To develop Binh Duong into an important driving force in the Southeast region

That is the directive of Vo Van Minh, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, at a meeting held on June 6 on the draft implementation plan of Resolution No. 154/NQCP of the Government and Program No. 113/ CTr-TU of Binh Duong Provincial Party Committee on socio-economic development and national defense and security assurance until 2030, vision to 2045 in the province.

Identify important roles and positions

According to Provincial People's Committee, the development of a plan for the implementation of Resolution No. 154/NQCP of the Government and Program No. 113/CTr-TU of Provincial Party Committee aims to unify and direct all competent levels and branches to thoroughly grasp and implement the resolution, creating a clear change in the awareness, actions, and responsibilities of all levels, branches, and localities about the particularly important strategic roles and positions of Binh Duong province. Binh Duong must become an important driving force, together with localities in the Southeast build up a dynamic development region.

According to the draft plan, the goal is that by 2030, Binh Duong would basically become a smart city, meet the criteria of a class-one city directly under the Central Government, a modern, worth-living, civilized city; basically complete the transport system with intra-regional and inter-regional connection, become a trading hub, integrate into the region and the world; fundamentally renovate growth model, increase the proportion of service industry, especially develop high-quality service industries in the direction of becoming financial centers, trade centers, education centers, health care centers at regional and world-class level, and other services.

Besides, Binh Duong promotes the development of new-generation industry, forms specialized industrial parks, scientific and technological industrial parks, green industry, circular industry, industry 4.0, creating establish an industrial belt; builds digital government, digital society, digital economy, drastically reforming administrative procedures. Fields of culture, society, education - training, and public healthcare would develop and be among the top localities in the country. Political defense and security is guaranteed; party organizations and political system are clean and strong; average growth is about 9-10%/year; GRDP per year is from 15,000-16,000 USD; digital economy contributes about 30-35% to the GRDP.

With a vision for 2045, Binh Duong strives to become a locality with a modern economic structure; is an important part of the center of science, technology and innovation, high-tech industry, logistics, and is one of financial centers of the region; modern, synchronous infrastructure...

Main tasks and solutions

The draft plan clearly identifies nine main tasks, shows specific and practical solutions combined with the organizational plan according to an appropriate roadmap to achieve objectives of Resolution No. 154/NQCP and the Program No. 113/ CTr-TU. Specifically, rapid and sustainable development creates breakthroughs and spillovers in regional and inter-regional economic development; perfect institutions, policies, and facilitate the development of regional linkages; develop high-tech industry and complete infrastructure and urban areas; develop high-quality services, speed up economic restructuring; restructure and enhance the value of agricultural sector; science and technology development, innovation combined with training high-quality human resources...

At the meeting, leaders of the province, departments, branches, and localities discussed and contributed many important ideas for the draft implementation plan. Chairman of Provincial People's Committee Vo Van Minh emphasized the development of an implementation plan for Resolution No. 154/NQCP and Program No. 113/ CTr-TU of  Provincial Party Committee in order to unify and direct all levels and branches to organize study, implementation, to create a clear change in awareness, action, and responsibility of all levels, branches, and localities about the particularly important strategic role and position of Binh Duong in the southern key economic region.

Regarding tasks in the coming time, the Chairman of Provincial People's Committee suggested that the departments, branches and localities continue to study, continue to contribute more opinions to soon complete the draft plan in order to implement effectively the resolutions, plans, programs, and actions for socio-economic development. Accordingly, the departments, branches, and localities based on their functions, tasks, and authority to develop specific and realistic plans and organize the implementation within their localities and units; implement flexibly, creatively, and effectively to direct and administer socio-economic development, ensure national security.
