Early October 26, the 10^th Binh Duong Provincial Party Congress of 2015-2020 tenure officially kicked off. This is a significant political event of great concerns of officials Party members and people strata in the province. On the occasion, Mai The Trung, the Member of Central Committee of CPV cum Secretary of Provincial Party Committee and Head of National Assembly Delegation had an interview with Binh Duong Newspaper regarding the implementation of the resolution of the 9^th congress and orientation, tasks and targets in the new tenure of 2015-2020.

- Sir, after 5 year of implementation of the resolution of the 9^th Provincial Party Congress, Binh Duong Province has gained significant results in all fields thanks to the efforts of the whole Party, authority, fronts, unions, and people. Can you give general evaluation of prominent results of the past tenure?

- Mr. Mai The Trung: In the past tenure, despite international fluctuating developments and challenging domestic situations, all-level Party committees and authorities of the province have made strong direction and demands for implementation of the resolution of National Party Congress, of Provincial Party Congress as well as resolutions and decisions of central government on socio-economic development to ensure national defense-security and inflation control to assure macro-economic stability and social welfare; obstacles are removed to promote business; by the efforts and coordinations of the whole people, the army, and enterprise community, the results have significantly been thorough. Inflation has been controlled; the economy has been maintained with relatively high growth; obstacles barring the enterprises have been gradually removed; social welfare has been assured; national defense and security have been maintained; potentials and competitiveness of brand-names have been considerably improved. Binh Duong Province is in the leading provinces of the cause of reforms.

Besides, the Party building activities have eyed rational transformation. Strength and leadership of the Provincial Party Committee have been improved. The learning and following President Ho Chi Minh’s moral examples have been boosted along with the implementation of the 4^th resolution of the 11^th tenure Central Committee of CPV which has created rational Party development. Such are: Responsibility and manner of profession, awareness of training and preservation of morality by officials and Party members have been improved; ideology of officials, Party members, and people strata is firm with trust in the reforms and leadership of the Party in the face of national difficulties and in decisions of the Party and the State.

All-level authorities have made endeavors in elevation of competence, effects, and efficiency of management and operations with focus on resolution to issues of emergency and breakthroughs in administrative reforms as approved by the people and enterprises. Operations of national fronts and unions have continually developed with innovated measures strongly for the grassroots and connection of the Party and authorities to the people, contributing to stability of general status of the localities.

- Sir, to promote the achievements in 19 years of provincial re-establishment and 5 years of implementation of the resolution of the 9^th Provincial Party Congress, please disclose what development orientation has been made for the 2015-2020 tenure?

- Mr. Mai The Trung: For the upcoming tenure, on identifying the advantages and disadvantages by the lessons learned in 5-year implementation of the resolution of the 9^th Provincial Party Congress, the Provincial Party Committee proposed major orientations, that are: quality economic growth and scale; the promotion of restructuring industrial sectors in the manner of higher capacity, effects, competitiveness, urban and service development in the province; the concentrated development of high quality services which have great advantages, knowledge contents, technology, and value-added value contributing to the transition of local structure of economy, labor, and urban development; modern urban development, scientific and technological advance application promotion to improve labor capacity and transformation of consuming markets concentrated with development of processing industries and construction of new rural areas; synchronous investments into technical infrastructure to assure development targets and urban upgrade; environment protection enhancement to timely and effectively response to climate changes; the attraction of economic components to development investments; the innovation and improvement of State-own enterprises and development of collective economy; the assurance of average growth of 8.9% of budget collection to power the development and re-organization of budget paying out in effective and cost-saving manners; the sustainable development of financial and monetary market; the basic and thorough education reforms with focus on human resources development to satisfy the increasing demands of the provincial economy; the promotion of scientific and technological development, the intensification of information technology application as the locomotion of economic development; the care for public health status, the construction of modern medical facilities to make the province a center of health care in the region; the better implementation of social welfare assurance, job creation, and public living quality improvement; the development of culture and civilized urban life, happy family life; the reinforcement of national defense and security, the improvement of security and social orders; the expansion of diplomatic relation and integration to service economic development sustainably.

- Aside from the orientation as stated, in 5 years to come, what breakthrough programs will be implemented by the Provincial Party Committee, sir?

