The 12th Resolution of the 11th tenure Central Committee of CPV and Resolution of the 10th Provincial Party Congress implemented

Early November 11, Binh Duong Provincial Party Committee held a conference on learning and implementation of the 12^th Resolution of the 11^th tenure Central Committee of CPV and Resolution of the 10^th Provincial Party Congress in 2015-2020 with participation of key officials across departments, unions, districts, towns, and Thu Dau Mot City. Attending the conference was Tran Van Nam, the Deputy Secretary of Provincial Party Committee cum Chair of Provincial People’s Committee, Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum Chair of Provincial People’s Council, Nguyen Huu Tu, the Deputy Secretary of Provincial Party Committee, Tran Thanh Liem, the Deputy Secretary of Provincial Party Committee cum permanent Deputy Chair of Provincial People’s Committee and officers of the Standing Board and Executive Board of Provincial Party Committee.

At the conference, Mai Van Ninh, the member of Central Committee of CPV cum Deputy Head of Central Propaganda and Education, delivered the basic contents of the results achieved by the 12^th Congress of the 11^th tenure Central Committee of CPV including 3 basic agenda contents: socio-economic development, State’s budget estimation for 2016, preparation for election of the 15^th National Assembly delegates and election of all-level people’s councils in 2016-2021, personnel preparation for the 12^th tenure Central Committee of CPV.

As for socio-economic status and State’s budget in 2015, the Central Committee of CPV gave evaluation: The economy has recovered gradually with growth of about 6.5%, exceeding the planning targets. Macroeconomic status is stable with major balance of the economy ensured. The implementation of strategic breakthrough and re-organization of the economy with renovation of growing model have been accelerated to gain preliminary rational results.

Cultural and social fields show progress with assured social security, welfare, and improved public life. Management of natural resources, environment protection, and response to climate changes have gained some results. Administrative reforms have gained rational results; the prevention and fights of corruption and the practice of saving and anti-wastefulness have been directed to righteous orientation. National defense and security, social order and security, national sovereignty have been maintained; the foreign relation and international integration have achieved great results to elevate the position of CPV and the nation in international arena. However, drawbacks and shortcomings need remedying which is the low quality and competitive economy. The market economic institutions have been limited and not refined while the market types have not been in smooth operations. The restructuring and renovating of growth models in various fields have been slow. The remedies for drawbacks in cultural and social fields have been slow. The management of natural resources, environment protection, prevention of and response to natural disasters have been limited. Administrative reforms in various fields have not met the demands. The sovereignty of the nation, sea and islands has been challenging by new drawbacks.

On evaluating and estimating the situation, the Central Committee of CPV has proposed targets, missions, and measures for 2016, such are: Maintenance of macro-economic stability with efforts for higher growth than in 2016 improved economic quality and weakness removed. Strategic breakthrough implementation, economic restructuring with renovation of growth models, capacity, quality, effectiveness, and competitiveness will be boosted. Business operations and obstacle removals for enterprises should be promoted. Cultural development, social advancement and equality, social welfare, improved public life will be promoted. Rational response to climate changes and efficient management of natural resources and environment protection will be established. Administrative reforms, improvements of social and administrative discipline, State’s management competence, anti-corruption, saving practice and anti-wastefulness will be enhanced. Quality and effective foreign relation and international integration will be improved. The Central Committee also proposed detail targets and 9 groups of measures to successfully implement socio-economic development duties and State’s budget in 2016.

As for election of the 14^th National Assembly delegations and all-level people’s councils in 2016-2021 tenure, the Central Committee affirmed the importance of the elections, expressing the will, wishes and ownership rights of the people in refining the socialist State of law legislation of the people, by the people, and for the people. Mai Van Ninh delivered report on election schedule, delegation standards, delegation quantity, placements of National Assembly and all-level people’s council delegation.

As for personnel preparation for the 12^th Central Committee, on the basis of orientation and placement in two rounds of introduction and selection, the Central Committee has made discussions in democratic manner and objective consideration for the newly introduced personnel in the 12^th tenure Central Committee. In the meantime, evaluation and contributions of devoted ideas and comments will be established and prepared for the report of personnel measures. The Central Committee basically agreed with the report of the Poliburo and proposed criteria for consideration of re-elected members to the Central Committee, Politburo, and the Secretariat including specific criteria for titles of general secretary, State’s President, Prime Minister, and National Assembly Speaker. The Central Committee has cast the ballots for the first time to approve the newly elected personnel to be introduced to the Central Committee of the 12^th tenure.

In the resolution approved at the conference adjournment, the Central Committee called upon the whole Party, the people and the military to enhance unity of ideology and actions and overcome challenges and difficulties for the success of socio-economic duties in 2015 and resolution of the 11^th tenure Party Congress.

The conference also listened to Pham Van Canh, the permanent Deputy Secretary of Provincial Party Committee cum  Chair of Provincial People’s Council, report on results of the 10^th Provincial Party Congress of 2015-2020 tenure, stressing on 4 agenda contents of preparation for congress organization, general targets and tasks of constructing and developing Binh Duong Province in the next 5 years of 2015 to 2020 and election results.

The 10^th Provincial Party Congress of Binh Duong Province for 2015-2020 tenure has been successfully organized. The success holds special meaning and expresses the high political determination of the whole Party Committee and local people of the province. This is the perquisite for success of the targets and tasks. To achieve such results, the local Party Committee have learnt and fully implemented the Directive No. 36-CT/TW of the Politburo and the unity and agreements of all-level departments, sectors, and the Party. Particularly, the Standing Committee and Affairs of Provincial Party Committee have made in line arrangement with concentrated direction and thorough preparation and planning for the congress.
