The effectiveness of vocational training as being integrated with Triple Helix model

In recent years, Department of Labor, Invalids and Social Affairs, vocational education institutions and enterprises have cooperated with each other to provide vocational training meeting human resource demands to serve the development of future Binh Duong Smart City.

To integrate vocational training

Binh Duong currently has 82 vocational education and training establishments, recruited 39,135 students in 2018, reaching 111.7%. In order to have high-quality human resources meeting the requirements of Industry 4.0, vocational training establishments in the province have taken appropriate steps to improve the quality and effectiveness of vocational training. As a result, the professional and technical qualifications of provincial labor force have been improved, gradually met the requirements of the labor market. Nearly 26% trained workers have vocational certificates. The percentage of students that have jobs after graduating from vocational training institutions, especially in fields of engineering and technology such as electronics, industrial electricity, mechanical engineering, automobiles, 3D technology... reached over 85%.

Vocational training establishments in the province have gradually implemented training programs with the cooperation with enterprises, such as internships at enterprises, getting familiar with the production and business environment, training and heightening worker’s skills according to orders of enterprises;  annually train and provide new knowledge through signing contracts directly with enterprises for thousands of workers in fields, such as operating construction machines, forklift trucks, cranes... Graduates got good and stable jobs. Vietnam - Singapore Vocational College is an example, have cooperated with enterprises in supplying graduates. The college also has External Relations – Research and Application Office to introduce employment opportunities to students, graduates.

With the motto "Career - Employment - Life - Future", Binh Duong Technology Management Vocational Training Center has pioneered the combination of training and the needs of enterprises. In the last five years, the center has identified employment for graduates as an important factor. Since 2013, the center has signed commitments to introducing jobs to learners. The center contacted businesses in Binh Duong, Dong Nai and Ho Chi Minh City to learn about their current and future recruitment needs, then introduced graduates that have been appreciated in terms of skills and working attitude by many enterprises.

The connection of three sides

Pham Van Tuyen, Deputy Director of Department of Labor, Invalids and Social Affairs, said that according to Program No 22/CTr-TU of Binh Duong Party Committee on "Urban development towards civilization, prosperity and improvement of people’s lives", in 2016, Provincial People's Committee officially approved the strategic plan of Binh Duong until 2021 (also known as Binh Duong Navigator 2021), which is the key of Binh Duong Smart City project. The smart city model focuses on the close cooperation between government - university - enterprise. This is a program to help Binh Duong rapidly develop in many different fields, from which the transition from traditional manufacturing to high-tech production and services with high content of gray matter, less labor-intensive, high added values for the local economy.

In order to form and develop high quality human resources meeting the requirements of Industry 4.0 and serving the development of Binh Duong Smart City, the province has taken the initiative, strengthened and prioritized investments in vocational education and training; revised the planning and rearrange the vocational training network, training establishments and occupations; implemented OSS mechanism in training from primary, junior college to college level so that laborers have many opportunities to study, step by step form a source of skilled technical workers in many branches and fields. To ensure the resources for Binh Duong Smart City Project in the coming time, in 2018, Department of Labor, Invalids and Social Affairs held a workshop on vocational training to meet enterprise needs with 120 attendees from 84 units; cooperated with Binh Duong Newspaper, Binh Duong Radio and Television Station to disseminate information on vocational training, and give career guidance on programs. Articles, reports on education, vocational training oriented the labor demand of enterprises, training fields to create the link between educational institutions and enterprises.

Furthermore, Department of Labor, Invalids and Social Affairs also developed and implemented plans to support schools and enterprises in human resource training, vocational training, job introduction and career development. The department organized 6 seminars and signed training contracts on computer and information technology field; electricity, electronics, telecommunications; health care; hospitality management, tourism; foreign language and culture; textiles - leather footwear, lacquer - sculpture - ceramics; wood processing. The Department also organized a workshop on labor training index to improve Binh Duong competitiveness.

Vocational training establishments focused on communication and enrollment to step by step change people’s perception of field of study and career selection. Schools also actively changed their training model to actively grasp current trends and meeting requirements of the labor market; formed cooperative training programs with well-known training institutions and enterprises at home and abroad; at the same time, the capacity and qualifications of teachers and administrators were enhanced through training, self-training and fostering of professional knowledge.
