Synchronizing urban infrastructure in association with smart city construction

In order to create a breakthrough in economic development and smart city construction, Binh Duong has launched a program on "Synchronous urban development in association with construction of Binh Duong Smart City". The implementation of the program also contributes to successfully realizing the goals of the Resolution of the 11th provincial Party Congress for the 2020- 2025 tenure.

Making breakthrough

In recent years, although the province has actively approved various types of construction planning and urban development programs, the local rapid urbanization speed and population growth have affected the service capacity of urban technical and social infrastructure systems. There are also shortcomings in terms of appraising, approving planning and managing urban development such as the lack of consistency between types of planning, low predictability, the lack of long-term vision…Besides, attracting investment to urban areas, especially large-scale ones is still slow and facing many difficulties. The province's urban technical infrastructure is not synchronized and the situation of local flooding in some areas is slow to be resolved...

To overcome the above shortcomings and create a breakthrough in economic development, the province has implemented a program on "Synchronous urban development in association with construction of Binh Duong Smart City". From now to 2025, with a vision to 2030, the province will manage the local urbanization process in a sustainable way. Accordingly, the province will build up a unified, efficient, comprehensive urban system with a healthy, friendly and colorful living environment plus modern synchronous infrastructure faciltities. Based on management decentralization and classification, cities play an active role in economic, cultural and social development, innovation in urban management and development. By 2030, Binh Duong will become a modern industrial center while implementing the foundation projects of the Binh Duong Smart City project, with focus on innovation, 4.0 industry, and smart growth.

Making the goal come true

To realize the above goal, Binh Duong has put forward many solutions. Specifically, the province will promote urban development with focus on building urban development areas in a synchronous manner, ensuring the responsiveness of technical and social infrastructure system, in accordance with smart city orientation, green and sustainable growth, efficient management and use of resources.

In order to synchronously develop the local urban system in association with smart city construction in the period of 2021-2025, Binh Duong will develop a synchronous technical infrastructure system. Particularly, the province will attach special importance to promoting investment in key traffic works of the region and the province.

Specifically, the province will proactively coordinate with Ho Chi Minh city and other localities to propose the Government to direct the implementation of key transport projects in the region such as the belt road 3, the belt road 4, the Ho Chi Minh City - Thu Dau Mot (Binh Duong) - Chon Thanh (Binh Phuoc) expressway, the Di An - Loc Ninh railway…The province will also deploy and complete key traffic systems along the North - South axis such as the belt road 4, North Tan Uyen - Phu Giao - Bau Bang arterial street...

In addition, the province has gradually completed the local clean water supply system for urban and rural areas; promote the development of social infrastructure, focus on completing and putting healthcare works into operation such as the 1,500-bed hospital; invest in commercial and service projects; strengthen the implementation of urban renovation.

With the above solutions, it is believed that the Party Committee, government and people of Binh Duong province will successfully implement the set goals, build and perfect infrastructure facilities, promote urban sustainable urban development in the coming time, successfully building up a smart city, creating prosperity.

Vo Hoang Ngan, Director of provincial Department of Construction: "Provincial Department of Construction is the focal point to help provincial People's Committee organize the implementation of the program "Synchronous urban development in association with construction of Binh Duong smart city"; advise provincial People's Committee on reviewing and evaluating the results of implementation. Annually, there is a plan to check the responsibility of agencies, units and localities in the implementation of the program. The Department will also advise provincial People's Committee on directing the People's Committees of districts, towns and cities to appraise and approve projects on urban construction in accordance with regulations, ensuring the progress and quality of urban development programs…

Binh Duong has set targets on urban development in association with smart city construction in the period of 2021-2025, including: The rate of publicly provided information to people with an information feedback mechanism reaches 70%. The rate of stations that provide real-time traffic information gains 50%. The rate of population with electronic medical records achieves 50%. 100% of provincial and district-level health facilities allow registration of medical examination and treatment through ICT application. 70% of public places are installed with security monitoring systems. 100% of departments, sectors set up a list of information resources and share them.  The province will also submit documents to competent authorities in order to recognize Thuan An, Di An, Ben Cat and Tan Uyen as second-class cities, Dau Tieng township in Dau Tieng district as a fourth-class city, Lai Hung in Bau Bang district, Thanh Tuyen and Long Hoa in Dau Tieng district as fifth-class cities
