The economy continues its rapid recovery

In the morning of November 25, the provincial Party Committee held the 19th provincial Party Executive Committee meeting of the 11th term (the expanded session). Nguyen Van Loi - Member of the CPV Central Committee, cum Secretary of the provincial Party Committee, and Head of the provincial National Assembly Delegation, chaired the conference in the first time the meeting of the provincial Party Committee on a paperless basis. Delegates conduct self-study on documents and reports of the provincial Party Committee, Provincial People's Committee on their mobile devices.

Speaking at the conference, Nguyen Van Loi emphasized that in the context of the world and domestic situation in 2022, many difficulties and challenges that affect the development process of the province presided but the direction and the timely support of the central government have enabled the efforts and determination of the whole political system, business community and people in the province to have successfully accomplished quite comprehensively its objectives and tasks. Accordingly, the economy continued its rapid recovery after the pandemic and had a positive growth rate. Gross domestic product in the province increased by 8.29%; GRDP per capita is VND 170 million; the budget revenue estimate of 2 months was completed in advance and estimate of the total annual budget revenue reached 103%. In particular, attracting foreign investment doubled; the number of projects increased 1.6 times as the registered capital compared to the plan was maintained at a trade surplus of nearly USD 10 billion. Key projects, especially traffic infrastructure, are focused and directed drastically. External activities have been strengthened, and organized in a diversified, rich and right way, thereby promoting economic and cultural cooperation between Binh Duong and international partners to deepen and gain more and more achievements of practical results.

The fields of culture, society, health, education, science and technology continue to be paid attention to in a comprehensive and synchronous manner. Social security is guaranteed; people's lives are improved; social policies have been promptly implemented and many practical activities to take care of people with meritorious services, workers, and the poor have been organized.

In addition to the achieved results, the Secretary of the provincial Party Committee also pointed out the limitations and drawbacks that need to be overcome, which is the still slow progress of provincial planning; the still low disbursement rate of public investment among others. Besides, there are still some cases of fire, explosion, and environmental pollution causing especially serious consequences in the province. Administrative procedure reform and digital transformation are still slow; the work of coordination to solve problems for people and businesses has at times been sluggish.

Solidarity, initiatives, and creativity

On the basis of forecasts of advantages and difficulties in 2023, especially the problems in the world economy in particular and the international situation in general which will still be complicated and unpredictable, and based on the comments, analysis, suggestions and recommendations of the conference participants, Nguyen Van Loi affirmed that the general view in 2023 is that the province must continue to rapidly, comprehensively, sustainably and focally develop in all areas. The formulation of targets for 2023 must be based on the Resolution of the 11th provincial Party Congress, the guidelines, direction and orientation of the CPV Central Committee and the practical situation drawn during the leadership process, the direction and operations over the years from the beginning of the term until now. On that point, the Secretary of the provincial Party Committee requested to focus on performing a number of key tasks, which is to focus on the provincial planning for the 2021-2030 term with a vision to 2050, ensuring the highest quality and on schedule implementation. Simultaneously, it is urgent to develop action plans and programs to effectively implement Resolution No. 24 of the Politburo and the government's action plan on socio-economic development and national defense and security assurance in the Southeast region to 2030 with a vision to 2045. Very important documents are the guideline for the next development steps of Binh Duong province.

The province continues to pay attention to solutions of problems and support for businesses to overcome hard times in a substantive manner; to strengthen the State management of budget revenues and expenditures with focus on solving problems and remove obstacles under determination to operate and successfully organize the implementation of the annual public investment plan, especially the problems and obstacles in compensation and site clearance. Legal procedures should be urgently completed to allocate enough capital resources for key transport infrastructure projects of the province such as Saigon riverside road from Thu Dau Mot to Thuan An, Vanh Dai 3, Vanh Dai 4, Ho Chi Minh city - Thu Dau Mot - Chon Thanh expressway, Bau Bang - Cai Mep railway; the routes of Bac Tan Uyen - Phu Giao - Bau Bang to be completed and put into use for motivation of economic development along with the route from Tam Lap to Dong Phu.

“The year 2023 is the third year of implementing the Resolution of the 11th provincial Party Congress, the Resolution of the 13th National Party Congress, the task posed to us is tremendous, harsh and challenging. The provincial Party Committee requires the entire political system in the province, first of all, to set an example for the members of the Standing Committee, the Executive Committee to promote the tradition of solidarity, the spirit of initiatives and creativity to focus on leadership and direction in association with checking and supervising the implementation to complete the tasks with the highest outcomes in 2023, creating a solid foundation for the successful implementation of the Resolution of the Congress for the 2020-2025 term," emphasized the Secretary of the provincial Party Committee.

In 2022, GRDP is estimated to increase by 8.29% (8-8.3% as planned); GRDP per capita VND 170 million (VND 169.8 million as planned); budget revenue at VND 61,940 billion or 103% of the estimate assigned by the povincial People's Council, equivalent to 91% compared to the implementation in 2021. As of November 15, 2022, the province has called VND 84,812 billion of domestic investment capital resources, an increase of 17. 1% over the same period; USD 2 billion 845 million USD of foreign investment capital resources or 158% of the plan and an increase of 37% over the same period has been established.
