To enhance management efficiency and application of information technology and digital transformation

The Provincial People's Committee has just issued Official Letter No. 1973/UBND-VX requesting agencies, units and localities to complete and issue plans and projects on information technology application and digital transformation while ensuring investment and the use of funds from the State budget to be used for the right nature of the funding sources, the right goals, thrifty and efficiency according to the annual roadmap.

The management and use of the State budget for information technology and the implementation of digital transformation tasks should be carried out in accordance with current processes, procedures and laws on investment management, the State budget and contractors. Specifically, discipline is strengthened, and the leading role of leaders in digital transformation is promoted. Digital transformation is identified as a central and important political task to regularly urge its implementation and proactive reviews according to their competence or propose competent authorities to remove obstacles and bottlenecks in the management and use of the state budget for information technology and digital transformation. Acts of harassment, violations and obstruction to the effective management, implementation and use of the State budget for information technology and digital transformation should be strictly and promptly handled.

Departments, divisions, branches and People's Committees of districts, towns and cities together with the press and media agencies of the province are to strengthen information and propaganda on increasing the efficiency of management and application of information technology and digital transformation using the State budget. Department of Information and Communications should strengthen the organization of fostering and training on information technology application and digital transformation, and training in investment management and information technology application using the state budget. The compliance with the provisions of the law on investment in information technology application using the State budget should be periodically or irregularly inspected.
