Implementing Decision No. 06/QĐ-TTg of the Prime Minister approving the Project for the development of applications for population data, electronic identification, and verification to serve the national digital transformation in the period of 2022-2025, with a vision until 2030 (referred to as Project 06), some key tasks of the tax sector include: Synchronizing tax data with the national database on population; cleaning up, unifying the use of the citizen identification number as the tax identification number; researching electronic invoicing solutions initiated from cash registers to combat tax evasion and budget shortfall. At the same time, the tax sector collaborates with the police to implement tax declaration, registration, and payment through the electronic identification application (VNeID) and to use electronic identification accounts to log in and verify the information of taxpayers on the tax and customs agencies' social media platforms.
Mr. Pham Viet Anh, Head of the Tax Department of Thuan An city, announced that as of now, the department has completed 99.9% of the review and standardization of personal tax identification number data according to Project 06. In addition, the department has connected information with customs, treasury, banks, and other agencies to exchange data for tax management purposes. The department has implemented technology based on big data and artificial intelligence to analyze tax risks and electronic invoices, contributing to the quick detection of tax fraud cases and tax evasion behaviors. At the same time, the propaganda work to support taxpayers has also been emphasized by the department. As a result, the registration of electronic transaction accounts with the tax authorities has reached nearly 100%.
In Binh Duong, there have been 19,883 downloads and installations, and registrations for the ETAX mobile service. Since the beginning of the year, there have been 17,490 tax transactions through this app, with a total amount successfully paid exceeding 28.8 billion VND; there are 930 businesses, households, and individuals using the declaration method who have registered to use electronic invoices from the tax authorities generated from cash registers; 10,965 transactions for registration fee payment for cars and motorcycles across the country through IBanking and Mobile Banking; and 295 retail gas stations that issued electronic invoices.

The connection, synchronization between the tax database and the national population database has provided many conveniences for individuals and businesses; the electronic tax registration, tax declaration, tax payment, and tax refund system has effectively supported businesses in fulfilling their tax obligations. Most businesses have carried out tax declarations electronically without needing to go directly to the tax agency. This helps save general costs for society as a whole and allows the tax sector to reduce the pressure of receiving paper documents, minimizing the work involved in receiving and manually entering tax files. Mr. Dam Cong Tra, representative of DS VINA Co., Ltd. (Bac Tan Uyen district), stated that the modernization and digital transformation of the tax sector in Binh Duong has helped businesses reduce administrative procedures, perform tasks quickly and efficiently, and ensure timely and convenient tax declaration and payment.
According to Mr. Pham Viet Anh, currently, during the implementation of electronic tax, there are still some business households and non-agricultural tax payers who are hesitant to use advanced devices and have a fear of making mistakes, leading to incorrect tax submissions. The tax department of Thuan An city is intensifying communication efforts in lodging areas, during neighborhood meetings; actively guiding residents in using applications, especially the utilities for tax lookup and submission, helping residents to proactively and easily pay their taxes.
Mr. Nguyen Minh Hai, Deputy Director of the Binh Duong Tax Department, stated that the tax industry is continuing to push for the modernization and reform of the tax system, expanding electronic tax declaration and tax reporting; receiving refund documents and processing them entirely online; ensuring that the information technology system operates smoothly 24/7 to support taxpayers in fulfilling their tax obligations from registration, declaration, and tax payment to electronic tax refund without the need to go directly to the tax authority. The tax industry continues to review and standardize individual taxpayer identification numbers; connect and exchange information with relevant agencies to collect and exploit data for tax management purposes; and support taxpayers according to their needs. Along with that, the tax industry continues to analyze risks related to electronic invoices based on big data and artificial intelligence to serve tax management tasks. The process of expanding electronic tax services puts citizens at the center of service, supporting taxpayers in fulfilling their tax obligations quickly and conveniently; continuing to build the tax sector towards transparency and modernization, enhancing the application of information technology, improving tax management capacity, simplifying administrative procedures, reducing costs, and creating the best convenience for citizens and businesses.
According to the Binh Duong Tax Department, so far the total number of taxpayers that need to be reviewed is 224,030. The unit has successfully reviewed and standardized 138,462 taxpayers, achieving a rate of 62%; the number of taxpayers that have been reviewed but have issues that cannot yet be updated is 85,568, accounting for 38%; there are no taxpayers left to be reviewed. The Tax Department has publicly disclosed on the digital map that there are 68,343 business households; of which the number of households subject to tax is 41,590, and the number of households not subject to tax is 26,753.
