The 11th provincial Party Congress of Binh Duong Province, for the term 2020-2025, has identified the orientation of "Striving to build Binh Duong province into a sustainable development model of smart, civilized, and modern urban areas. By 2030, Binh Duong will become a modern industrial center, and by 2050, it will be a smart city of the region and the country." To achieve this goal and enter a new phase, Binh Duong is implementing a comprehensive set of solutions to create new momentum and continue to make steady progress.
The breakthroughs of infrastructure
To create a breakthrough in development, Binh Duong province has focused on mobilizing all resources to invest in infrastructure construction, especially transportation infrastructure, with the viewpoint of "prioritizing transportation to open up roads". Up to now, Binh Duong's connectivity infrastructure has developed in a fundamentally synchronized manner, and the overall appearance of the province has transformed into a modern urban and civilized rural area.

Starting as an agricultural province, Binh Duong has become the second fastest urbanizing province in the country, with an urbanization rate reaching 84%. In 2019, 100% of communes in the entire province met the new rural standards. In 2023, Binh Duong will once again enter the Top 7 and become the leading exemplary community in the world in terms of smart city development strategies.
With a long-term planned land fund and a comprehensive and modern infrastructure system, Binh Duong has become an attractive destination for major investors. At the scientific conference "The Development Model of Binh Duong Province in the Country's Renewal Process," Comrade Nguyen Xuan Thang, Member of the Politburo, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Political Academy, stated: "With efforts invested in digital infrastructure, eco-friendly and smart urban infrastructure, and high-standard services such as healthcare, education, and environment, which are seamlessly connected with Ho Chi Minh City and neighboring provinces. Binh Duong continues to demonstrate itself as a convergence point for investors, attracting high-quality human resources to live and work."
Comprehensive digital transformation
In addition to determining the direction of striving to build Binh Duong province into a sustainable development, smart and civilized urban area, Binh Duong aims to become a modern industrial center and a smart city of the region and the country by 2050. To achieve this goal and enter a new phase, Binh Duong is implementing a strong and synchronized set of solutions to generate new momentum, continue to attract and enhance investment efficiency, develop infrastructure, urban areas, high-tech industrial and agricultural sectors, and high-value-added services.
The province is actively promoting digital transformation and the development of Industry 4.0 with utmost determination and all available resources. In 2023, the Department of Construction has focused on implementing digital transformation and applying information technology. Specifically, the department continues to implement tasks according to the digital transformation plan until 2025 and towards 2030, with a focus on information technology projects that have been approved by the provincial People's Committee and budget estimates (including the GIS database update project; GIS Business Process - appraisal and licensing software). The Department of Construction, in coordination with the Department of Information and Communications, organized a meeting to implement the content related to house numbering, digitization, and the development of a database and software for house numbering at the district level.
During the reporting period on document management software, the Department of Construction received and implemented 11,376 incoming documents and issued 3,986 outgoing documents. Among them, 3,944 documents were issued with digital signatures in accordance with Directive No. 11/CT-UBND dated May 24, 2019, issued by the Provincial People's Committee on the implementation of digital signatures for electronic documents sent and received on the provincial document management system. The remaining documents were issued under classified mode.
In addition, the department continues to implement the reception, processing, and response to feedback and recommendations from individuals and organizations through the 1022 hotline system in the province. In 2024, the Department of Construction will continue to coordinate with the Department of Information and Communications to carry out the work of house numbering and develop a shared house numbering software for the entire province, as well as establish construction industry databases.
The transformation into a digital and smart city is not only a trend but also an objective necessity for the development of localities and a sincere desire of the people. We believe that on the path of innovation, Binh Duong will continue to stride forward and achieve sustainable development.
