Defining the task of building the cultural and civilized urban lifestyle that needs to be maintained regularly, continuously, and inheritable and mobilizing the participation and self-consciousness of the people in building the cultural and civilized urban lifestyle, Thuan An city Party Committee has issued a resolution on building the cultural and civilized urban lifestyle in the city by 2025.

Implementing the Project "Building a cultural and civilized lifestyle in Thuận An City for the period 2022-2025", over the past 2 years, the departments, organizations, and localities in the city have focused on organizing and implementing activities related to the construction of urban culture and civilization, especially the target contents of the project to build a cultural and civilized urban lifestyle in the city. The participation and collaboration of the entire political system from the city to the grassroots, along with the attention and guidance of government authorities at all levels, have brought about fundamental, positive, and clear changes in localities, especially in Lai Thieu ward and some units selected by localities as focal points.

Mrs. Nguyen Thi Tuyet Mai, Chairwoman of the People's Committee of Lai Thieu Ward, said that the implementation of the project "Building a civilized and cultured urban life in Thuận An City for the period 2022-2025" in the ward has brought about significant changes. The awareness of officials, party members, and residents has been raised, demonstrating their roles and responsibilities in the work of building a civilized and cultured urban life. In the last two years, Lai Thieu has built many effective models, typical of which is the civilized urban road model. In addition to the 5 roads selected by the city as points for building urban civilized streets, the ward People's Committee and the neighborhood's transport block have developed a specific coordination and division plan for each sector, ward organization, and neighborhood to implement simultaneously on the main roads in the area, in which Binh Duc road is chosen as the focal urban civilized street of the ward. In addition, there are many effective models in the ward such as "Trash-free neighborhood" associated with the ward's model of "Garbage collection by the hour", "Waste classification at the source"; "Civilized commercial market"; and "Clean, green, spacious, safe canal system".

In the past 2 years, Thuan An city has invested a total of 400 billion VND to implement the project. The urban area is beautiful, and the people are very excited. Ms. Nguyễn Thị Thiện, a resident of Lái Thiêu ward, shares: "If anyone has ever known Lai Thieu, they will see the changes in the living habits and activities of the local people. It can be said that Lai Thieu today is more beautiful and cleaner. The trading activities of the people are also more orderly, with no encroaching on the road and sidewalk as before."

The aims of civilized urban areas

Ms. Huynh Thi Thanh Phuong, Secretary of the Thuan An City Party Committee, said that alongside the achievements, the implementation of the project still reveals certain limitations. Some indicators are low; urban order is still not tidy and clean in some places; the awareness of a part of the population in maintaining general hygiene is not really good; the management, inspection, and handling of violations of urban civilization laws are still limited. To overcome these limitations, the Thuận An Party Committee has issued a resolution on building a civilized urban cultural lifestyle in the city by 2025.

The goal set by the Thuan An Party Committee is to promote the comprehensive strength of the political system, create strong, positive, effective changes and maintain the achieved results in the past period; identify the key task as striving to build Thuận An City to meet the standards of a civilized, clean, beautiful, spacious, safe urban area; ensure good work in restoring urban order, environmental sanitation, and implementing civilized customs in marriage, funerals, and festivals.

Accordingly, the Thuan An Party Committee sets out very specific tasks and solutions. First and foremost, the city must enhance the leadership role of the Party organization, the engagement of the entire political system and the people in the construction of cultural and civilized urban lifestyles. The clear determination of the task of building a cultural and civilized urban lifestyle is the responsibility of the Party committees, organizations, government authorities, and heads of agencies, units, and localities from the city to the neighborhoods and hamlets; focusing on leading and directing the implementation of the principles, objectives, and solutions identified in the CPV's resolutions, state policies, and laws, The project to build a civilized and cultured urban lifestyle in the city in the period 2022-2025; aiming to complete the project as a striving task, making more efforts, determination, and more resolute actions to successfully achieve the goals and tasks in urban civilized construction.

The city enhances the effectiveness and efficiency of state management in the fields of building cultural and civilized urban lifestyles. Governments at all levels enhance the role of state management in land, construction, environmental protection, traffic safety, urban order, advertising, and service business. The city People's Committee directs specialized agencies to enhance inspection and supervision work, resolutely handle indifferent groups and individuals, lacking responsibility in implementing the project, loosening state management in the assigned fields leading to failure to complete the project's objectives and tasks. Agencies, units, and localities perform well in coordinating, regularly deploying inspections to ensure compliance with the law by organizations and individuals; promptly detecting, preventing, and handling violations of the law with the principle of using the law to change behavior.

Especially, Thuan An city continues to implement and maintain the pilot models on building urban cultural and civilized lifestyles, such as "Urban civilized street", "Trash-free neighborhoods and hamlets", "Civilized commercial markets", "Clean, green, spacious and safe canal routes" and depending on the actual situation, each locality implements models with clean and tidy criteria, closely associated with specific infrastructure projects, prominently to change and create highlights in urban landscape construction.
