Challenges in digital transformation
Mr. Nguyen Hoang Phuc, Deputy Director of the Binh Duong Province Digital Transformation Center, stated that information security remains a significant challenge for localities amid the ongoing digital transformation. Clearly assessing the current situation and proposing suitable solutions are crucial for establishing a safe digital environment that effectively supports socio-economic development.
Mr. Nguyen Hoang Phuc emphasizes the importance of ensuring the security of the centralized authentication platform. He recommends reviewing and updating the information security assurance plan to align with the approved level profile; equipping the system with a security solution and implementing DLP (Data Loss Prevention) software to safeguard against data loss.; quick recovery system, ransomware prevention; separating the infrastructure of the device system connected to the national population database; proactively checking, self-assessing and updating vulnerability patches; advising on policies to attract enough capable and outstanding personnel in the field of information security to state agencies and units.

Notably, the leakage of personal, business, and organizational information presents significant challenges for security efforts.
“Personal information leaks have increased significantly since the Covid-19 pandemic. This rise can be attributed to extended periods of isolation, the shift to remote work, and greater usage of social networks. These factors have contributed to a loss of control, making it easier for individuals to be deceived and fall victim to online scam groups," said Mr. Vo Hong Phuc.
Five basic principles for effective security implementation According to Mr. Pham Manh Hung, Executive Director of the SOC Center, to effectively implement security and order, there are 5 basic principles to keep in mind. The first: The participation and commitment of senior leaders is a decisive factor in ensuring that security and order work is carried out consistently and consistently. Second, organizations must focus on assessing and managing cybersecurity risks to implement appropriate protections. Third, the security system needs to be flexible and easily adjusted to suit each organization's specific characteristics. Fourth, the security strategy must be comprehensive, integrating industry standards and regulatory compliance, protecting every aspect of the system. For a safe and healthy network environment
Speaking at the workshop, Mr. Bui Minh Thanh, Vice Chairman of the Provincial People's Committee, emphasized that the Binh Duong provincial government always promotes the application of digital government, creating favorable conditions for people and businesses to access online public services; promoting the development of the digital economy, supporting digital enterprises, improving competitiveness in the global market; building a digital society, connecting communities, improving the quality of life and creating conditions for effective access to information.
The Vice Chairman of the Provincial People's Committee stated that, with the collective efforts and agreement of the entire political system, along with the active involvement of the business community and residents, Binh Duong province aims to establish a safe and healthy online environment. This initiative will contribute to the promotion of sustainable socio-economic development.
Currently, Binh Duong has deployed and fully implemented documents of the Central and the province on digital transformation. Infrastructure has been upgraded and invested synchronously from provincial to communal levels; 100% of information systems have been approved (234 systems). Information systems are centrally monitored at the Provincial Surveillance Center (SOC) and the information security monitoring system with the National Cyber Security Monitoring Center to monitor and promptly warn of risks. Officials, civil servants, public employees and citizens can participate in information security classes through an online training environment.
Experts say that sophisticated cyber-attacks present a new challenge in information security, as they exploit security vulnerabilities to steal sensitive data. Lack of specialized information security resources is a major challenge, affecting the ability to respond to and prevent cyber risks.
