Some new policies taking effect from September 2013

From September 1st 2013, some important policies take affect as following:+ 9.6% increase of retirement pension, social insurance allowances and monthly allowances for subjects defined in Article 1 Decree 73/2013/ND-CP. Some specified subjects are: cadres, public servants, officials and employees; military personnel, police and servicemen or –women on important duties; public servants at communes, wards, towns defined in Decree No. 92/2009/ND-CP, 121/2003/ND-CP and 09/1998/ND-CP and paid retirement pension, monthly allowances; people’s police receiving monthly allowances according to Decision No. 53/2010/QD-TTg.+ Educational sector: Free tuition for students of minorities; support poor students with more than VND500,000/month. According to Decree 74/2013/ND-CP, students of minorities in difficult and especially difficult socio-economic conditions are exempted from tuition while learning at national educational facilities. Students finishing secondary school will be supported 50% tuition as attending professional secondary school.According to Joint Circular 27/2013/TTLT-BGDDT-BTC, monthly food and housing allowance (to each self-supporting student) is 40% and 10% of common minimum wage. Current allowance is VND575,000/month. Beneficiaries of these allowances are high school students of minorities or Kinh people under poor households at localities in especially difficult socio-economic conditions.According to Decision 36/2013/QD-TTg, each student of especially difficult areas is supported monthly with 15kg rice and maximum 9 months each year. Subjects of this Decision are: elementary and secondary students learning at non-resident ethnic high schools; day boarders learning at State-owned elementary and secondary schools in especially difficult areas; and ethnic students having parents or guardians having household registration at especially difficult localities, not being under fully boarding schools, having houses far away from schools.+ Business sector: State-owned enterprises are not allowed to purchase bank shares. According to Decree 71/2013/ND-CP, State-owned enterprises are not allowed to pool capital to purchase shares of banks, insurance companies, security firms, venture capital funds, security investment funds or companies. These enterprises also cannot make financial contributions or invest in real estate, except enterprises with real estate as main business.+ Commercial sector: coal trading is allowed only when finishing profession registration. According to Circular 14/2013/TT-BCT, only enterprises having business registration with profession of coal trading can trade coal; additionally, enterprises have to satisfy requirements in Article 4 of this Circular. According to Circular 15/2013/TT-BCT, coal is permitted to export when meeting these requirements: being processed, meeting quality standards and having legal origin. Apart from documents of coal exporting, enterprises have to show analysis certificates and files to prove legal origin of exported coal. Legal coal exporting contracts signed before valid day of Circular 15 can continue to realize until the end of contract period. + Some other contents: According to Circular 02 / 2013 / TTLT - BNV - BTC – BYT, participants of Red Cross are supported medical expenses for treatment, rehabilitation causing by accidents as participating in Red Cross activities in Vietnam, even being not insured. In addition, these subjects are supported actual income loss causing by treatment period. According to Decree 72/2013/ND-CP, internet services at special, type I, type II and type III urban areas must have an minimum area of 50m2, minimum area at type IV, type V urban areas is 40m2, other areas is 30m2.Reported by N.Cao – Translated by Ngoc Huynh
