To implement various solutions
During first months of this year, with the impact of revenue reductions from policies and the epidemic, the state budget revenue managed by the tax authority did not increase compared to the same period in 2019. Facing this situation, the tax department deployed many solutions to manage collection. Nguyen Minh Tam, Director of Provincial Tax Department, said that Provincial Tax Department implemented Directive 04 of Ministry of Finance and guiding documents of the General Department of Taxation, directed local tax departments and sub-departments to actively do tax debt collection. To improve debt comparison and virtual debt settlement, strive to collect debt at the highest level. In addition, Provincial Tax Department reviewed and assigned the task of collecting and inspecting enterprises in 2020 to each unit.
Accordingly, provincial Tax Department completed inspection and examination of 2,861 enterprises, and collected, recovered and fined nearly VND 329.8 billion; reduced state budget loss VND 1,315 billion, deducted VND 55.5 billion, contributed to state budget VND 241 billion, reaching 73%... Mr. Nguyen said that tax administration and inspection is very important, and to speed up the collection of tax arrears, debts. From there, there were measures implemented to sanction late payment of taxes, tax records. Provincial Tax Department also strengthened communication and supported taxpayers. The OSS divisions has minimized the travel time for taxpayers; questions and difficulties in implementing tax policies were promptly answered directly by specialized staff, or via email, website, and written responses; gave training, upgraded information technology system. "In general, the collaboration between tax authorities and related sectors has been basically done well, creating favorable conditions for taxpayers and simplifying administrative procedures. Therefore, the tax administration worked smoothly and quickly,” said Nguyen Minh Tam.
To strive for the highest number of revenues
Binh Duong, Ho Chi Minh City, and Dong Nai were the three localities that gained higher state budget revenues than revenues in previous years. However, 2020 is considered to be a difficult year to perform the revenue collection task compared to recent years, both in terms of progress and speed of collection due to impacts of the Covid-19.
By the end of October, the state budget revenue was estimated at more than VND 36,200 billion, reaching 80.5% of the yearly estimate approved by Ministry of Finance and Provincial People's Council, equal to 99% compared to the same period. If subtracting land use taxes, the remaining 10-month revenue is VND 30,600 billion, reaching 73% of the estimate, as much as 91.1% compared to the same period. Thus, in the remaining 2 months of the year, the collection task is very heavy, depending on the general development of the domestic and foreign economies.
To ensure revenue, Provincial Tax Department is continuing to implement 6 main groups of solutions. Namely, to regularly check geographical locations, assess the situation and the ability to generate revenue in a number of fields. Pay special attention to revenue generated from land, from a number of big projects in the area. To strengthen the inspection and examination, especially examination of transfer prices, reorganization of business households, business individuals in the area, inspection at tax offices; to complete internal inspection plan 2020 and internal inspection on business household management.
“The tax branch will strengthen the management of taxpayers, ensure taxpayers make tax declaration and payment timely and fully. Besides, the tax branch will strengthen the inspection and examination, especially examination of transfer prices, reorganization of business households, business individuals in the area in order to complete the 2020 plan, contributing to the increase in state budget revenue to VND 45,051 billion, to increase 4% compared to the revenue made in 2019 assigned by Ministry of Finance”, said Mr. Nguyen.
