To animate Labor Law among non-State enterprises

In order to build harmonious and sustainable labor relations, the propaganda of Labor Law plays a key role. Over time, non-State businesses have done well in this work, contributing to breathe life into the Labor Law.

Legal benefits enjoyed by employees

Nine industrial parks are currently established in Ben Cat Town along with hundreds of other manufacturing enterprises. Most of these companies have set up and registered labor regulations. Salary scales for workers are established highly from VND 4 million / person / month. Grassroots conciliation councils have also rapidly been established. Most of the workers are engaged in social insurance. Many companies have also built regulations on labor safety, fire prevention and extinguishment equipment, improvement of working environment, and implementation of heavy and hazardous work policies. In addition, many business leaders have actively improved professional skills for employees and developed training programs of vocational courses, informatics and foreign languages to construct harmonious labor ecosystem forworkers and enterprises.

Typical for this work is the International Private Garment Enterprise (at An Dien commune in Ben Cat town) specializing in production of leather shoes for exportation. The company has always attached importance to the welfare policy for employees as one of the company's development strategies. Therefore, activities of taking care of material and spiritual life for workers are always focused on by the company's management. Annually, the company organizes conferences of laborers to discuss solutions for implementation of production norms and plans, evaluation of the implementation of collective labor agreements, assurance of rights and interests. Propaganda activities have been especially organized by the company at tanning time and break time. Trade union law consultants select the appropriate time for lobbying the board of directors to contact workers at the manufacturing facility.

The law dissemination is also integrated with the arts shows with rewards. Some trade union officials of the company have also gotten to the hostels while propagating the law and grasping the opinions of the employees. Dang Thi Lang, a sewing worker said: "The trade union, the enterprise has offered conditions for laborers to understand the Labor Law helping me to elaborate all questions about wages, labor contracts, and lay-off subsidies as well as other regimes related to the interests that I was previously unclear." The strength of the company's unions has played a bridging role in proposing solutions to improve the material and spiritual life of workers, preventing labor disputes at the company to well implement the democratic regulations, to set salary scales, bonuses, regulations on labor safety, environmental hygiene and food hygiene.

Various ways of creativity

According to the statistics of the Department of Labor, Invalids and Social Affairs, most of the strikes have occurred at the enterprises employing many workers in fields of textile and garment, footwear and wood production. Over 80% of wage-related strikes, such as: minimum wage promotion, slow payroll payments, product price dropping abruptly causing businesses to owe social insurance, and employee bonus. Other causes of excessive overtime, meal quality, hot work environment, leave lacking, employment contract lacking, and insufficient social insurance are also available. Moreover, the customary practice between foreign workers and business owners is also likely to lead to conflict.

In order for non-State enterprises to well implement the Labor Law, Nguyen Thanh Liem, Chairman of the Labor Confederation of Ben Cat Town said: "At present, Ben Cat Town is building its core force as employees in enterprises to grasp up the situation, to promptly and effectively prevent the arising cases. Closely coordinate with sectors, mass organizations, strengthen the propaganda Labor Law for workers and employers. The Labor Confederation of the wards shall review the list of firmly operating each enterprise operating in the locality, set up a group to survey and examine enterprises which have experienced collective labor disputes and strikes. Especially, union officials will coordinate with the police force to speed up the patrols, catch up the situation of the victims and spread leaflets calling for strikes to take timely preventive measures and ensure security. Order security in the area".

Talking to us, Bui Thanh Nhan, Chairman of the provincial Confederation of Labor said: "For the purpose of equipping workers with knowledge of labor legislation through hundreds of propaganda courses and legal advice. At the same time, business owners are actively mobilized to create conditions for workers to attend. The effectiveness of the propaganda has helped the workers to understand their roles and responsibilities in the companies and enterprises, thereby raising the sense of law observance, reducing the number of collective labor disputes. However, due to production conditions, many business owners have not created time for trade unions to propagandize labor laws. In order to propagate and disseminate the law to laborers with high efficiency, the provincial Confederation of Labor will continue to renovate the contents and forms of propagation and close coordination with the mass media, Labor, Invalids and Social Affairs, Social Insurance, etc. to promote the dissemination and education of labor law in the direction of diversifying forms and contents suitable to each target group; to focus on workers directly engaged in production outside the public sector; to attach importance to fostering the knowledge and operation skills of grassroots trade union officials."
