New chance

Pham Trong Nhan, Director of Provincial Department of Planning and Investment, said that the policy of industrial relocation to the north of the province is also an opportunity for businesses to develop sustainably in the future. Department of Planning and Investment expects businesses to agree with this policy. In the coming time, competent branches need to organize more meetings to collect opinions and widely inform affected businesses about the province's policies so that they can understand and feel secure.

Pham Trong Nhan emphasized that the provincial planning is integrating with the plannings of districts, towns and cities to help Binh Duong develop sustainably and harmoniously with the region and the whole country. Currently, regional highways are under construction, especially Ring Road 3, Ring 4, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway. The development planning of industrial parks/industrial clusters in the province by 2030 is ready to meet the land rental needs of enterprises.

Northern localities, such as Bau Bang and North Tan Uyen, are aiming to become the new industrial centers of the province. Recently, Bau Bang district has invested strongly in transport system, creating a synchronous connection between regions and areas to attract investment in industrial development. Vo Thanh Giau, Chairman of Bau Bang district People's Committee, said that the district is very interested in satisfying the production development conditions of investors, as well as the lives of workers.

To meet development requirements, Bau Bang district quickly formed large-scale industrial zones such as Bau Bang Industrial Park - Urban Area with an area of more than 2,000 hectares, Tan Binh 352 hectares (with more than 95 ha in Bau Bang district). In addition to arterial roads such as National Highway 13, My Phuoc - Bau Bang, DT750, DT749A, DT749C, DT741B, district roads are 100% concreted and asphalted. In addition, education and healthcare systems are upgraded synchronously and modernly according to national standards. Bau Bang is also constructing 700-ha Cay Truong and 600-ha Lai Hung industrial parks. Tan Binh is planning to expand by 1,055 hectares, towards Bau Bang district.

Localities, such as Thuan An and Di An, have made careful preparations for the road ahead. Nguyen Thanh Tam, Chairman of Thuan An City People's Committee, said that the city will create the most favorable conditions for businesses to change their functions and promote values of land assets owned by the enterprises. With the development orientation of Thuan An to become a high-quality commerce - service city, in the new phase planning, the city focuses on planning the existing production zones of enterprises in accordance with the vision and orientation that ensure benefits, and enhance the value of existing assets of enterprises.

Pilot implementation

Currently, Thuan An city has pioneered the pilot of relocating enterprises to northern industrial zones/industrial complexes. Nguyen Thanh Uy, Vice Chairman of Thuan An City People's Committee, said that in September 2022, the City People's Committee issued a decision on the establishment of a Steering Committee and a Working Group to assist the Project "Investigation and Evaluation assess the current status of operations and propose mechanisms, policies to support enterprises located outside industrial zones/industrial zones in the southern region to convert their functions and move into industrial zones/industrial complexes in Binh Duong province”.

“Up to now, the City People's Committee has reviewed and compiled a list of 1,051 enterprises in fields of production, processing, printing... located outside industrial zones/industrial complexes. The City People's Committee is coordinating with provincial departments, agencies and branches to advise Provincial People's Committee to perfect support mechanisms and policies. It is expected that in 2023, some enterprises will be relocated to industrial zones/industrial zones in the north of the province,” said Nguyen Thanh Uy.

Nguyen Anh Tuan, Vice Chairman of Di An City People's Committee, also said that the city is urgently preparing for the relocation plan. Accordingly, in Di An area, there are 350 enterprises subject to the relocation. On the other hand, businesses understand this policy of the province very well, see the urgency of relocation to develop the urban space of Di An in the new period. However, businesses are looking forward to specific criteria and policies to follow the roadmap.

“In the planning construction of Di An city in the new phase, the city pays great attention to creating conditions for businesses to relocate and convert their functions according to local development orientation, namely to develop high-quality commercial products. Recently, Di An city also had a meeting with Department of Industry and Trade to agree on a number of locations to develop the logistics industry in the new period, promoting the geographical advantage of this locality," said Nguyen Anh Tuan.
