Some targets, criteria need to be adjusted appropriately

2011 is the key year of the provincial program on building new countryside. The plan to realize this program has been put forward, but so far there have been some hurdles for change

Focusing on building new countryside

Sectors and localities in the province have focused on making preparations for the province’s program on building the new countryside.

As planned, there will be 40% and 100% of communes getting the national standards on new rural areas by 2015 and 2020, respectively. Accordingly, 29 communes have been selected for building the new countryside between 2010 and 2015. There will be 5 communes getting the national standards on new rural areas.

 Building of a new countryside needs strong response from farmers

Under the set of national criteria on new rural communes, the province now has 2 communes meeting 15 criteria or 3.3% of total, 11 communes meeting 11-14 criteria or 18.3% of total and 47 communes meeting below 10 criteria or 78.3% of total. The province, therefore, needs to have more efforts to successfully realize its program on building the new countryside.

However, implementing socio-economic development projects over the past time has made basic premises for the province’s building of a new countryside in the next period. The average income per capita in the rural region is VND19mln per year; over 97% of houses in the rural region get solid construction; 64.5% of rural people join health insurance; 95.43% of rural households are recognized as cultural ones; 99% of rural households have means of transport and audio-visual equipment…

The whole province now has 419 cooperative groups in agricultural field with 9,751 members. There are 1,773 farmsteads with 16.960 ha in total and 13 agricultural cooperatives with 627 members. In 2010, 95% and 86% of rural households were in use of clean water and got hygienic toilets, respectively; 96.7% of communes, wards and townships got national standards on health; 98.85% of rural households were in use of power…

Adjustment for better implementation

One of the program’s current difficulties is to set up the project of building new rural communes. And there are some targets and criteria under the Decision No.491/QD-TTg that are not suitable to the actual situation of the province, including the criteria No.6.3, No.7, No.17.4, No.10 and No.12.

According to Deputy Minister of Education and Training Nguyen Vinh Hien, member of the Central Steering Board for the Target Program on building new countryside, the province needs to further realize detail planning for communes that are selected for building the new countryside.

 

Whilst, provincial People’s Committee Vice-Chairman Tran Van Nam said that the province needs to reconsider some criteria of the program for adjustment in line with the actual situation of the province.

Currently, some localities in the province focus on implementing the National Target Program on building new countryside. If have appropriate adjustments, they will find it easier and more quickly to execute the set targets.
