Solidarity, creativity and acceleration towards achieving goals and tasks in 2025

The year 2025 holds special significance as it marks numerous major national anniversaries and the conduct of Party congresses at all levels for the 2025-2030 tenure towards the 14th National Party Congress. It is the final year for implementing the Resolution of the 11th provincial Party Congress and the first year for executing the Resolution of provincial Party Congress for the 2025-2030 tenure. Building on the achievements of 2024 and the progress made since the start of the tenure, provincial Party Committee has identified several key tasks to accelerate and make breakthroughs to successfully achieve the set objectives.

Commendable efforts

In 2024, global, regional and domestic challenges continued impacting the province's development. However, under the leadership of provincial Party Committee, along with the strong determination and efforts of the entire political system, the business community and people from all strata, Binh Duong province overcame difficulties and achieved comprehensive success in its set goals and tasks. The province's socio-economic picture continued developing steadily and showed significant improvement in most aspects. The economy exhibited clear signs of recovery, with each month performing better than the previous and each quarter surpassing the previous one. Meanwhile, national defense and security were firmly maintained.

Among these achievements, many targets were met or exceeded. The economic growth rate remained robust, ranking among the top in the Southeastern region. The average GRDP per capita reached VND 182.6 million, an increase of VND 13.8 million compared to 2023. The economic structure continued its proper transition towards industry - services - agriculture, with respective proportions of 64.83%, 25.06%, and 2.73%. State budget revenue reached 110% of the target, exceeding the estimate assigned by the Prime Minister. Foreign direct investment attracted over US$ 2 billion, surpassing the set target. Export turnover reached US$ 34.5 billion while import value stood at US$ 24.5 billion, marking significant increases compared to the same period and exceeding the targets outlined in the Resolution of provincial Party Committee. The province continued maintaining a trade surplus exceeding US$ 10 billion.

In 2024, the province announced its master plan for the 2021-2030 period with a vision to 2050. This plan holds significant importance as it lays the groundwork and foundation for Binh Duong province to orient and pursue sustainable development in the future. On this occasion, the province also organized events such as the inauguration of the North Tan Uyen - Phu Giao - Bau Bang arterial road, the Bach Dang 2 bridge and investment promotion activities, providing momentum for a new phase of development.

The province also continued leading and accelerating the progress of land clearance and construction for key transportation projects as well as collaborating with other localities and units to study and carry out investment procedures for the belt road 4 and the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway. The province also focused on directing efforts to improve urban planning and development in the province, particularly in Di An city and Thuan An city. Effectively implementing "Three breakthroughs, two Focuses"

2025 will witness numerous significant events for the nation and the province such as the 95th founding anniversary of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025) and the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025). It is also the year for Party congresses at all levels towards the 14th National Party Congress. Based on forecasts of global and domestic situations as well as the results achieved in 2024 and since the beginning of the tenure, provincial Party Committee has set the direction and general objectives of focusing on leadership and guidance to effectively implement tasks and solutions, striving to meet and exceed the targets and goals outlined in the Resolution of the 11th provincial Party Congress for the 2020-2025 tenure. This will establish a solid foundation for the province to continue successfully achieving the objectives and tasks for the 2025-2030 tenure.

Accordingly, in 2025, along with key regular objectives and tasks, provincial Party Committee has agreed to implement "Three breakthroughs and two focuses". The three breakthroughs include mobilizing all investment resources, adhering to the principle of public investment leading private investment to develop infrastructure in industry, urban areas, services, culture, healthcare, education and sports; prioritizing investment in regional and intra-regional transportation infrastructure to establish seamless connectivity with Ho Chi Minh city and the system of international seaports and airports; enhancing task execution by ensuring clarity in responsibilities, assignments, timelines, and outcomes while strengthening inspection and supervision. The two focuses are to maintain national defense and security, improve social welfare and intensify leadership to successfully organize Party congresses at all levels towards the 12th provincial Party Congress and the 14th National Party Congress in association with reviewing the Party Central Committee’s Resolution No. 18, dated October 17, 2017 on “Some issues regarding the continued renovation and organization of a streamlined, effective, and efficient political system”.

In addition, all-level authorities and sectors of the province will focus on reviewing the targets and tasks of the entire tenure to propose solutions for acceleration and breakthrough to successfully implement the Resolution of provincial Party Congress for the 2020-2025 tenure. Notably, the entire political system, people and the business community will continue their efforts and determination to excel in the 400-day special emulation campaign celebrating major national and provincial anniversaries, political events and Party congresses at all levels, including the 12th provincial Party Congress for the 2025-2030 term towards the 14th National Party Congress. Efforts will continue in administrative procedure reform, digital transformation, addressing business challenges, creating a favorable investment environment, building e-government, promoting green economy, digital economy, digital society as well as strengthening decentralization and delegation of power under the principle of “local decision, local implementation, local accountability”…

In 2025, with renewed momentum, confidence and determination, it is believed that the entire political system, people and the business community of Binh Duong province will further promote the spirit of solidarity and creativity, overcome all difficulties and challenges and successfully achieve the goals and tasks set for 2025 and the entire 2020-2025 term, thereby building up a strong foundation and momentum to confidently join the nation in entering a new era of national advancement.

In 2025, Binh Duong province aims at achieving and exceeding key targets, including reaching the Gross Regional Domestic Product (GRDP) growth of 8.5% - 9%; gaining an economic structure comprising industry-construction at 63.81%, services at 26.34%, agriculture-forestry-fisheries at 2.66% and product tax minus subsidies at 7.19%; obtaining average GRDP per capita of approximately VND 195 million. The Index of Industrial Production (IIP) is expected to increase by over 8.7%. Total retail sales revenue of goods and service revenue is expected to grow by 13% - 14%. Export turnover is expected to grow by 9% - 10% while total State budget revenue will reach VND 80.725 trillion. The province also aims at attracting US$1.8 billion in foreign direct investment and increasing total social development investment capital by 11%...
