Thu Dau Mot city makes significant strides in science and technology development

Recognizing the importance of science and technology, innovation, and digital transformation for socio-economic development, Thu Dau Mot City has recently prioritized the effective implementation of strategies to achieve its objectives. The city continues to lead in digital transformation, administrative reforms, and the establishment of a digital government and digital citizens.

Impressive results

In recent years, Thu Dau Mot City has concentrated on implementing effective solutions for digital transformation and the establishment of a digital government alongside its political tasks. Ms. Nguyen Thu Cuc, Chairwoman of Thu Dau Mot City People's Committee, noted that the city's efforts in digital transformation have gained active participation from Party committees and authorities at all levels. Awareness of digital transformation within agencies and units has increased, leading to concrete actions in various fields.

In particular, the city has focused on effectively implementing Program No. 57-CTr/TU, dated November 11, 2022 of the Standing Committee of the City Party Committee on implementing Resolution No. 05-NQ/TU, dated May 19, 2022 of Standing Committee of the Provincial Party Committee on digital transformation in Binh Duong province until 2025, with a vision for 2030 in the city. Accordingly, the city focuses on prioritizing resources to achieve important targets in the digital transformation plan, the plan to apply information technology in the operations of state agencies, develop digital government, digital economy, digital society, digital citizens, and ensure network information security, creating conditions to accelerate digital transformation in the new period.

According to the City People's Committee, all leaders of agencies, units, and wards are now proficient in using digital signatures and sharing information technology software across three levels, ensuring 100% of electronic documents sent and received between state administrative agencies, from city level to provincial level and down to ward-level People's Committees, are digitally signed, thereby replacing paper documents. Additionally, the city has transitioned to submitting 100% of regular documents and papers for city meetings of state agencies in electronic form. Ward People's Committees have been equipped with document scanners, and 98.4% of ward officials and civil servants have access to working computers.

Thu Dau Mot City has achieved significant results in digital transformation, administrative reform, and innovation recently. These accomplishments have laid a strong foundation for effectively pursuing breakthroughs in science and technology development, fostering innovation, and advancing national digital transformation goals in the spirit of Resolution No. 57-NQ/TW of the Politburo.

Furthermore, 95% of the computers within the city and ward People's Committees have been installed with licensed antivirus software. Internal network infrastructure of People's Committee at ward level and above ensures minimum information security while supporting the needs of application deployment. Information technology infrastructure, information systems, and shared databases have been completed and interconnected, ensuring the safety and security of information. This creates a solid foundation for the development of e-government.

At the same time, the city has successfully implemented online public administrative services, achieving 100% of the provincial plan. The online meeting room system, which connects the city with local wards, is being maintained and operates smoothly. The city's electronic information portal is designed to fully comply with state requirements and integrates various information channels, making it easier for residents and businesses to communicate with state agencies in a digital environment. E-government and digital government platforms are under development, focusing on key investments and leveraging existing technical infrastructure and equipment to ensure safety and security in cyberspace.

Make it convenient for people and businesses

Recently, in an effort to achieve significant advancements in digital transformation, the city launched a trial operation of the Intelligent Monitoring and Operation Center (IOC), which encompasses 16 areas and incorporates over 500 indicators and metrics for effective operation and management. It has successfully established a centralized and unified data system designed to support the leadership and management efforts of city officials.

In the near future, Thu Dau Mot City plans to conduct a comprehensive assessment of its digital transformation initiatives, alongside an evaluation of the implementation of Index 766 to review all aspects related to digital transformation, with the aim of facilitating noticeable changes during the period from 2025 to 2030.

The city is committed to advancing research and development in digital infrastructure, focusing on key areas such as the coverage rate of 5G networks, the number of public Wi-Fi points, and average internet speed. Additionally, it is exploring the digital economy by examining the percentage of e-commerce enterprises and the volume of e-commerce transactions. The city also conducts analyses of the outcomes of implementing digital society initiatives to obtain accurate and predictive data on internet usage among the population, as well as the level of digital service utilization in sectors like healthcare and education; recognizes and rewards successful models of digital transformation within the community.

One of the main tasks the city will prioritize in the near future is to research, study, and implement Resolution 57-NQ/TW, dated December 22, 2024, from the Politburo. This resolution focuses on breakthroughs in science and technology development, innovation, and national digital transformation. On January 13, 2025, Ms. Nguyen Thu Cuc stated that in accordance with the directives from the Central and Provincial Party Committees, Standing Committee of the City Party Committee convened 1,268 civil servants and party members for a national online conference focusing on breakthroughs in science and technology development, innovation, and national digital transformation, and was held at 15 different locations.

After the conference, the city will direct the City People's Committee, agencies, units, and localities to, based on their functions, tasks, and characteristics of the situation, synchronously and effectively implement Resolution No. 57-NQ/TW of the Politburo. In particular, the city directs to focus on researching and advising on key, breakthrough issues, creating motivation to focus on directing and operating, strongly transforming the city's growth model based on the application of science and technology, innovation, and scientific research topics.
