Synchronizing traffic infrastructure, creating breakthroughs for development

In order to create a solid foundation, contributing to socio-economic development in the new period, Binh Duong is currently accelerating the implementation of key traffic infrastructure projects with regional connectivity. The local synchronization of the traffic infrastructure system will promote investment attraction, industrial-urban development and improve people's living standards.

Key projects promoted

Specifically, the province is focusing on implementing projects, including those of upgrading and expanding National Highway 13, Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, belt roads 3, 4, Song Than intersection...The province is also carrying out a project creating landscapes and preventing traffic jams on the My Phuoc - Tan Van expressway and DT746, DT747b, DT743 streets.

The belt road 3 in Ho Chi Minh City has a total length of 92km with the section through Binh Duong of 25.9km, with total investment of more than VND 19 trillion from public investment capital, including VND5.7trillion for construction investment capital and more than VND13.5 trillion for site clearance. Up to now, the section that coincides with My Phuoc - Tan Van road of 15.3km long has been built with a scale of 6 lanes.

The belt road 4 has a total length of 199km with total estimated investment of about VND 27.6trillion with the section through Binh Duong area of 48.3km, with 8 lanes. Binh Duong has actively invested in about 26.64km with a scale of 4 - 10 lanes in order to step by step complete and create the local East - West connectivity.

The project to upgrade and expand National Highway 13 by 2 more lanes under the Build-Operation-Transfer (BOT) form, with  total investment of more than VND1.36 trillion was commenced construction in late April. The project of creating landscape and preventing traffic jams on the My Phuoc - Tan Van expressway, DT746, DT747b, DT743 streets under the public-private partnership (PPP) form has total investment of over VND 7.2trillion. In which, the investment under the BOT form on the My Phuoc - Tan Van expressway includes 8 tunnels or overpasses on the main route, 9 tunnels for people's living, 8 pedestrian overpasses; An Phu toll station with total investment of over VND 6.6trillion…

The Ho Chi Minh city - Chon Thanh expressway project with total investment of over VND 23 trillion is implemented under the PPP form. Recently, the Prime Minister has agreed to assign provincial People's Committee to be the competent State agency for implementation.

Determined to complete plan on time

With its determination of completing projects in the 2021-2025 tenure, Binh Duong has set up 6 teams and assigned each key leader to supervise the implementation process. The 6 teams are responsible for directing the implementation of key projects, including: the BOT project of upgrading and expanding National Highway 13, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, the project of creating landscapes, preventing traffic jams on the My Phuoc - Tan Van expressway, DT746, DT747b, DT743 streets, led by Nguyen Hoang Thao, Permanent Vice-Secretary of provincial Party Committee and members. The belt road 4 project and the Song Than intersection project with Pham Van Dong street in Ho Chi Minh city, led by Vo Van Minh, Vice-Secretary of provincial Party Committee, Chairman of provincial People's Committee and members. The belt road 3 project in Ho Chi Minh City is led by Mai Hung Dung, Permanent Vice- Chairman of provincial People's Committee and members.

Speaking at the meeting on implementing this work, Nguyen Van Loi, member of the Party Central Committee, Secretary of provincial Party Committee, Head of provincial National Assembly deputy delegation, emphasized: "The units must mobilize all resources for implementation so that important roads must be formed up, creating breakthroughs for the local common development in this tenure. The teams must well perform their tasks, including urging the Project Management Boards, investors and relevant sides to enforce all documents in accordance with the law, regularly checking and reminding; focusing on directing site clearance, ensuring harmony of the interests between the State, people and enterprises..."

Provincial leaders need to direct investors to check and urge, grasp problems for timely solutions. For the belt road 3, it is recommended to complete procedures by May. In May and June, compensation and clearance must be made for the project. For National Highway 13, all procedures must be completed. Relevant units need to focus on site clearance while accelerating implementation to be able to complete it within one year from the date of starting construction. For O&M projects, they need to complete contract procedures for Becamex IDC and their construction must begin in June. For the belt road 4, they need to speed up site clearance and construction will begin on September 2nd ahead.