- Mr. Mai The Trung: To make Binh Duong Province a modern, civilized, prosperious, heartiful and civilized urban area and a city under central government management before 2020, Binh Duong Provincial Party Committee will continue to implement programs of breakthroughs, that are: The concentration on development of high quality services of rich contents of knowledge, technology and added value integrated into industrial and urban development in civilized and modern manner; the gathering of forces of economic components to synchronously develop modern social economic infrastructure of the province, particularly the locomotive constructions; the combination and exploitation of advantages of socio-economic infrastructure of major economic zone in the South of Vietnam; the concentration on investments into construction of new urban areas upgraded and beautified of Thu Dau Mot City and satellite urban areas of Thuan An, Di An, Ben Cat, and Tan Uyen with modernity and improvement of public living standards; the improvement of human resource quality, especially the leaders, managers, technical officers, and working staffs to satisfy the development demands of the province in the new stage.

- Sir, as the Provincial Party Committee Secretary, can you disclose what will be implemented to continue with the construction of a Party and political system of strength and transparency to satisfy the demands and duties of leadership in the new stage?

- Mr. Mai The Trung: The unity of ideology and actions to create general power for the success of targets and duties of the resolution of the 10^th Provincial Party Congress has been thanks to the results of Party construction in 4 years of Directive No. 03 of Politburo on continual promotion of learning and following President Ho Chi Minh’s moral examples integrating into the implementation of the 4^th resolution of the 11^th tenure Central Committee of CPV on some urgent matters of Party building as well as the breakthroughs of administrative reforms wining the belief and trust of officials, Party members, people strata, and enterprise community.

On such foundation, Provincial Party Committee, for the next tenure, will continue with more effective implementation of the learning and following of President Ho Chi Minh’s moral examples integrating into the implementation of the 4^th resolution of the 11^th tenure Central Committee of CPV on Party building; the intensified training of revolutionary characteristics, the modeling of morality, life style and professions of officials, Party members, particular those leaders and heads of localities and units to prevent deterioration of political ideology, morality, life style and emergence of self-transformation internally; the promotion of patriotism emulation movements with discovery and multiplication of models and new factors; the fight against corruption, red-tape, wastefulness, and individualism as the major, regular, and long-term tasks of the whole political system to build up Party cellsof truly strength and transparency regarding political, ideological, organizing, and moral aspects.

Continual innovation of the content, methods, further improving militancy, persuasiveness and effectiveness of ideological activities; continual innovation of the education of political stance, the study and thoroughly grasping of the Party's resolutions; political stance training and knowledge updating for cadres and Party members to suit each specific object practically and effectively; the strengthening of propaganda and  education revolutionary ideology, the enhancement of political spirit, sense of organization and discipline, moral quality, lifestyle, vigilance for each officer, Party member and the people.

Each committee should take up measures timely to capture thoughts and moods of officials, Party members and the people strata locally; the regular and proactive propaganda and ideological orientation, the struggling refute against the information, perspective, and distorted, hostile, and wrong tunes.

The apparatus of the Party and political system should continue to be strengthen and streamlined in terms of capacity, effective leadership, direction and administration; the functions and tasks to improve staff quality and party members should be complied to; the relationship between the leadership with individual responsibility should be clearly defined; rights should be coupled with responsibility and the responsibility of the leaders should especially be enhanced.

Besides, more focused innovation content, form, method, and changes in the operational quality of the type of grassroots Party organizations, especially in the villages, business units, and economic establishments are required; the development of party members, building Party organizations and unions in enterprises outside the State-own sectors should be promoted.

Concurrently, the management, development, and screening of Party members should be enhanced in terms of quality; the Party resolutely put out those who serious breach the charter party and state laws.

Strategic personnel staffing during the industrialization and modernization should be finalized and implemented; to strictly implement the Party unified opinion leaders management personnel and staff, while promoting the rights and responsibilities of the organization and the heads of the organization in the political system regarding the staffing, especially the promotion, management and allocation of cadres.

Unified, complete, and tight synchronization phases of personnel staffing in which close attention to proper assessment and objective for officials to use the facilities and staffs should be implemented. The regulations of finding, selecting, training and fostering talented people from multiple sources as a basis for the planning of long-term staff should be established to ensure the continuity and development, to redress inadequacy of staff and boldly place young cadres, female cadres capable of and promising to hold key positions in the sectors and localities after the congress to train up and be prepared for higher-level source for the next tenure. The attraction of young cadres involved in grassroots activities should continue to train up and foster.

Party committees at all levels must continue to strengthen the inspection and supervision in accordance with the Resolution No. 14-NQ/TW of the tenth tenure, checking-up strategies and the resolution the upcoming 12th National Party Congress. Committees shall be in direct leadership, direction and implementation of the inspection and monitoring; apparatus of inspection agencies and staff should be set up and checked par level tasks; the inspection and monitoring of the training and fostering of ethics and lifestyle of cadres and Party members and contribution to maintaining the principles of the Party, strengthening the discipline should be promoted.
