December 7, the 3rd session of the 10th provincial People's Council took place for the first working day. Attending the session was Mr. Nguyen Van Loi, Member of the CPV Central Committee, Secretary of the provincial Party Committee, Head of the provincial National Assembly Delegation, Mr. Nguyen Hoang Thao, Standing Deputy Secretary of the provincial Party Committee, Mr. Vo Van Minh, Deputy Secretary of the provincial Party Committee, Chairman of the provincial People's Committee, Mr. Pham Van Chanh, Standing Member of the provincial Party Committee, Chairman of the provincial People's Council, Mr. Nguyen Van Loc, Standing Member, Head of the provincial Party Committee for Mass Mobilization, Chairman of the provincial Vietnamese Fatherland Front Committee, members of the provincial National Assembly, leaders of departments, branches, districts, towns and cities and 68 out of 70 delegates of the provincial People's Council.
Management efforts made
Speaking at the opening of the session, Mr. Pham Van Chanh, Chairman of the provincial People's Council, said that the 3rd session took place in the context of many difficulties and challenges in the nation and in the province. In Binh Duong, the COVID-19 epidemic broke out strongly from the beginning of July 2021 with a new strain that was very complicated and difficult to control, which had a negative impact on socio-economic development of the province. Many enterprises had to stop operating, dissolve or go bankrupt, especially in the fields of commerce, service and industry; workers' lives and jobs have been severely affected; social security is sometimes inadequate and along with the prolonged social distancing, which has comprehensively and deeply affected all aspects of social life. Facing these difficulties and challenges and promoting the tradition of solidarity, consensus, active participation of the whole political system, the joint support of the business community and the people along with the support of ministries, central branches and provinces and cities throughout the country, up to now, most activities of social life, production and business operations have been restored in the direction of safe and flexible adaptation as the disease is effectively controlled. The socio-economic situation in 2021 has achieved positive results with many positive and encouraging highlights in the context of COVID-19 prevention and control and socio-economic development.

The delegates highly appreciated the flexible management of the provincial People's Committee and the efforts of all levels and sectors, the companionship and support of businesses and the people, which contributed to the control the COVID-19 epidemic, preserving the health and safety of the people. Protecting people's health and life, production and business will be restored in the direction of safe and flexible adaptation by basically completing the socio-economic development plan to the highest possible level while achieving and exceeding 21 out of 32 socio-economic development targets in 2021.
At the meeting, Mr. Nguyen Van Loi, Member of the CPV Central Committee, Secretary of the provincial Party Committee, Head of the provincial Delegation of the National Assembly highly appreciated the drastic direction and administration of the provincial People's Committee with great efforts, contributions, and noble gestures of compatriots, officials, soldiers and business community; he sincerely thank the attention, direction, support and effective assistance of the government, ministries, central agencies, provinces and cities in the prevention and control of the COVID-19 epidemic. The prevention and control of the COVID-19 epidemic was carried out drastically, synchronously and timely to achieve important initial results as the province has moved to a state of flexible, safe adaptation and effective control of the epidemic. Economic growth is higher than the national average; budget revenue, export and foreign investment attraction exceeds the set plan. Social security is guaranteed. Defence and security is maintained. Party building and political system building have achieved positive results. The results achieved in 2021 are very important as the results of the great efforts and determination of the whole political system, especially the solidarity, joint effort and consensus to overcome all difficulties of the business community and all classes of people in the province. In particular, the committees of the People's Council and the delegates of the People's Council have worked very actively to coordinate with the People's Committee and relevant agencies and help the People's Council to promptly issue specific decisions for epidemic prevention and control to ensure social security and socio-economic development of the province.
Focal measures for economic recovery
Discussing at the meeting, the provincial People's Council basically agreed with the provincial People's Committee on the contents, tasks and solutions in 2022 as presented in the report of the provincial People's Committee. In 2022, by the forecast of the world and regional situation, the Covid-19 epidemic is still complicated as opportunities and advantages are intertwined with difficulties and challenges. The provincial People's Committee identifies specific tasks to promote economic restructuring in association with innovating the growth model, improving productivity, quality and efficiency, administering state budget revenues and expenditures, improving the business environment, promoting entrepreneurship and innovation, effectively participating in industry clusters, regional and global value chains, building synchronous infrastructure and urban development, and triving for 2022 to increase GRDP by 8 - 8.3% compared to 2021.
At the meeting, the delegates focused on discussing solutions to restore the economy and take care of social security. In which, the Economic-Budget Committee proposed to focus on implementing solutions to control the COVID-19 epidemic and ensure the safety of people's lives and health first and foremost; it is necessary to strengthen propaganda on COVID-19 prevention and control and to publicize people about medicines, treatment methods and get medical access as soon as possible when infected; at the same time, it is directed to focus on removing difficulties for production and business operations by effectively supporting and guiding people and businesses in COVID-19 control and prevention and promoting economic recovery and development in the coming time.
The delegates asked the provincial People's Committee to direct departments, branches and localities to focus on well performing the state management in the area, strengthening the implementation of solutions, overcoming shortcomings and limitations to recover the economy. In particular, it is necessary to continue to focus on directing and operating to remove difficulties and obstacles in public investment, especially speeding up the implementation progress of key projects, works, and traffic works of a connecting nature and solving traffic jams and ensuring the completion of the public investment plan in 2022 according to the resolution of the provincial People's Council and the direction of the Prime Minister.
The delegates also suggested for strengthening the state management, checking and controlling the prices of goods, especially those serving the prevention and control of the COVID-19 epidemic. Along with that is continually to direct the promotion of agricultural production restructuring; transfer the application of science and technology and advanced production processes to improve production efficiency; strengthen trade promotion in agriculture and encourage the application of e-commerce transactions in order to expand the consumption market of agricultural products; strengthen the state management of construction order and rectify the commercial housing business to prevent and strictly handle the illegal subdivision of plots for sale; at the same time, direct the review and upgrading of housing areas for workers who do not meet standards.
Many delegates suggested focusing on promoting administrative procedure reform, applying information technology, building e-government, and striving for 100% of online public services to be implemented in the network environment from the beginning of 2022. At the same time, solutions should be available to review and effectively implement policies to support employees and those facing difficulties due to the impact of the COVID-19 pandemic; to soon have priority solutions to support training and retraining to help unemployed workers change jobs and link vocational education with enterprises and the labor market and create sustainable jobs. The provincial People's Committee should pay attention to direct the health sector to strengthen the protection and health care for the people and take measures to limit the increasing trend of infectious diseases; continue to take measures to prevent and control the Covid-19 epidemic; and absolutely do not be subjective and negligent to lose vigilance.
