“Tam nông” Resolution and a spectacular change in the face of Binh Duong countryside

Within the framework of “Tam nông” Resolution, Binh Duong has had a creative and effective way to implement the National Target Program on new rural construction. By the end of 2019, Binh Duong had 46/46 communes that had completed new rural construction targets. The province defines new rural construction is a task with no end point, hence many rural communes are striving for model rural areas.

Today, some farthest communes of Binh Duong province, such as An Linh, An Thai, Minh Hoa..., have changes its appearance considerably.  Roads are broad.  Electricity, schools, stations are spacious, people are excited and happy. According to locals, the National Target Program on new rural construction is like a new breeze bursting with new vitality in rural areas.

According to statistics, over 10 years (2010-2020) of the National Target Program on new rural construction implemented in the province, 100% communes have roads from district to commune, and commune roads are asphalted. Concrete lanes and alleys create favorable conditions for production development, stimulate large-scale consumption of agricultural products and goods, and contribute to attracting investors to rural areas. School system at all levels has been invested and upgraded; most communes have kindergartens and primary schools that meet national standards.

The system of cultural and sports institutions received attention and investment to meet people's demand for recreation and entertainment, 100% communes have cultural houses in hamlets. The quality of district hospitals and commune medical stations was also improved markedly, the percentage of people participating in health insurance every year increased from 5-7%. The total investment capital for new rural construction in the 2011-2019 period was over VND 25,722 billion (of which the state budget accounted for 49.5%, mobilized capital, credit capital and contributed capital of the community accounted for 50.5%).

Mai Hùng Dũng, Member of Provincial Party Standing Committee, Permanent Vice Chairman of Provincial People's Committee, said that the national target program on new rural construction in Binh Duong province made very creative steps. From the initial policy that focused on quality, the program went firmly in the right direction. With the determination of provincial Party committees, authorities at all levels, and the consensus of the people, the province's New Rural Construction Program brought good results that had pervasive effects on the development of rural areas.

In addition, it affirms the correct policy of the Provincial Party Committee, that is to focus on agricultural and rural development besides industrial, commercial and service growth to continue to improve the material and spiritual life of the people. In particular, the highlight of Binh Duong's new rural construction program is that there is no outstanding debt for capital construction.

The most obvious achievement after 10 years is the improvement in people's material life. The province no longer has poor households according to the criteria of the Central Government. 100% houses meet standards of the Ministry of Construction, no more temporary houses, dilapidated houses. And at the 6th session, Provincial People's Council, term 2021-2026, approved a resolution defining the multidimensional poverty standards for the 2022-2025 period. Accordingly, the income criterion in rural areas in Binh Duong is VND2.1 million/person/month, 1.4 times higher than the Central standard.

At present, Binh Duong has 11 communes that meet the standards of advanced new rural areas, and is striving that by 2025, 50% of communes would meet the standards of advanced new rural areas, 10% of communes would meet the standards of model new rural areas, and per capita income would increase at least. 1.8 times that of 2020. Binh Duong chose Bach Dang commune (Tan Uyen Town) to build a "Smart Village" which is expected to turn this locality into a green symbol of the province.

Surrounded by the gentle Dong Nai river, Bach Dang islet (Bach Dang commune) is covered by green of rice fields and pomelo orchards laden with fruits.  As a rural locality with no factories or companies, despite the strong socio-economic development, Bach Dang retains the inherent peaceful atmosphere.

Bach Dang commune was recognized by the province to meet the standards of advanced new rural areas in 2020. Average income reached 68 million VND/person/year, 1.97 times higher than 2014. The commune has become a good example of the construction of new rural areas in the province. Currently, the commune is the locality selected by the province to pilot the "Smart Village" of Tan Uyen Town and the province. The construction of "Smart Village" in Bach Dang commune will help the new rural construction of the commune develop to a new stage, improve its effectiveness, towards sustainable development.

Vo Thi Bao Xuyen, Chairwoman of Bach Dang commune People's Committee, said that for the program to be highly effective, the consensus among the people is the most important factor. Therefore, the commune will mobilize the wisdom and creativity of the community, join hands to build the "Smart Village". In the coming time, the Party, authorities and people of the commune will focus on model new rural construction, model gardens and model residential areas, combined with building "Smart Village", stimulating urban agricultural economic development, implementing plans to renovate and improve the quality of specialty fruit orchards combined with ecotourism development.

The commune continues to apply the quality management system according to ISO 9001:2015 to settle administrative procedures; create favorable environment and conditions to utilize the advantages and internal resources, strongly attract external resources for the construction of sustainable new rural areas, in order to achieve the goal of comprehensive rural development based on civilization, to gradually improve material and spiritual life of the rural population. By 2025, the commune strives to reach the standards of model new rural area, the average income to reach more than 83 million VND/person/year.

In order to realize the "Smart Village" project, the Provincial People's Committee issued a plan to pilot the construction of the "Smart Village" in Bach Dang commune, period 2020-2025. Accordingly, "Smart Village" is developed with the goal of creating a place to gather many initiatives on current issues and needs in the community, such as technology, agriculture, employment, improving labor productivity, community cohesion, health, education, energy, waste treatment, green and clean environmental protection...

The project of building a model new rural area integrated with Smart village in Bach Dang commune turns towards the goal of sustainable rural development, contributing to local economic growth, and at the same time increasing income based on scientific technology application into agricultural production combined with tourism development, making this commune be a worth-living, environmentally friendly area. To select solutions to build smart village suitable to the actual situation and potential of the locality for practical implementation. Then to build a model and system of "Smart Village" solutions, which are typical to be applied in other localities with similar characteristics in the province.

According to the scheme, Tan Uyen Town will invest resources in Bach Dang commune with solutions, such as completing and enhancing the value of agricultural products, combining sightseeing tours with agricultural production; improving the fundamental infrastructure system for agriculture and tourism; building tourist facilities; solutions on community development, human resources... The specific groups of solutions must be suitable to the current situation of the commune, highly feasible, can be implemented and applied in appropriate phases, not only in the period of 2021-2025 but also until 2030 and after 2040 so that the new rural construction process of the commune is constantly improving and developing. It is expected that the total capital to implement the project is over VND702 billion.

Bach Dang will be a place worth living, friendly with the natural environment, a place to develop smart agriculture and eco-tourism. This will be a green symbol for Binh Duong; at the same time, contributing to the promotion and introduction of products, tourism development for the locality, bringing tourists closer to Tan Uyen Town.
