The 11th session of the 10th tenure provincial People’s Council kicked off in analysis of situations for rational measures of promoting growth

Yesterday of July 20, at the opening session of the 11th session – the mid-year regular session, the 10th Binh Duong provincial People's Council, the delegates focused on reviewing, evaluating and discussing the implementation of the socio-economic development tasks, defense and security in the first 6 months of 2023; tasks and solutions to promote socio-economic development in the coming time.

Presenting the report at the meeting, Nguyen Loc Ha, Standing Member of the provincial Party Committee, Deputy Chairman of the provincial People's Committee, said that in 2023 the province has faced many difficulties and challenges. The unstable situation of the world negatively affects the socio-economic development and the life and production of people and businesses nationwide in general and Binh Duong province in particular. However, under the leadership and direction of the provincial Party Committee, the Standing Board of the provincial Party Committee, the supervision of the provincial People's Council, the centralized and drastic management of the provincial People's Committee, the involvement of the whole political system, the support of the business community and especially the consensus of all classes of people in the province; socio-economic situation of the province in the first 6 months of 2023 has achieved positive results. The economy grew at 3.76%, and the industrial production index was estimated to increase by 2.65% over the same period. Thanks to the efforts and proactive implementation of effective solutions, the domestic revenue was quite high, bringing the total budget revenue to VND 31,715 billion (43% of the estimate approved by the provincial People's Council and 48% of the estimate assigned by the Prime Minister).

Specifically, in the first 6 months of the year, in the field of domestic investment, there were 3,156 newly registered enterprises with a total capital of 24,813 billion VND and 891 enterprises supplemented capital with a total capital of 21,565 billion VND. Accumulated up to now, the province has 62,603 domestic enterprises with a total registered capital of 672,000 billion VND. In the field of foreign investment, the province has attracted more than 967 million USD, including 45 new projects with the capital of 361 million USD, 20 adjusted projects to increase capital with the capital of 71 million USD, 70 capital contribution projects with the capital of 545 million USD. Up to now, the province has 4,121 foreign-invested projects, with total registered capital of more than 40 billion USD.

Along with that, the province has had many drastic solutions in directing to speed up the disbursement of public investment capital, such as issuing directives to strengthen the implementation of public investment plans to launch an emulation movement to accelerate the disbursement of public investment capital in 2023 from the province to the district level, to remove obstacles such as relocation of the power grid as well as perfecting the legislation on compensation and resettlement support, and authorizing the district People's Committee to appraise and approve the projects.

Sectors and levels have focused on removing difficulties and speeding up the implementation of key traffic projects. The province organized the construction of Vanh Dai 3 in Ho Chi Minh city on schedule with focus on speeding up the implementation of the project of upgrading and expanding National Highway 13 and Bac Tan Uyen - Phu Giao - Bau Bang power generation road. Urban development, agriculture, rural development, and environmental protection continue to receive attention.

At the same time, credit institutions have also reduced lending interest rates, restructured repayment periods, kept debt groups unchanged, and created favorable conditions for people and businesses to access capital for production and business recovery. Socio-cultural activities, education, health care and social security activities were carried out quite synchronously to have achieved myriad positive results. The reform of administrative procedures, digital transformation, the implementation of Project 06, and the construction of a smart city have been drastically implemented; Defence and security have been maintained.

To implement multiple solutions

The province's economic growth in the first 6 months of the year has shown signs of recovery but not really clearly. GRDP increased by 3.76% over the same period. However, compared to the growth rate of the whole country and neighboring provinces and cities, the growth rate was quite positive compared to the whole country of 3.72%, Ho Chi Minh city 3.55%, Ba Ria - Vung Tau 3.47%, and Dong Nai is 4% as Binh Duong is an industrially developed province with an open economy characteristic that is heavily influenced by fluctuations in the world economy.

The provincial People's Council commented that the economic growth rate of 3.76% in the current period was a great effort of the branches, levels and the political system of the province to yield fruits. The growth target of 8.5 - 8.7% this year is a big challenge. Therefore, in order to achieve the highest level of economic growth target and other goals and tasks according to the resolution on the socio-economic development plan in 2023 as approved by the provincial People's Council, the provincial People's Committee needs to continue to strive, make efforts, and have many positive solutions from now until the end of 2023.

Talking about solutions to promote growth, Nguyen Loc Ha said that the provincial People's Committee will resume to implement the government's resolutions, the direction of the Prime Minister, ministries, central branches and provincial Standing Committee to proactively grasp and analyze the situation to have appropriate solutions to strongly promoting economic growth driving forces. The provincial People's Committee also continues to organize contact and work directly with associations and businesses to promptly remove difficulties and problems; solutions to open up and stimulate consumer demand to contribute to the consumption of goods are being researched as enterprises in the province are facing difficulties in export markets.

At the same time, the province continues to accelerate the implementation and completion of key construction projects, upgrading and expanding National Highway 13, Bac Tan Uyen - Phu Giao - Bau Bang power generation road, 1,500-bed General Hospital in 2023, Ho Chi Minh city's Vanh Dai 4 and An Tay port (early 2024), Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway (expected to start in the first quarter of 2024), Saigon riverside road from Thu Dau Mot city to Thuan An city is expected to start.
