On August 26, Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly; and a provincial delegation had a meeting to inspect and survey the direction of the Ring Road 3, section passing through Thuan An city. The Ring Road 3 project - Ho Chi Minh City, the section through Binh Duong province is over 26km long, of which the section coincides with My Phuoc - Tan Van Road is 15.3km long.
To hasten to prepare for the project
Vo Ngoc Sang, Deputy Director of Management Board of Traffic Investment Projects, said the Ring Road 3 project in Ho Chi Minh City passing through Binh Duong province divided into two component projects, including: component project 5 (construction of Ring Road 3 section through Binh Duong province, including Tan Van intersection and Binh Goi bridge), and component project 6 (compensation and resettlement of Ring Road 3 section through Binh province).

Due to the important nature and urgent progress of the project, the Traffic Investment Project Management Board proposed Department of Natural Resources and Environment to develop a detailed plan for compensation, support and resettlement of the project; and at the same time guide People's Committees of Thu Dau Mot, Thuan An and Di An cities to carry out procedures related to land clearance and compensation, such as: adjustment of land use plan, land acquisition, formulation, appraisal and approval of compensation, support and resettlement plans...
The Traffic Investment Project Management Board also recommended Department of Transport, Department of Construction, Department of Industry and Trade, and relevant agencies to coordinate and assist in providing information on relevant specialized plans, technical infrastructure works within the scope of the project so that the Management Board could carry out the works and ensure the progress. In addition, the Project Management Board also proposed the Provincial People's Committee to allow the Board to appoint contractors for consultancy bidding packages, bidding packages for relocation of technical infrastructure, and bidding packages for compensation, support, resettlement to carry out next works of the project.

The Ring Road 3 construction project in Ho Chi Minh City was approved by the National Assembly on investment policy at the 3rd session, the 15th National Assembly. The project will connect Ho Chi Minh City with Dong Nai, Binh Duong, Long An provinces, contributing to the completion of the inter-regional transport network. The project will also create a new development space, effectively exploits the potential of land use to build a sustainable and modern urban system.
Given the importance of the project, Secretary of the Provincial Party Committee Nguyen Van Loi asked the Traffic Investment Project Management Board to coordinate with relevant departments, branches and localities to urgently complete the procedures according to regulations to carry out the preparation steps for compensation, site clearance, and start the project. Regarding the compensation, support and resettlement for people and affected organizations and units, the Provincial Party Secretary requested that the project must guarantee interests of the people, fully implement relevant policies, ensure the harmony between interests of the people and the implementation of the project.
Nguyen Van Loi also asked to enhance propagation so that people could understand the purpose and significance of the project for the development of the province, the region as well as the country, thereby creating consensus and support of people in compensation and site clearance. The Secretary of the Provincial Party Committee emphasized that both political system of the localities and relevant units need to launch a campaign for the compensation and site clearance works.
“Relevant units must try your best to complete all procedures so that by 1st October 2022, compensation for site clearance will be implemented, and by the end of March 2023 must complete the construction bidding and start the project before April 30th 2023. This is a national key project, hence in the coming time, the steering group for the Ring Road 3 Project will give more directions to relevant units and localities to speed up the implementation of the assigned tasks and ensure that the project to be implemented on schedule, absolutely cannot behind the general schedule of the construction investment project of Ring Road 3 in Ho Chi Minh City…”, emphasized the Provincial Party Secretary Nguyen Van Loi.
Regarding the Ring Road 3 Project through Binh Duong province, the Provincial Party Secretary asked Department of Construction to urgently report on the planning for construction of urban clusters connected to the route, ensuring a harmonious modern development space in accordance with the general planning of the province.
In the morning of the same day, Nguyen Van Loi also inspected the route along the Saigon River from Thu Dau Mot City to Thuan An City; he demanded Thu Dau Mot City, Thuan An City and related departments and agencies to remove difficulties to continue building the road. The Provincial Party Secretary affirmed that this was a very important route connecting with Ho Chi Minh City, opened development space, and contributed to relieving traffic pressure for National Highway 13. Currently, the road along the Saigon River, the section through Thu Dau Mot City, has only 1.7km uncompleted; particularly, the section through Thuan An City has only more than 1km completed.
The Ring Road 3 project in Ho Chi Minh City, the section through Binh Duong province, has a total investment of 19,280 billion VND, of which construction and equipment costs are 4,432 billion VND; compensation, support and resettlement costs 13,528 billion VND; project management, consultancy and other expenses 532 billion VND and contingency expenses 789 billion VND. Investment capital is financed by the Central budget and the provincial budget. Project implementation period is from 2013 to 2021. The province prepares for and executes the project from 2022, will basically complete in 2025 and put into operation from 2026.
