As one of the first localities in the province to successfully control the 4th wave of the Covid-19 epidemic, Dau Tieng district has now returned to a "new normal state" on the basis of maintaining the safety of the "green zones" in the region of Covid-19 prevention and control. At the time, the entire Party Committee, authority, and people of all walks of life and the business community in the district are working day and night with determination to successfully complete the set targets and tasks in 2021.

Various targets well grown

According to Dau Tieng District People's Committee, in the first nine months of 2021, the implementation of socio-economic development goals and tasks of the locality faced many difficulties due to the influence of the Covid-19 pandemic. In particular, the implementation of social distancing under Directive 16 of the Prime Minister from July 12 to September 5, 2021 has caused many activities to be halted. However, after the district soon controlled the epidemic and became one of the first safe "green zones" of the province, the relaxation of the distancing was implemented to facilitate people's activities as well as a number of production and business activities in the area.

Mr. Bui Van Hoa, Chairman of Dau Tieng town People's Committee, said that now business activities in the town have returned to the "new normal state” and people are very excited. To ensure compliance with "5K" in Covid-19 prevention and control as recommended by Ministry of Health, Dau Tieng town has established 3 teams to monitor, propagate and mobilize people to strictly observe epidemic prevention and control. The groups also regularly remind people to raise awareness of Covid-19 prevention and control in business activities; to conduct sales and keep the distance among sellers and customers.

Thanks to the early loosening of social distancing, socio-economic activities in the district have gradually caught up with the normal state. In addition, social security has been guaranteed to be effectively implemented. The district has paid attention to well perform the work of gratitude, care-taking for policy families and social objects; to basically ensure medical examination and treatment and care for the people's health. The prevention and control of the Covid-19 epidemic has been implemented drastically, synchronously and effectively, with the consensus and support of the people. Up to now, in the district, all 12 communes and towns are considered "green areas". Implementing the policy that each commune and town is a "fortress" against the epidemic, each citizen is a "soldier" to prevent and control the epidemic, the local authority and people of the district have been upholding their responsibilities together with the frontline forces to ensure the maintenance of the anti-epidemic achievements to continue promoting production, business, and socio-economic development.

To accelerate in the year-end months

Dau Tieng district is gradually returning to the "new normal state” as production and business activities have basically recovered and people have adapted to safe and flexible measures for Covid-19 prevention and control. According to Mr. Nguyen Chi Trung, Secretary of the district Party Committee and Chairman of the People's Council of Dau Tieng district, the workload in the remaining 3 months of 2021 is very large, so it requires all levels of Party committee, agencies, units, localities and heads of all levels to focus on directing the drastic implementation to complete the entire program of 2021. In the immediate future, the district People's Committee will continue to lead and direct relevant functional sectors to monitor the epidemic situation of Covid-19 and the socio-economic development situation to analyze and calculate the economic growth plan in the last 3 months of the year in a flexible, feasible, suitable to the practical situation manner by ensuring the completion of the target, general spending of the whole year; at the same time, the focus on removing difficulties and obstacles for enterprises to return to production and business operations in the "new normal state.”

Mr. Nguyen Chi Trung said that based on the assessment of the results of the implementation of tasks in the first 9 months of the unit and locality regarding what could and could not be done, the existence, limitations and causes from which to draw lessons and set out directions, tasks and solutions for implementation in the last 3 months of the year, especially targets that have not been achieved of 2021. “The spirit is that the district strives to achieve and exceed the goals and targets of 2021 in all fields; to well implement the "dual goal" of economic development and effective prevention and control of the Covid-19 epidemic in the new situation," Mr. Trung shared.

Immediately after loosening the distancing in the "green zones", the district Party Committee and People's Committee focused on directing and guiding the communes to implement the construction of advanced new rural areas, model new rural areas as well as new rural areas under complete formulation of projects and plans for the implementation of the Agricultural - Farmer - Rural Development Program in the 2021-2025 with a vision to 2030; to facilitate and support organizations and individuals to invest in the field of agriculture with high-tech application. In addition, the district directed functional sectors to accelerate the implementation of the public investment plan and disbursed 100% of the adjusted capital plan in 2021; it also urged the settlement of difficulties in site clearance and completion of the procedures for handing over the sites to the investors for the construction of the works according to the proposed plan; it reviewed, adjusted and supplemented the capital plan to ensure flexibility and suitability with the project implementation schedule. For projects that are slow to implement or fail to meet the progress, the district will resolutely adjust and cut the capital plans. On the other hand, the district will also focus on reviewing all the work to have the direction to organize the implementation in the spirit of speeding up to compensate for nearly 2 months of work that has been delayed due to the implementation of social distancing. The district Party Committee and People's Committee require each level and each branch to be determined and drastic in all work from now until the end of the year to try to complete all the set out tasks.

The Secretary of the Dau Tieng district Party Committee said that in order to achieve the highest goals and tasks set out in the resolutions of the district Party Committee and the People's Council, in addition to the leadership and direction of the district Party Committee, the district People's Committee, the branches, the communes and towns must not be subjective and stick to the actual situation, strengthen administrative discipline, uphold the responsibility of the leader, and organize the drastic and synchronous implementation of tasks and solutions for socio-economic development, national defense and security that have been proposed. The results achieved in 2021 are not only meaningful in the context of difficulties caused by the Covid-19 epidemic, but also an important premise and foundation for the district to continue to successfully carry out its tasks in 2022 and the years to follow.
