Solidarity, determination heightened to overcome difficulties

On December 8, at the third session of the 10th Provincial People's Council, Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, answered queries of Provincial People's Council's boards and explained some key solutions to implement the province's socio-economic development plan 2022.

To focus on public investment

Responding to questions of delegations of Ben Cat Town, Phu Giao district and Bau Bang district about the causes affecting the disbursement progress of public investment capital, Minh said total public investment capital plan 2021 was VND 12,296 billion, disbursed value as of 15 Nov 2021 was VND 4,621 billion, reaching 37.6% target. Drawing experience from public investment in 2020 and previous years, right from the beginning of 2021, the Provincial People's Committee focused on accelerating the implementation and disbursement of public investment capital, established a Steering Committee for the implementation of key public investment project 2020-2025 tenure; a team to inspect the compensation and site clearance; construction project management board of traffic works...

However, due to the Covid-19 pandemic, especially from April to October 2021, there was a strong outbreak causing activities to be suspended, interrupted, or only some jobs were able to be performed. After the province has returned to the "new normal" state, public investment disbursements tend to be more positive, the disbursement value from September 15 to November 30 alone was 75% higher than the value of over the first 9 months this year. It is estimated that the volume eligible for disbursement for the whole year of 2021 is VND 9,296 billion, reaching 75.6% of the plan.

Provincial People's Committee strived to implement three groups of solutions to accelerate disbursement of public investment plan in the coming time: Group of solutions on investment procedures; solutions on direction and administration, which is to focus on checking and resolutely eliminating inefficient projects, projects that are not really necessary and urgent, prioritize capital for key projects creating motivation for development; group of solutions on site clearance and capital mobilization.

Many projects create motivation for development

The Chairman of Provincial People's Committee said that in 2021, the Government Standing Committee had an online meeting with Standing Board of the Provincial Party Committee to listen to reports, proposals, and gave instructions to Binh Duong province on some projects. Specifically, there are two projects that need to adjust investment regime to create landscapes and prevent traffic jams on My Phuoc - Tan Van route, DT746, DT747B, DT743 under the public-private partnership (PPP) method and adjust investment policy on BOT project to upgrade and expand National Highway 13. In addition, the Provincial People's Committee has coordinated with localities in the region to implement some projects: Ho Chi Minh - Thu Dau Mot - Chon Thanh Expressway, Belt Road 3, Belt Road 4, transport infrastructure connecting Binh Duong with Dong Nai… These are the main arterial roads of the province, they will solve traffic jams.

Besides, the province regularly upgrades, repairs, patches, invests in lighting, drainage system; maintain the hourly and flexible traffic separation, arrange security guards, and apply technology in traffic regulation at key and arterial intersections.

To enhance the quality of healthcare branch

Regarding concerns of Di An city's deputies, target of the percentage of doctors per ten thousand people is only 7.50% (the plan in 2021 is 7.55%), the Chairman of Provincial People's Committee said in the past five year, health branch had taken many measures to attract doctors and nurses to work in the province. Although there were many doctors retiring, changing their jobs, the number of doctors has increased rapidly in recent years, from 1,135 doctors in 2016 to 2,008 doctors in 2021 (an average annual increase of 175 doctors). However, due to the rapid mechanical population growth of the province and the complicated development of the Covid-19 in 2021, the province recruited only 123 new doctors (89 for public sector and 34 for private sector), thus the ratio of doctors per ten thousand people increased to only 7.50/10.000 people.

In the coming time, the Provincial People's Committee will continue to recruit, train and foster medical staff, and ask the Central Government to increase the staffing of provincial medical branch to meet the health care requirements of the people. For public medical examination and treatment facilities, the Provincial People's Committee directed Department of Health directed medical examination and treatment facilities to implement Circular No. 16/2021/TT-BYT dated 8 Nov 2021 of the Minister of Health on the price of SARS-CoV-2 testing services; assigned Department of Health to coordinate with relevant branches to strengthen post-inspection, inspection, and strict handle actions of taking advantage of the Covid-19 to increase service prices; inspect and control SARS-CoV-2 testing products of unknown origin, actions of taking advantage of the disease situation to heighten prices, ensure stable quality and market prices.

To focus on economic recovery solutions

Along with explaining and clarifying the queries of deputies, the Chairman of Provincial People's Committee detailed the direction, tasks and solutions in 2022, and emphasized a number of key tasks, such as: implement synchronously and effectively solutions to prevent and control the pandemic, absolutely not be subjective or lose control so that the disease could re-emerge. Provincial People's Committee directs the synchronous implementation of solutions for economic recovery and development; drastically accelerates disbursement of public investment capital, cooperates and carries out a number of important transport projects in the province. The Provincial People's Committee will complete the planning for the period 2021-2030, with a vision towards 2050.

The Provincial People's Committee also asked branches to focus on training and fostering to improve the quality of human resources, especially the medical and education branches; urgently complete and put into use the 1,500-bed General Hospital in the first 6 months of 2022; continue to effectively implement policies to support those affected by the Covid-19 and social security policies; the implementation of teaching and learning plans must be safe and suitable to the disease development. The Provincial People's Committee requested to focus on reforming administrative procedures combined with digital transformation, building e-government and smart city management; synchronously apply solutions to guarantee national defense and security, maintain social order and safety.

The tasks in 2022 are very heavy, require the efforts and consensus of all levels, branches, business community and people in the province. Perceiving the opinions of Provincial People's Council's deputies and voters, the Provincial People's Committee will quickly implement and concretize Resolutions of the Provincial People's Council at the third session. The Provincial People's Committee looked forward to receiving the attention and leadership of Party committees at all levels, the active collaboration of Provincial Fatherland Front Committee and mass organizations, the contributions of businesses, the agreement of the army and people in the province.
