To cultivate people, build culture and society on a par with economic development

On April 19, workshop "People, culture, and society" took place within the conference "Continuing the tradition, Binh Duong province’s journey over a quarter of a century: Achievements and prospects". Attending the workshop were Nguyen Van Loc, Member of Provincial Party Standing Committee, Head of the Provincial Party Mass Mobilization Committee, Chairman of the Provincial Fatherland Front Committee; Nguyen Van Danh, Vice Chairman of the Provincial People's Committee; Dr. Huynh Ngoc Dang, Chairman of the Provincial Historical Science Association.

Culture, people in the new period

Speaking at the workshop, Nguyen Van Danh affirmed that Organizing Committee of the conference expected valuable ideas, practical, feasible and diverse solutions from scholars for Binh Duong to apply into leadership and performance of strategic tasks of building people, culture and society in the new development trend. The discussion was about issues, like: what Binh Duong province need to do, how to arouse endogenous factors – the human factor - so that such the factors become the driving force and strength for the socio-economic development of the province? Education, training, science and technology of the province must be oriented to keep up with the current development requirements... Besides the issue of professional development, how to develop comprehensively physically, improve cultural life for workers, the role of urban people and urban culture.

Dr. Huynh Ngoc Dang with a presentation "Binh Duong people, from the older people to the modern citizens, the subject of urban culture of Binh Duong province" claimed that in the next decade, in Binh Duong, urban culture would continue to develop to new heights. Binh Duong citizens would develop faster and excellent representatives would emerge and be in the Vietnamese urban class... The citizens need to be cherished, fostered and supported for their comprehensive development and to aim at the Truth, the Beauty, and Goodness, imbued with the spirit of nationality, humanity, democracy and science as being determined by Resolution 33 NQ-TW of the 11th Party Central Committee...

"We should soon approach, orient and foster so that these community groups will always accompany and develop together with the people and the Fatherland of Vietnam. All policy contents and cultural baggage of Binh Duong province in the next decade should focus on here" Dr. Huynh Ngoc Dang emphasized...

From the perspective of an education manager, Dr. Nguyen Thi Nhat Hang, Director of Provincial Department of Education and Training, said that in the development journey, with the goal of becoming a smart city and Innovation Region, education and training field plays a fundamental and equally important role. In order to fulfill the education mission when the digitalization becomes global, artificial intelligence and cloud computing take the power and dominance in a wide range of the world's problems, education cannot be left out. With the achievements inherited from previous generations, in the coming time, the whole education and training branch is determined to successfully implement the objectives set by the 11th Provincial Party Resolution, maintain and develop these excellent results.

In order to develop human resources in the digital economy era, M.S. Nguyen Van Quang of Institute of Development Strategy under Ministry of Planning and Investment, said that high-quality human resource is an important factor to help Binh Duong catch up and be able to integrate internationally in the new period. "However, the gap between high-quality human resource of Binh Duong and other countries in ASEAN and the world is still big. Therefore, in order to develop high-quality human resource in the context of the digital economy, it is necessary that all administration levels and the whole society make every effort in the possible conditions to maximize the role of the parties.

In particular, the key role is to lead the government in mechanisms and policies, creating an environment for the development of digital transformation and digital economy; this is followed by the central role of enterprises in investment activities, attracting investment, digital transformation and adapting to digital technology in all production, business and service activities. Finally, each worker needs to be regularly proactive, integrated, capable of mastering digital technologies and quickly adapting to the transformation of technology. The combination of these three roles will contribute to the development of high-quality human resource of the province to take advantage of opportunities and solve challenges posed in the digital transformation period.

Dr. Nguyen Thi Nhung, Institute of Social Sciences of the Southern Region, affirmed that the process of industrialization, urbanization and migrant labor have created undeniably important changes in Binh Duong. Binh Duong's goal is to achieve a total of 35 industrial parks with a total land use area of 14,000 hectares and increase the rate of urbanization up to over 85%, resulting in an increase in the population size of 0.5-1 million people across the province, compared to the present figures. Therefore, migrant workers in Binh Duong have been and will still play a particularly important role in stimulating rapid and sustainable socio-economic development.

Appropriate strategic planning

At the workshop, delegates clarified issues of human resource development, human and social development of Binh Duong in the new period. Prof. Le Quan, Director of Hanoi National University, said that to train a high-quality human resource, Binh Duong should be approached under the system view based on the current labor productivity and orientations to see how high productivity could be improved. When planning for the development of high-quality human resource, which basis is important to attract high-quality human resource. How is innovation activities invested? Binh Duong needs to analyze the structure of human resources, training policies for 1.2 million migrant workers and their children. In addition, Binh Duong needs to focus on social management and social governance.

Also paying attention to the development of human resources, Prof. Vu Tuan Hung, Deputy Director in charge of the Southern Institute of Social Sciences, proposed that the development of high-quality human resources should recognize both the investment for people physically and also the research and development of artificial intelligence to serve the construction of Binh Duong Smart City. "The problem of attraction in the new phase of Binh Duong needs to focus on upgrading, attracting internal resources, be combined with the right arrangement of the right people so that highly skilled workers are able to demonstrate their abilities..."

Regarding the development of cultural industry, Dr. Nguyen Thi Kim Lien, Ho Chi Minh National Academy of Politics, said that if Binh Duong, with determination, is able to get rich from the cultural industry on the basis of exploiting the potential and advantages of a large and young population, advantages of landscapes, craft villages and the cultural art demand. Binh Duong people then are able to enjoy and develop, especially the working class.

Nguyen Van Loc, Member of Provincial Party Standing Committee, Head of the Provincial Party Mass Mobilization Committee, Chairman of the Provincial Fatherland Front Committee: Researchers forecast problems that have been and will be posed to Binh Duong as developing high-quality human resource, socio-cultural development on a par with economic development, improve the capacity of social governance. The organizing committee of the conference will carefully select ideas and proposals and consider them as a fundament solution contributing to the orient the province in the new trend.

Dr. Bui Phuong Dinh, Director of the Institute of Sociology and Development, Ho Chi Minh National Academy of Politics: In order for Binh Duong to become a smart, civilized and meaningful city, it is necessary to focus on solutions to narrow the gap between rich and poor. With the trend of workers moving out of the Southeast, a policy to retain workers in Binh Duong needs to be formulated appropriately in the new period.
