comply with the sample power purchase agreement.
In case the electricity purchaser is not Vietnam Electricity Group or an authorized member unit, the electricity purchase price and power purchase agreement are agreed upon by the parties but must comply with current law provisions.
- In Binh Duong, what will the development of this energy source mean, sir?
- The energy supply to meet the needs of socio-economic development in general and in Binh Duong in particular is currently and will be faced with many problems due to the increasing difference between the speed of additional charge development, compared to the generation rate of power generation. Therefore, the strategy of gradually diversifying energy sources, including solar power, is considered one of the sustainable development solutions.
Solar power also has great potential in Binh Duong, especially in urban areas. With existing infrastructure, along with the process of building smart cities, solar power will be the optimal energy source in the present conditions.
- What advantages and disadvantages does Binh Duong develop this energy source?
- According to experts, Binh Duong has a favorable geographical position, solar potential is considered to be good compared to the national average. The number of sunshine hours in a year in the province is from 2,200 - 2,800 hours, with an average solar radiation of about 4.5 kWh / m2 / day.
Department of Industry and Trade has been tested to install 2 projects on the roof by the Provincial People's Committee. One at the Center for Investment Promotion, Trade and Industrial Development and one at the Vietnamese Heroic Mom Family in Long Hung Hamlet, Long Nguyen Commune, Bau Bang District. The results of evaluation of these two projects and many similar projects in the province show that solar power on the roof is very suitable to encourage development in Binh Duong.
Projects do not take up land area, help enhance effective anti-heat for works. Projects with small scale, scattered installation should be connected to the existing medium and low-voltage grid, without additional investment in the transmission grid system. If these projects are installed in many rooftops in the city, the industrial park will have the effect of reducing the overload from traditional power sources.
For large projects (several hundred MWp), apart from finding competent investors, the most difficult issue is the operation.

If these projects are installed in many rooftops in the city, the industrial park will have the effect of reducing the overload from traditional power sources.
For large projects (several hundred MWp), besides finding potential investors, the most difficult issue is safe and efficient operation of the electricity system when the capacity of solar power is large. Solar radiation sources are constantly changing during the day due to nature, sudden changes in weather (clouds, rain, dust ...), resulting in the generation capacity of the system varies, making it difficult for regulate and operate the entire electricity system.
