Thuan An city in striving to fulfill type-1 urban criteria

Thuan An city strives to become a center of urbanity and services developing with orientation to civilization and prosperity by 2025. To realize the goal, the city is now gathering resources and forces to invest into infrastructure development with efforts to fulfill type-1 urban criteria.

Investment resources mobilized

Thuan An city People’s Committee has, ever since 2021, concentrated on mobilization of investment resources to construct technical and social infrastructure for urban development. Thuan An city has made remarkable transformations despite the current drawbacks of investments into urban construction and development.

Local investment capital has been particularly limited as investments into constructions servicing the public, especially traffic infrastructure, has fallen short of synchronization. Investments into development of social constructions under new residential areas has, on the other hand, been slow in progress of some projects and low in quantity. Planning and management of urban development has failed to catch up with the sprawl, with relatively incomplete infrastructure that affect living standard, environment, and urban landscapes.

Mr. Nguyen Thanh Tam, Chairman of Thuan An city People’s Committee, informed of rapid urban development and pressing demographic growth on the urban infrastructure, prompting local People’s Committee to call on every resource to invest into education, healthcare and others, yet, failing to satisfy local actual needs. In the meantime, the site clearance and compensation making room for traffic infrastructure development of some projects is still out of pace.

To overcome existing limitations and challenges and to create motivation for urban development, the People's Committee of Thuan An city has proposed many solutions for implementation. The Chairman of the People's Committee of Thuan An city stated that in the coming time, the city would focus on investing in upgrading, expanding, and constructing new urban roads in accordance with approved planning and following the mid-term public investment plan for 2021-2025, in association with promoting socialization and mobilizing resources from organizations and individuals. At the same time, the city continues to focus on investing in upgrading and developing economic and social infrastructure, with appropriate resources prioritized for sectors such as transportation, urban planning, education, and healthcare and timely handling of difficulties and obstacles in resettlement arrangements, compensation, and land clearance.

Striving for the criteria fulfillment

Thuan An city has achieved 81.40 out of 100 points with all criteria above the minimum level, thereby basically meeting the type-1 urban criteria as regulated, showed the reviewing and evaluation of current urban status of Thuan An city. Out of 63 standards under type-1, Thuan An city meets 53 with 10 including urban education - training at urban level (infrastructure), land traffic ratio, traffic density, average residential electricity level per capita, funeral home, urban green space per capita have fallen short.

To invest in the lacking infrastructure according to the urban classification criteria, the city is implementing the construction of river embankments along the Saigon River from Vinh Phu ward to the border of Thu Dau Mot city with a 42m wide and 13.6km long road, the construction of the Inter-district Road No. 2 connecting the centralized administrative center to the western wards of National Highway 13 and some other roads connecting the east-west axis of the city in the field of transportation. On green trees, the city promotes calling for socializing investment in building parks and planting green trees at planned park locations in the city, public land positions, and surplus land after clearance (according to the report of the People's Committee of wards with an area of about 17.27 hectares for investment in flower gardens and parks). Industrial bases must be relocated, with allocation of about 87.7 hectares, at 20% of land for greenery, of which urban greenery accounts for 10% in area. For funeral homes, the city proposes adding to the mid-term public investment plan for 2021-2025 to achieve a minimum of 2 facilities.

Mr. Nguyen Thanh Tam said: "The city People's Committee requires the Management Board of Construction Investment of the city to urge the contractors executing the construction to accelerate the progress of the ongoing projects in order to ensure the schedule and quality. At the same time, regularly monitor, site inspections, and close supervision of the ongoing construction projects should be practiced to ensure the completion and quality use of the projects."
