On the morning of Sep 15, the Provincial Steering Committee for Covid-19 Prevention and Control held a conference on the Covid-19 prevention and control in the province in the "new normal" state. Nguyen Hoang Thao, Permanent Deputy Secretary of Provincial Party Committee; Nguyen Loc Ha, Member of Provincial Party Standing Committee, Vice Chairman of Provincial People's Committee; and Truong Thi Bich Hanh, Member of Provincial Party Standing Committee, Head of Provincial Party Propagation and Education Committee, co-chaired the conference. Attending the conference were also leaders of a number of provincial departments and branches; representatives of news agencies, press inside and outside the province.
To prioritize economic recovery in "green zones"
Assessing the Covid-19 situation in the province over eight months of 2021, Nguyen Loc Ha said, the pandemic made badly impacted all aspects of daily life and affected socioeconomic development goals of the province. However, with the involvement of the whole political system, the support, cooperation and consensus from the people and businesses, the province has gradually controlled the disease well. The results of disease prevention and control had positive changes over time. The province's health sector has gradually improved its ability to collect and treat Covid-19 patients when the number of infection cases as well as the fatality rate decreased.
According to Nguyen Loc Ha, up to now, basically 100% of people aged 18 or above in the province have received the first Covid-19 jab and about 50,000 people have received the second one. The province asks the Central government to continue allocating vaccines to organize the second vaccination campaign for people, especially those under 18 years old, to increase community immunity, limit disease transmission, and contribute to the prevention control of disease, restore socio-economic activities of the province. In addition, the province continues to assemble resources to drastically implement measures to quickly narrow "red zones", firmly protect and expand "green zones"; guarantees social security, not leave any people without food; at the same time ensure the maintenance of political security, social order and safety in the province.
Regarding the roadmap and economic recovery plan of the province, Ha said, although the Covid-19 has been controlled, the province are not subjective, in a hurry open and restore all forms of businesses and services, especially in high-risk areas, the province has gradually eased social distancing order in accordance with the level of disease prevention control of each locality and according to the schedule along with other measures and solutions of tight control. The socio-economic recovery must be concurrent with the Covid-19 prevention control with the spirit "Production must be safe".
Accordingly, in phase 1 of the schedule from Sep 15 to Oct 31, the province prioritizes resuming socio-economic activities in the "green areas" including: Phu Giao, Dau Tieng, Dau Tieng, Bau Bang, North Tan Uyen districts, Ben Cat Town and Thu Dau Mot City. The province continues to implement solutions to lock down "red zones", "red spots"; expand “green zones”; carry out rapid testing to quickly "separate" F0 from the community. Phase 2 is from Oct 31, if the vaccine source is provided continuously and fully, around the beginning of October 2021, the province will complete the second Covid-19 jab for all people in the province. It is expected that on Oct 31, the province will basically achieve community immunity. In case the disease is successfully controlled and there is no longer "red zones", "yellow zones", the province will selectively resume socio-economic activities; prioritize industries, services and commerce, excluding some sensitive businesses that are prone to outbreaks, such as Karaoke, discotheques, bars, massage...
In case the disease worsens, depending on the level and recommendations of the health authority, the province will adjust and return to previous stages or manage it more tightly. Phase 3 is from Dec 31, if the disease suppressed is successful and there is no longer "red zones", "yellow zones", the province will reopen all socio-economic activities. Some industries that are sensitive and prone to outbreaks will have to meet some mandatory criteria and conditions. In case the disease worsens, depending on the level and recommendations of the health authority, the province will adjust and return to previous stages or manage it more tightly.
To continue to lock down "red zones"
Speaking at the conference, Nguyen Hoang Thao said economic recovery is necessary, but the province is not in a hurry to immediately reopen all economic activities and services in "red zones", especially those areas that are still at very high risk. To sustain green zones and production must be safe, the province has also implemented the agreement between checkpoints within and outside the province, allow to loosen the size of "green zones", especially the movement of people now in the "new normal" state.

Nguyen Hoang Thao emphasized that Directive 16 of the Prime Minister was strictly implemented by locking down zones to make it easier to manage areas and control the outbreak. As "opening up" to return to the new normalcy, the connection between "green zones" and localities is necessary to ensure the movement, transportation and circulation of goods. After Sep 15, in addition to creating maximum conditions for people and vehicles to serve production and business activities, the province will tighten cases of ineligibility for going out of their home. For people who have not been vaccinated, have underlying medical conditions, and children, to ensure safety, they should not go out of home. In the next phase, the province will continue to lock down "red zones, red spots, red houses" to implement health measures to handle and control the disease well; at the same time, continue to ensure social security, support people in lockdown areas.
Specifically, "red zones" continue to strictly implement Directive 16, ensure the social distance between people, families, neighborhoods, "people stay where they are", not to tighten outside loose inside. To "green zones", as loosening the implementation of social distancing, it is necessary to be cautious, step-by-step and synchronous, and ensure safety; regularly analyze, evaluate and update the situation, not to be negligent, subjective, or off guard.
More than 95% of workers in provincial industrial zones in the province are vaccinated against Covid-19. Many businesses have also proactively tested to bring workers back to factories to restore production, and strive to give workers the second dose as quickly as possible. Currently, the province has more than 30% of companies that are applying "three-on-site" production model for about 400,000 workers. Enterprises in industrial parks are gradually converting from the "three-on-site" to "three-green" model. Currently, 386 enterprises have registered to resume production with 52,820 workers.
