The 10th Provincial Party Congress: Party building is the cornerstone

Determining the Party building as the key tasks, local Party Committee, in previous tenure, has focused on correction and construction of the Party in the manner of strength and leadership improvement in the new stage.

Rational transformation

The implementation of the 4^th Resolution of the 11^th tenure Central Committee of CPV on some current urgent matters of Party construction integrated into the learning and following of President Ho Chi Minh’s moral examples have been one of the major tasks carried out in the 2010-2015 tenure of Provincial Party Committee. The Standing Board of Provincial Party Committee has issued programs and plans at the soonest to detail the 4^th Resolution in line with direction and guidance of the Central Committee of CPV. All-level authorities and departments have thoroughly implemented the preparation and critique. The critique and self-critique have been in accordance with the 4^th Resolution of the 11^th tenure Central Committee of CPV, expressing the serious constructive manner, aiming for good results, and unity.

Regarding the Party building, Thuan An Town Party Committee, for example, has focused on intensified inspection and supervision of major matters of strength and leadership improvement of the Party grassroots and members, particularly the implementation of the 4^th Resolution of the 11^th tenure Central Committee of CPV on some current urgent matters of Party construction integrated into the learning and following of President Ho Chi Minh’s moral examples and into the modeling of Party members and officials, particularly the key officials at all levels.

Majority of the inspection and supervision instants have been for the excellent roles of Party organizations and members to timely praise up and warn and correct the collectives and individuals of limitations.

Besides, all-level leadership of Party committees and organizations has been rationally transformed. Democracy have been promoted; critique and self-critique and internal unity have been enhanced, showing the role and responsibility of the leaders; operation quality of Party organizations have been continually improved, ensuring the leadership, educational effects, fighting strength, and better management of the Party members. Party organization system has been improved in terms of quantity and quality.

To build up the Party of strength and apparency

For the tenure to come, Provincial Party Committee will effectively implement The implementation of the 4^th Resolution of the 11^th tenure Central Committee of CPV on some current urgent matters of Party construction integrating into the learning and following of President Ho Chi Minh’s moral examples. The major tasks and duties include:

To overcome shortcoming and transform the Party building as stated by the 4^th Resolution while enhancing the education of political ideology;

To robustly predict and evaluate the situations to timely prevent wrong-doing ideology emerged from the grassroots;

To implement suitable and effective propaganda in the public, particularly to factory workers and working people in the province;

To renovate and improve the political system by direction of Central Committee of CPV and Plan No. 58-KH/TU dated July 31, 2014 of the Standing Board of Provincial Party Committee;

To improve leadership and strength of Party facilities, quality of officials and Party members;

To enhance measures for development of Party members and construction of a Party of strength and transparency;

To ensure Party leadership in staff allocation and designation;

To improve the process of staff allocation and designation, particularly the evaluation process to ensure allocation and designation of staffs of right competence and strength.

According to Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum Provincial People’s Council Chair, all-level Party committees, for the time to come, will be deeper aware of and determined to continue the learning and following of President Ho Chi Minh’s moral examples as their regular tasks which have been the honor, responsibility and command for everyone, especially Party members. The implementation of Directive 03 integrating into Party building by the 4^th Resolution of the 11^th tenure Central Committee of CPV will be tightly carried out by demands. A Party of transparency requires its members to be transparent in their actions with improving periodical meeting of the Party cells in accordance with Directive No. 10 of Party Secretariat. The Provincial Party Committee will well implement the planning, allocating, training, and designating its staffs. The scheme of staff payroll reduction, quality improvement and re-designation of staffs by professions will be implemented. Human resource quality of Party committees, leadership, and management will be improved to satisfy the political needs in the new stage. Inspection and supervision programs will be timely and effectively implemented to robustly grasp up the disciplinary observation of the Party organizations and members. The leadership of the Party and management of the State against corruption will be intensified. Constitution, inspection, auditing, investigation, prosecution, and hearings will be refined to effectively fight corruption and wastefulness. The monitoring roles of publicly voted inspecting agencies, social organizations, and the public will be enhanced in terms of fighting and preventing corruption and wastefulness. The political system and society will be gathered up to create general power in preventing and driving away the deterioration of political ideology, morality, and lifestyles of officials and Party members so as to improve leadership and strength of the Party while assuring trust of the Party members and public in the Party.

Besides, Provincial Party Committee will continue reforming education of political theories and Party resolutions. Training and knowledge update will be carried out for officials and Party members in accordance with specific subjects in practical and meaningful manners. The propaganda and education of revolutionary ideology and improvement of political stance, discipline, morality, lifestyle, and alerting manner of officials, Party members, and the public will be boosted. Each committee of the Party is required to know their staff ideology status to maintain regular propaganda and orientation to divert away from adverse information, points of view, and wrong information of the enemies. The mechanism of the Party and political system will be refined to elevate leadership and operations. Functionality and duties will be duly implemented to improve quality of officials and Party members. Leading collectives and individuals in charge should be identical to determine rights and obligation, upholding the roles and duties of the leading persons.
