Sustainable development integrated urban upgrading

The appearance of Binh Duong urban area has changed markedly with investment projects to build a new urban area, housing area with a synchronous technical infrastructure system, creating a spacious urban area and bringing the new urban area to life convenience for the people. However, due to the province's rapid urbanization, some places still have local flooding and environmental pollution. To solve current problem, the province has issued many solutions to strengthen urban management and development in accordance with the socio-economic development situation in each period.

Tan Uyen city is focusing on mobilizing all investment resources to develop the socio-economic infrastructure system in the area.

Effective use of public works

Identifying development infrastructure as an important premise to promote socio-economic development, Tan Uyen city has over the past years increased investment in technical and social infrastructure according to the planning, contributing to rapid urban changes. Urban technical infrastructure is increasingly refined in the synchronous, civilized and modern direction.

Of 55 residential areas in the city, 25 have completed 80-100% technical infrastructure. The percentage of permanent and semi-permanent houses in the inner city area accounts for 100%, reaching an average floor area of 26.55m2 a person. The system of public works is invested and built in a synchronous and modern manner. The transport system is synchronous and linked to areas inside and outside the province including waterway, land, port systems, railway stations, and warehouses.

However, as a locality with a high rate of urbanization, Tan Uyen city cannot avoid flooding and environmental pollution, especially in densely populated locations. Currently, the density of main roads in the inner city area reaches 7.5km on one square kilometer. The norm of clean water supply for daily life is 150 liters a person a day-night. The telecommunications network is in good functions with an average broadband internet subscription of 21.9 devices per 100 inhabitants. The rate of collection and treatment of domestic waste reached 98.72%. The target of urban green land is 8m2 a person. Thai Hoa ward area has a wastewater treatment plant with a total capacity of 25,000m3 a day, an area of 7.3 ha, wastewater treatment in a part of Thai Hoa area, a part of Tan Phuoc Khanh and a part of Di An city  and Thuan An city with over 6,000 households and 219 small and medium enterprises.

In order to reduce the risk of environmental pollution caused by urban wastewater, Tan Uyen city over the past time has strengthened coordination with functional sectors and neighboring localities of Di An city and Thuan An city to inspect and handle violations against enterprises that discharge wastewater into Suoi Cau - a shallow stream receiving wastewater from 12 enterprises in An Phu ward of Thuan An city and Thai Hoa ward of Tan Uyen city with a flow of about 200 m3 a day along with domestic wastewater from An Phu market area that accommodate more than 4,000 hostels and households around the area for a total flow of about 11,500m3 a day. After inspection and treatment, all enterprises have invested in building a wastewater treatment system or connected to the Tan Uyen city Wastewater Treatment Plant. Currently, the censor shows that the problem of industrial wastewater pollution is basically under control.

According to Tran Van Bien, living in Thai Hoa ward of Tan Uyen city, in order to effectively use the urban technical infrastructure system invested by the State in the area, people are always active in construction of a civilized and modern urban area by participating in environmental sanitation, actively responding to models of turning landfills into flower gardens, and classifying waste at source. In order to build an increasingly spacious urban area, people also hope that the province and locality will continue to do better by moving livestock production and handicraft establishments that cause environmental pollution out of residential areas. At the same time, the locality continues to invest in upgrading the domestic wastewater treatment system and water drainage system in urban areas in the locality.

Towards synchronization with development planning

Doan Hong Tuoi, Chairman of Tan Uyen city People's Committee, said that the city is focusing on mobilizing all resources and effectively using investment capital to develop economic and social infrastructure systems. Association to serve the upgrading of Tan Uyen city according to the criteria of class 2 urban area. In order to contribute to improving the quality of life for people, the provincial People's Committee has also approved the investment in building a collection system and a wastewater treatment plant for Tan Uyen city with a capacity of 20,000m3 per day and night, including renovating the open drainage channel for the downstream route of Cau Tre stream with a route length of about 1.2km from the south of DT746 to DT747 road to ensure receipt of treated wastewater and storm water drainage for the existing basin.

In order to support Tan Uyen city to upgrade the urban area in a sustainable way, the provincial People's Committee has implemented investment procedures with site clearance for a number of key projects, creating favorable conditions for attracting investment and socio-economic development in the city such as dredging and reinforcing Suoi Cai from Tho Ut bridge to Dong Nai river, building bridges over Dong Nai river (the Bach Dang 2 bridge), Vanh Dai 4 of Ho Chi Minh City - Chon Thanh expressway; embellishing and forming a number of typical architectural works, urban public spaces creating highlights along arterial roads passing through the area while considering closing cemeteries outside the planning area according to the roadmap to create a land fund for the development of public works.
