On Jan 21st, Nguyen Hoang Thao, Deputy Secretary of Provincial Party Committee, Chairman of Provincial People's Committee, presided over a regular meeting of January 2021 to assess the implementation of socio-economic development tasks in January; stated new tasks of February 2021. According to the Government's draft implementation plan for Resolution No. 01/NQ-CP on 1st Jan 2021 on "Main tasks and solutions for the implementation of socio-economic development plan and State budget estimate in 2021", Provincial People's Committee set out 10 main groups of tasks and solutions in 2021. In particular, following to resolutions of the Central Committee, Provincial Committee, Provincial People's Council, Provincial People's Committee will focus on handling planning issues; basically solve pressing civilian problems; effective control the Covid-19; focus on recovering, regaining growth momentum, accelerating the restructuring of economic sectors.

In January, the socio-economic situation remained stable, the industrial production index (IIP) was estimated to increase by 6.55% compared to the previous month and increased by 38.96% over the same period in 2020. Estimated total retail sales of goods and service revenue reached VND21,511 billion, up 1.9% over the previous month and up 3.5% year on year; Average consumer price index in January increased by 0.1% year on year; Export turnover was estimated at $2.98 billion, up 1.1% over the previous month and 61.7% year on yea. Imports were estimated at US$2.35 billion, up 1.6% from the previous month and up 69% year on yea. Regarding public investment, the total disbursement value as of January 15th was VND 7,871 billion, reaching 53.7% target. Budget revenue was estimated at VND8,000 billion, equaling 95% over the same period last year, reaching 15% estimate of Provincial People's Council; budget expenditure reached 1,000 billion VND, equaling 77% of the same period last year, reaching 4% estimate of Provincial People's Council.

Speaking at the conference, Mr. Nguyen acknowledged efforts of all levels, branches, units and localities to continue to perform the "dual tasks". Provincial socio-economic situation in January 2021 remained stable and showed good signs; most key tasks have ensured the set progress. Mr. Nguyen noted that units and localities should strengthen measures to ensure a happy, healthy, safe and thrifty Lunar New Year 2021. In particular, some tasks are: effective implementation of welfare and social welfare policies; visiting, giving gifts, paying compliments to policy families, people with with meritorious services to the revolution, vulnerable people; pay salaries, bonuses and regimes of enterprises to employees; stabilization of essential goods market, prevention of smuggling, trade fraud and counterfeiting; carry out peak attacks on crime suppression, ensuring political security, social order and safety, traffic safety, fire prevention and fighting...

To achieve goals and fulfill tasks

The meeting also adopted the socio-economic development plan 2021; implementation plan for Resolution No. 01/NQ-CP on main tasks and solutions for socio-economic development plan and Resolution No. 02/NQ-CP on improving business environment and improving national competitiveness; public investment plan 2021; state budget expenditure estimates of 2021.

Regarding the implementation of the Government's Resolution No. 01/NQ-CP and socio-economic development plan 2021, Mr. Nguyen requested all levels and branches to secure safe geographical area, tighten discipline among forces in the Covid-19 prevention and control, creating motivation for economic growth. To set up a scenario suitable for each quarter of the year with the highest results, striving to reach 8.5 - 8.7% GRDP by the end of 2021, GRDP per person reaches 161.8 million VND. Focus on optimizing domestic consumption, attracting investment, continuing to reform administrative procedures, speeding up the construction of key projects; dealing with unsolved backlogs for people.

Provincial People's Committee directed departments, branches and localities to focus on implementing solutions to support enterprises overcoming bad effects of the epidemic, create a favorable business investment environment, solve difficulties for production and business, stimulate socio-economic recovery and development. Regarding public investment, Mr. Nguyen asked investors to seriously set up construction progress plans and site clearance, and the 2021 capital disbursement plan and send to relevant departments and agencies. Departments and branches need to actively collaborate with management boards and investors to develop mid-term plans for public investment 2021-2025 in line with socio-economic development objectives and development orientation of each sector in 2021-2025. The province also focuses on strengthening mobilization and efficient use of resources; continue to restructure budget expenditures, unclog capital sources, promote growth; improve the quality, effectively use human resources tied to innovation, apply and strongly develop scientific and technological advances; administrative reform...

Concluding the meeting, Mr. Nguyen emphasized that, in the difficult time of 2020, Binh Duong had strived to achieve impressive accomplishments in socio-economic development, making important contributions to general results for the country. The important achievements have been the power for Binh Duong to steadily and confidently step into 2021. In the coming time, Mr. Nguyen required each level, branch, unit, locality, and official to urgently implement Provincial People's Committee's plan on socio-economic development, budget estimates, public investment in 2021, implementation plan of the Government's Resolution No. 01/NQ-CP and Resolution No. 02/NQ-CP dated January 1st 2021; closely follow the direction of Provincial Party Committee and Provincial People's Committee to implement necessary measures, strive to successfully complete goals and tasks in 2021.

In 2021, Provincial People's Committee identified 33 main targets; of which, GRDP to reach 8.5 - 8.7% compared to 2020, the average GRDP per capita to be 161.8 million VND / year. Economic structure shifted in the right direction with the proportion of industries - services - agriculture, forestry, and fisheries - product tax minus product subsidies to be respectively 65.1% - 23.73% - 3.17% - 8%. Provincial total budget revenue 2021 to reach VND58,700 billion; total expenditure for local budget balance to be VND22,530 billion.
