Part 2: Innovation towards digital economy and society

After 25 years of construction and development, Binh Duong is increasingly making contributions to the overall growth of the Southern Key Economic Zone and the whole country. In order to make a breakthrough in socio-economic development and welcome the 4.0 era, Binh Duong is focusing on promoting the Smart City Project on the basis of innovation towards digital society and economy.

Completing overall plan

In the new period, Binh Duong has clearly determined that the Smart City Project will be specially invested and developed by the province, which is the key to the local breakthrough for reaching the international level. One of those goals is to focus on completing the province’s overall plan by 2050 towards a smart city, setting up a specific strategy for the local development to 2050.

Nguyen Van Hung, CEO of Becamex IDC said: "Taking advantage of the relationship and cooperation with countries, the province has developed infrastructure facilities, urban areas, services and attracted human resources. Binh Duong must build a smart city, build a new ecosystem and is always dynamic and creative. Binh Duong needs to overcome the middle-income trap and maintain its growth rate, so planning work is extremely important in the local socio-economic development. I hope that this planning meets the requirements of Binh Duong, is a bright spot contributing to the development of the southern key economic region."

Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly Deputy Delegation said: "The formulation of provincial planning for the 2021-2030 period, with a vision to 2050 aims at ensuring the task of upholding the role and position of Binh Duong that is always one of the most dynamically developing localities of the South region and the whole country. To build up a civilized, smart and prosperous Binh Duong, planning work must adhere to reality, be implemented synchronously, effectively and scientifically, creating a foundation for the locality to have spectacular breakthroughs in development”.

In addition, Binh Duong has carried out a project to summarize the local development model during the national “renewal” cause, with a vision towards 2050, implemented by the central and provincial Theory Councils; completed a program on synchronous urban development in association with smart city construction, a program on scientific and technological development and innovation for the local smart urban development in the period of 2021- 2030, with a vision to 2040. Along with that, the province has completed a plan focusing on developing traffic infrastructure towards urbanization, building Binh Duong Smart City in the 2021-2025 period, with a vision to 2030 and a vision to 2045 .

Technology application promoted

One of the important goals of the program implementing the Smart City Project in 2022 is to promote the development and application of 4.0 technology, with focus on completing and effectively putting provincial Intelligent Operation Center (IOC) for the phase 1 into operation and connecting the IOC in Thu Dau Mot city. This is also the key project of provincial IOC in 2022. Provincial IOC is an important nucleus in commanding and administering the local activities through data collection and processing.

Le Tuan Anh, Director of provincial Department of Information and Communications said: “The birth of the IOC will be a breakthrough in creating an original database foundation to build e-government towards digital government, contributing to promoting administrative reform, improving management capacity, better serving people and enterprises. It takes the development of e-government as the center towards digital government while greatly contributing to smart city construction.

Binh Duong will promote the building of a database of industries, especially key ones, with the drastic participation of the whole province. In 2022, Binh Duong will promote activities to improve productivity and quality of enterprises and welcome the 4.0 trend, contributing to the local economic development and smart city construction. Specifically, the province will promote the effective implementation of national programs on business support and productivity improvement based on science, technology and innovation; continue strengthening projects towards the Industry 4.0, with focus on continuing more effectively operating Becamex IDC’s smart production in order to support enterprises to improve productivity in production, technology application while promoting the task of training highly skilled human resources.

Urban and infrastructure development

In the new period, Binh Duong continues promoting the development of logistics infrastructure for road, rail, inland waterway, applying the TOD model (urban development in the direction of relying on public transport hubs) in order to urban chain development associated with the construction of bus rapid transit (BRT) routes while deploying and upgrading arterial traffic routes with regional connectivity, quickly providing solutions to upgrade road infrastructure, reducing traffic jam pressure, decreasing transportation time and costs, opportunely welcoming a new wave of investment.

In 2022, Becamex IDC will continue accompanying the province in implementing many breakthrough programs in the next period, including those for developing road and waterway transport infrastructure; asking for the Government to allow Binh Duong to study and invest in the Bau Bang - Thi Vai industrial railway, extend the metro line Ben Thanh - Suoi Tien towards Di An city; developing social housing projects; promoting cross-border e-commerce development; fostering industrial parks and smart urban areas; putting the IOC into operation; training and attracting high-quality human resources through Becamex IDC’s ecosystem; accelerating the implementation of the Binh Duong Innovation Region project with focus on developing high-quality trade and services via the operation of the World Trade Center Binh Duong New City. Assoc.Prof. Dr. Tran Dinh Thien, former Director of the Vietnam Institute of Economics: For Binh Duong further developing in the coming time, two things must be done in principle: The first thing is to persist in the principle of the market-oriented and open economy with international integration and competition. Binh Duong once affirmed its brand with the motto of "ask for mechanism, not for money", breaking with the ask-give mechanism. Binh Duong was successful. The second thing is to make efforts in developing with the spirit of breakthrough towards innovation, creating breakthroughs in development, considering this as a worthy contribution to the country and so that "no one leaves behind" in Binh Duong. This trajectory has been established by Binh Duong and is operating well. Binh Duong should continue moving forward under the logic."

Dr. Tran Du Lich, former Director of Ho Chi Minh city’s Institute for Research and Development: Binh Duong must be placed in the economic quadrilateral relationship, based on the equality of the majority, with an appropriate mechanism, which will become a driving force for development of the southern region and the whole country. The economic quadrangle needs to be developed on the basis of production force distribution plans that need to be coordinated with localities, speeding up the progress of construction of roads with regional connection, building a common labor market for the whole region, addressing environmental issues. If we can do these things, I believe that Binh Duong is a place with the best development in the next 10 years.

Peter Porthenie, Brainport Program Director, member of the Executive Board of Binh Duong Smart City project: "For Binh Duong's economy developing sustainably, it must be accompanied by tasks such as enhancing the roles and responsibilities of the "three sides", promoting economic development associated with society and green growth. The province also needs to carry out projects pioneering in the construction of Binh Duong Smart City in 2022, including realizing digital transformation, developing sci-tech industrial parks, implementing the innovation boulevard for Binh Duong new city... To implement these projects in the coming time, the province needs to build a digital society towards green growth and green corridors.
