Tan Uyen: "Listen to the people talking, talk to the people"

In order to directly grasp the people's thoughts, aspirations, reflections and recommendations for timely solutions as well as listening to the people's "suggestions" to build a more and more prosperous locality, Tan Uyen Town held many direct dialogues between the local leaders and the people over the past time.

Choosing the "hot" issue

Recently, Doan Hong Tuoi, Chairman of Tan Uyen town’s People's Committee has had a dialogue with the people of Khanh Binh ward about the local urban order and construction management. This was a matter of great concern to the local leaders and people. In order to ensure the quality and effectiveness of the dialogue, the ward’s Fatherland Front Committee Standing Board previously organized to collect contributive ideas in the form of receiving direct opinions, realizing opinion forms and getting opinions via mailboxes.

Accordingly, the local people asked for the Chairman of the town's People's Committee to have solutions to handle violations that were sanctioned for administrative violations with the time to remediate the consequences and return to the original status for wrong works, but have still not improved them yet; directed to completely handle the situation of trading activities encroaching sidewalks, affecting traffic safety and urban order; have solutions to adjust and supplement appropriate plans and create favorable conditions for people to set up land procedures, including the ones asking for construction permits. The local people also wanted the town's People's Committee to create more favorable conditions for them in applying for construction permits; step up law dissemination, raising public awareness of the legal knowledge on construction.

At the conference, the local people expressed their joy, excitement and consensus when the town is now qualified to be recognized as a city under the province. They also expressed many ideas and plans for the Chairman of the town People's Committee in leadership and administration. Specifically, the town should have solutions to strengthen environmental protection, mobilizing business households on both sides of the streets not to discharge wastewater into the streets, causing pollution; solve the situation of brick kilns operating, causing landslides, affecting people's lives; give names to Binh Khanh quarter’s streets and alleys that have been formed for a long time... To be worthy of being a city, Tan Uyen needs to pay more attention to traffic infrastructure, facilitating people’s travelling as well as urban beauty...

Accordingly to Mr. Tuoi, the dialogue was an opportunity for the local all-level Party committees and authorities to directly listen to people's thoughts, aspirations and recommendations in implementing the Party's guidelines, policies and the State’s laws; grasp problems in the implementation of mechanisms and policies at the grassroots level for amendment and supplement under their competence. He also wanted that each citizen will continue being a propagandist, helping raise public awareness of construction order, urban order, etc. It is expected that by the end of this year, the town will be recognized as a city under the province and strive to be a second-class city by 2025. In order to meet development requirements, investment in infrastructure facilities of the town will increase and the people's living standards will increase. He also wanted to continue getting people’s consensus in urban development planning and key projects to be implemented in the coming time, for the general development of the town.

Caring for people’s interests

An issue of concern to both leaders and people was chosen as a topic of the dialogue between Nguyen Hue Tri, Permanent Vice-Secretary of Tan Uyen town’s Party Committee, Chairman of the town’s People's Council and people in Hoi Nghia ward, which was the implementation of health insurance policy in medical examination and treatment for people.

Mr. Tri shared: “Over the past time, the town was very interested in medical examination and treatment for the local people; promulgated many documents directing and implementing policies on health insurance in medical examination and treatment for the people; directed the health sector, social insurance agency to actively coordinate with relevant agencies and units and the People's Committees of communes and wards to organize dissemination of the legal policies on health insurance to the people, helping them understand all benefit to be enjoyed when participating in medical examination and treatment at medical facilities; invested in material facilities for medical examination and treatment for the people.

However, the town’s process of implementing health insurance policies has faced some difficulties, which are not accepted by the people. Therefore, as the Chairman of the town’s People's Council, Mr. Tri wanted to have a dialogue to listen to the people's opinions more fully and comprehensively on the implementation of the health insurance policies in medical examination and treatment while directly answering and removing queries by people in the process of implementing these policies for better results in the coming time.

Accordingly, the local people’s opinions related to health insurance such as service packages paid by the health insurance fund, cases related to benefit from health insurance policies; quality of drugs from health insurance; service to people with health insurance... were answered by Mr. Tri and leaders of relevant sectors, with concurrence of the people.

Through direct dialogues, the people's thoughts, aspirations, reflections and recommendations were acknowledged in a timely manner for appropriate solutions, thereby also improving the quality and effectiveness of dissemination of the Party's guidelines and resolutions, the State's policies and laws, creating consensus among the people when implementing policies on promoting socio-economic development and ensuring security, order and social safety in the town.

According to Doan Hong Tuoi, Chairman of Tan Uyen town’s People's Committee, dialogues are the opportunity for the local all-level Party committees and authorities to directly listen to people's thoughts, aspirations and recommendations in implementing the Party's guidelines, policies and the State’s laws; grasp problems in the implementation of mechanisms and policies at the grassroots level for amendment and supplement under their competence.
