The fundamental steps of constructing digital authority

By fundamental steps and specific jobs, Binh Duong has been promotinng the development of e-authority to toward digitization with focal administrative reforms within State agencies and public services to better serve the public and enterprises.

Building e-authority towards digital one is a trend in the 4th industrial revolution. In Binh Duong, building digital authority is identified as a key task to modernize the administration to contribute to improving the business and investment environment. According to Dr. Cao Van Chong - Deputy Director of the Department of Culture, Sports and Tourism, building a digital authority is one of the important goals that Binh Duong aims to achieve when issuing Resolution No. 05-NQ/TU dated May 19, 2022 of the Standing Board of the provincial Party Committee on digital transformation of Binh Duong province by 2025 with orientation to 2030. To achieve the goal, all levels and branches from the province to the grassroots have promoted the application of information technology to management, administration, and implementation of tasks; thereby, fundamentally renewing the operation of the government apparatus to better serve the people and businesses.

Accordingly, Binh Duong has been building and developing digital authority in order to take advantage of technological advances, and synchronously implement solutions to build a modern, professional and efficient administration as the driving force for socio-economic development of the province.

Specifically, the province has built e-authority as the foundation for building digital authority with application of e-authoritybsolutions in the context of complicated developments of the COVID-19 epidemic. Typically, in the first quarter of 2021, the provincial People's Committee organized many online seminars on investment promotion to Japan, Europe, China, Thailand among others with thousands of enterprises participating at the bridge points in other countries to learn and decide to invest. As a result, in the context of extremely difficult epidemics, from the beginning of the year to March 15, Binh Duong province still attracted nearly USD 410 million of foreign investment capital (FDI), increasing FDI resources in the province to more than USD 4 million in 3,955 projects of a total registered capital of USD 35.8 billion. In the first 8 months of 2022, domestic investment capital in Binh Duong reached VND 62,359 billion equivalent to nearly USD 3 billion. For the first time, the amount of domestic investment capital was higher than foreign investment FDI, which, in 8 months was more than USD 2.5 billion. Before that, many solutions to develop e-authority have also been applied by Binh Duong province.

From September 2019, the provincial People's Committee announced the pilot implementation of the VNPT e-Cabinet paperless meeting room. According to the provincial People's Committee, the effective implementation and application of the paperless meeting room has contributed to the development of e-authority towards digital governance, helping the province soon achieve the goal of reducing at least 30% of the time of meetings and minimize the use of paper in meetings of the provincial People's Committee.

Up to now, Binh Duong has achieved very positive results in building e-authority in State agencies. Specifically, the technical infrastructure for information technology application at administrative agencies at all levels has been fully invested. The province has built data centers for e-government and transmission infrastructure to commune level since 2015; 100% of provincial, district and commune agencies have been fully invested in the internal network system.

The construction and development of e-government is carried out by Binh Duong in the direction of promoting administrative reforms in association with increasing the application of information technology in management and provision of online public services; at the same time, data is integrated to link processes between agencies to shorten the processing time, reduce records, and costs for people and businesses. As a result, the province has gained many positive achievements to currently rank 4th out of 63 provinces and cities in terms of overall information technology application. Of the ranking, many first-class component indexes such as information technology technical infrastructure, mechanisms, policies and regulations for information technology application have been solid. In particular, Binh Duong provincial website was evaluated and ranked first in 63 websites of provinces and cities nationwide.

In 2021, the province has issued the plan of the province's digital transformation to 2025 with orientation to 2030, deciding to establish a Steering Committee for digital transformation and application of information technology to serve the construction of Binh Duong smart city, deciding to promulgate the 2.0 version e-government architecture of Binh Duong province. Technical infrastructure for information technology application at administrative agencies at all levels is invested into and upgraded synchronously to meet the requirements of information security, technical conditions, and applications to serve the public and businesses.

According to Dr. Cao Van Chong, so far Binh Duong has achieved very positive results in building e-government in state agencies. Specifically, the technical infrastructure for information technology application at administrative agencies at all levels has been fully invested. The province has built data centers for e-authority and transmission infrastructure to commune level since 2015. All of provincial, district and commune agencies have been fully invested in the internal network system. The provincial data center is invested into, upgraded, and an infrastructure foundation of information was created for government agencies. The dedicated data transmission network using broadband for CPV and State agencies in the province has covered the commune level with more than 184 connection points. Information security equipment is invested in a specialized, modern way, and regularly updated to meet technical and technological requirements under the guidance of the Ministry of Information and Communications. Officials and civil servants often use official mailboxes for work. Online video conferencing has been synchronously set from the province to all district and commune levels. In particular, the provincial People's Committee held a ceremony to announce the website of the provincial Party Committee and Binh Duong Intelligent Operation Center (IOC). It can be said that the birth of Binh Duong IOC is a breakthrough, creating a foundation for building and strengthening e-authority towards digitization.

The implementation of administrative procedures in the electronic environment has contributed to reducing negativity and troubles for people and businesses. Therefore, digital authority always receives the attention, consensus and active support of people and businesses in Binh Duong.

According to Dr. Cao Van Chong, Binh Duong so far has achieved very positive results in building e-government in state agencies. Specifically, the technical infrastructure for information technology application at administrative agencies at all levels has been fully invested into. The province has built data centers for e-authority and transmission infrastructure to commune level since 2015.
