TDM city’s Party Committee streamlines the apparatus for effective and efficient operation
Recently, Standing Committee of Thu Dau Mot (TDM) City's Party Committee has not only led and directed the implementation of local political tasks but has also prioritized restructuring the city's political system. This is in line with Resolution No. 18-NQ/TW, dated October 25, 2017, from the 12th Party Central Committee, which addresses the need to innovate and reorganize the political system to make it more streamlined, effective, and efficient. The progress in arranging and streamlining the city’s administrative apparatus is being carried out according to the plan set forth by the Central Government and the Provincial Party Committee.

Implement seriously and strictly
To ensure the implementation of streamlining the organizational apparatus in a synchronous, serious and tight manner, Standing Committee of the City Party Committee issued a decision to establish a Steering Committee to summarize Resolution 18-NQ/TW and working regulations of the Steering Committee; at the same time, it established an Editorial Committee to summarize the implementation of Resolution 18-NQ/TW of the Party Central Committee. According to directive documents from the Central Government and the provincial authorities, Standing Committee of the City Party Committee has instructed the City People's Committee and Organization Committee of the City Party Committee to collaborate with Standing Committee of the City Party Committee to develop and submit Project No. 01-DA/TU, dated February 10, 2025. This project focuses on "Arranging and Streamlining the Organizational Structure of Agencies and Units in the Political System of Thu Dau Mot City."
Ms. Nguyen Thu Cuc, Deputy Secretary of the City Party Committee, Chairwoman of the City People's Committee, said that Standing Committee of the City Party Committee determined that the arrangement and streamlining of specialized agencies of the city's political system must be similar to the arrangement of the Central and Provincial Party Committee apparatus, ensuring synchronization, unity, and connectivity in state management of sectors and fields from the Central to local levels.
Besides, the city has decided on the arrangement regarding staff reductions, restructuring, and enhancing the quality of the civil servant and public employee team. This initiative aims to ensure a reasonable quantity, structure, quality, and capacity that meets the requirements and tasks of each agency, organization, and unit in the new period. Consequently, merging and establishing specialized city agencies is both necessary and aligned with the orientations of the Central Government, Provincial Party Committee, and actual local tasks to be performed in the near future.
Immediately after the Provincial Party Committee announced the decision to merge Provincial Party Propaganda Board and Provincial Party Mass Mobilization Board into Provincial Party Propaganda and Mass Mobilization Commission, Thu Dau Mot City Party Committee also announced the merger of the City Party Propaganda Board and the City Party Mass Mobilization Board into the City Party Propaganda and Mass Mobilization Commission from February 15, 2025.
The City Party Committee has requested that the City Party Propaganda and Mass Mobilization Commission urgently develop the content, work program, working regulations, and task implementation plan. Immediate action is required to carry out these tasks. It is essential to firmly implement the established objectives and contribute alongside the Party-building departments of the City Party Committee to successfully organize the 13th Thu Dau Mot City Party Congress for the 2025-2030 term.
Streamline professional agencies
According to Chairwoman of the City People's Committee Nguyen Thu Cuc, based on Project No. 01-DA/TU, dated February 10, 2025 of the Standing Committee of the City Party Committee on "Arranging and streamlining the organizational apparatus of agencies and units in the political system of Thu Dau Mot City", Standing Committee of the City Party Committee directed the City People's Committee to carry out the merger and establishment of specialized agencies of the city to ensure compliance with the prescribed time. Up to now, the City People's Committee has developed a project to arrange and streamline the organization of the city's professional agencies. The city developed a plan to establish four specialized agencies as part of a broader project. These agencies will include: the Home Affairs Office, the Agriculture and Environment Office, the Economic, Infrastructure, and Urban Affairs Office, and the Culture, Science, and Information Office. Currently, the city is working on the necessary steps to establish these offices in accordance with regulations.
In line with the arrangement and improvement of the political system as outlined in Resolution 18 of the 12th Party Central Committee, there have recently been over 10 cases submitted to the Standing Committee of the City Party Committee for early retirement. Of these, 7 cases have already been resolved. Currently, the City Party Committee is processing early retirement requests for 4 additional cases.

During the ceremony to announce decisions regarding early retirement for those who voluntarily submitted their applications, leaders of the City Party Committee recognized efforts and contributions of the officials who requested early retirement benefits. They expressed their deep appreciation for sense of responsibility and significant contributions made by the retired officials in organizing the city's apparatus and preparing for the upcoming Congress of Thu Dau Mot City Party Committee term 2025-2030.
During a recent working session with Standing Committee of Thu Dau Mot City Party Committee, Mr. Nguyen Van Loi, a member of the Party Central Committee, Secretary of Provincial Party Committee, and Head of Provincial National Assembly Delegation, expressed strong support for the city's efforts in organizing and streamlining its structure in line with Resolution 18 of the 12th Party Central Committee. The Provincial Party Secretary urged the city to continue its serious and effective implementation of these restructuring initiatives. He emphasized the importance of proactively studying the arrangement of mass organizations once policies from higher authorities are received, considering the merger of nearby schools, and eliminating unnecessary intermediaries.
