To develop digital transformation, apply technology in Binh Duong Smart City construction

On the morning of October 28, Nguyen Van Loi, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly's Delegation, led a delegation to inspect online public administrative services at Provincial Public Administrative Center. The delegation also visited data center of VNTT Company, Intelligent Operation Center of industrial park of Becamex IDC. Accompanying the delegation were Vo Van Minh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and leaders of provincial departments and branches.

To decisively digitize

Binh Duong strongly develops industry production, has attracted a great deal of domestic and foreign investment. Accelerating administrative procedure reform is one of the important goals of the province to create favorable conditions for businesses and people in all activities, to successfully build up Binh Duong smart city.

During the inspection at the Provincial Public Administration Center, the center's leaders reported to the provincial leaders on how to assess the satisfaction of people and organizations when they come to do transactions. Propagation and dissemination to encourage people and businesses to use online public services. Solution for interconnection between software of different units, the selection of staff for the Center, the rate of administrative procedure documents being resolved on time, the reason for the delay in administrative procedures and how to handle, measures to correct...

Vo Van Minh said, Binh Duong currently has a total of 1,928 administrative procedures (of which 1,549 at provincial level, 252 at district level, 120 at commune level). Online public service of level 3 and 4 has 1,598 administrative procedures. 719 public services is integrated with the National Public Service Portal. Online public services at levels 3 and 4 account for a high proportion, but propagation is not extensive, and the percentage of people dealing with online administrative procedures is not high. Currently, there are still 500 administrative procedures of level 3 and 4 without E-form (electronic form). At the same time, there are 341 public services of level 2 that need to be upgraded to a higher level. Departments and branches need to review administrative procedures that are eligible for upgrade to level 3 and 4.

Speaking at the inspection, Nguyen Van Loi asked departments and units to strive, apply flexibly, synchronously implement many solutions, drastically digitize records. To rthse the Governance and Public Administration Performance Index (PAPI) to become the top in the country, meet the requirements of people and businesses. The province determines that by January 1st 2022, all administrative procedures will be processed online. To promote the dissemination of online public services to all people in many forms. In addition, to increase communication on mass media, do videos (information filling form) that are applicable at public places and single-window units at all levels.

Especially, to heighten the role of staff in receiving and returning results, directly guiding and assist people in registering accounts, submitting online documents, linking with banks to pay fees via QR-Code. Thereby to create favorable conditions for people to access and get used to public administrative services. Nguyen Van Loi asked departments and units to urgently develop E-forms for the remaining 500 administrative procedures at levels 3 and 4. In the coming time, the Center must publicize  records of departments and branches. He asked Provincial People's Committee to prepare for the investment in Smart Operation Center, and do well in administrative procedure reform and build e-government. Single-window government is only a part of e-government in smart city. in order to create an open and transparent administration, strengthen trust of people and businesses in the province.

To speed up the construction process

At the Smart Operation Center of Becamex IDC, leaders of Becamex IDC reported on the establishment and operation of the Smart Operation Center; digitization, digital transformation and industrial development 4.0 in the ecosystem of Becamex IDC.

Becamex IDC has implemented Resolution 52 of the Politburo dated September 27th 2019 on digital transformation, industrial development 4.0. Currently, Becamex IDC focuses on developing services to promote balanced economic development. Up to now, 100% of operations at Becamex IDC and some member companies have been digitized. Nguyen Van Hung, Chairman of the Board of Directors of Becamex IDC Corporation, said that digitization and digital transformation is an inevitable and vital trend of enterprises in the Industry 4.0. Becamex IDC has implemented very early and is increasingly complete from administrative processes, construction processes, to specialized areas. With the close attention and direction of provincial leaders in the development of the Smart City Project, Becamex IDC has strongly supported projects through very specific strategies.

From industrial development 4.0 to corporate governance, urban management, construction, environment, digitization, it is comprehensive. The strength of Becamex IDC is also the strength of Binh Duong, the bright spot of the whole country and on the way of global development. The results achieved in recent years have proved this.

Provincial leaders thanked the contributions of Becamex IDC staff to the development process of the province. It is expected that Becamex IDC would continue to develop together with the province in the current directions and coordinate more closely in the coming time. Besides, departments, branches and Becamex IDC need to accelerate the construction of smart operating center and smart city.
