Taking people as subject in digital transformation

Under the direction of provincial Party Committee and the plan of provincial People's Committee, Thuan An city has been proactive to set up many plans in digital transformation, especially a plan on propaganda of digital transformation in administrative reform over the past time.

Widespread propaganda

Since early this year, under the plan of Thuan An city’s People's Committee, 10 communes and wards in the city have deployed public services at levels 3, 4 to people. Localities have set up advisory groups to guide people on how to create accounts, learn about administrative procedures in the network environment and guide how to perform online public services on the national public service portal, provincial public service portal.

Ngo Tien Dat, Secretary of the Party Committee, Chairman of the People's Committee of Hung Dinh ward in Thuan An city said that under the plan of Thuan An city, the whole ward has mobilized forces to strengthen propaganda work on digital transformation. The ward has established groups and teams to propagandize how to create accounts for people and guide people to submit online documents on the national public service portal at its "one-stop shop" section. “The general view of the ward is to always take the people as the subject in digital transformation. If people understand and implement general policies on digital transformation, the plans will be successful," said Mr. Dat.

Nguyen Thi Tuyet Mai, Chairwoman of Lai Thieu ward’s People's Committee in Thuan An city said that the ward has set up a propaganda plan on digital transformation. The whole ward has mobilized all forces of mass organizations to widely propagandize digital transformation among the people. “How to get people familiar with the implementation of administrative procedures at levels 3, 4 in the network environment with accounts is a problem that leaders of the ward always concern to be able to complete the set plans. Therefore, in the coming time, the whole ward will strengthen propaganda solutions to create a habit for people to perform administrative procedures at levels 3, 4; organize mobile propaganda campaigns, guiding people to create accounts and how to submit documents…", said Mrs. Mai.

In fact, in order to create consensus among the people, 10 communes and wards in Thuan An city have widely propagandized plans on digital transformation, disseminated the application of population data, electronic identification and authentication for national digital transformation in the period of 2022-2025, with a vision to 2030; the Resolutions of provincial Party Committee, plans of provincial People's Committee on digital transformation, digital government, digital citizenship, digital society, digital economy building...

Raising awareness

The highlight in Thuan An city is that many localities have built up good and creative ways in digital transformation, especially in the field of administrative reform. In order to encourage people to register accounts to perform administrative procedures at levels 3, 4 on the national public service portal, provincial public service portal, Vinh Phu ward’s People's Committee has implemented a model on “Giving piggy banks for people using online public services”. This model has been applied since mid-March 2022 and it has so far had positive effects.

Le Thanh Huy, a resident in Vinh Phu ward’s Phu Hoi quarter happily said: “I am not knowledgeable in information technology, but I was carefully and enthusiastically guided by the ward’s staff on how to create an account, so I did public services in the network environment. I was also given a piggy bank and a book after finishing. This is very meaningful to encourage our people to use online public services."

In An Phu ward, there are also many good ways to help people raise their awareness of digital transformation in administrative reform. Specifically, people just need to go to the People's Committee of the ward to be served to look up administrative information under the local jurisdiction through scanning QR codes. People only need to use smart phones to scan QR codes to know what they need to do and utility forms will appear. Up to now, the ward's groups have guided more than 20,000 individuals and organizations to use these services to help them limit travelling when conducting transactions on administrative procedures and bring many benefits such as transparency and publicity in handling administrative procedures, reducing the amount of papers to be used when submitting documents, saving storage costs. This is a good initiative to help people conveniently look up information and learn about procedures in the network environment, making it easier for both citizens and officials to process documents.

Phan Thai Son, Secretary of the Party Committee, Chairman of the People's Committee of An Phu ward in Thuan An city said that for everyone agreeing with digital transformation, the ward has mobilized the entire political system to propagandize this work. The ward’s People's Committee has strived to build a contingent of cadres and civil servants with good professional qualifications, a high sense of responsibility in work and a dedicated and enthusiastic service attitude to the people, creating favorable conditions for people and organizations to do administrative procedures at level 3 and 4.
