To prioritize investment capital for socio-economic infrastructure development

In the agenda of the first day of the 18th session of the 8th tenure provincial People’s Council, 18 reports and major submitted documents have been considered. Concurrently, the delegates discussed and contributed major ideas to the reports and submitted documents.

Budget collection to exceed the estimation

The State’s budget collection, the report of provincial People’s Committee showed that total State’s budget collection from socio-economic activities is VND 36,000 billion, gaining 110% of estimation by the Prime Minister and 106% of estimation by provincial People’s Council, increasing by 13% higher than 2014. Total payments from local budget have reached VND 13,000 billion, meeting 121% of the estimation by the Prime Minister and 100% of provincial People’s Council approvals, increasing by 12% higher than 2014.

Presenting report on estimated collection and payments of State’s budget in 2015 and estimation of the same for 2016, Pham Van Hao, the Director of Department of Finance informed that local economy in 2015 has kept on stable growth making the budget collection exceed the designatd estimation, whereas the estimation from the beginning of the year has been assured, contributing to the maintenance of all-level activities for the completion of local socio-economic development plan.

In 2016, it is forecast that the economy will continue to grow stably; however, potential risks remain along with the advantages. According to the estimation designated by the Prime Minister, local estimation of State’s budget collection has been recalculated reasonably. The estimation is implemented by issuing policies and regime. The payments from the budget will be for assurance of socio-economic development, concentrating on environment protection and increasing social welfare to allocate preserve at relatively high rate to process urgent costs locally emerged. On the basis of local collection under tier budget from 2011 and 2015 with assured estimation and budget for 2016 to be allocated: total State’s budget collection from socio-economic activities should reach VND 39,000 billion, increasing by 8% higher than estimation in 2015 and increasing by 3% higher than estimation of the Prime Minister. Total payments of local budget will be VND 14,500 billion, increasing by 12% higher than estimation in 2015 and by 16% higher than estimation designated by the Prime Minister.

Infrastructure development to be prioritized

According to Nguyen Thanh Truc, the Director of Department of Planning and Investment, by November 15, 2015, the completion of capital construction has been amounted to over VND 3.5 trillion, meeting 70.8% of the planning with allocation of over VND 3.6 trillion, meeting 73.6% of the planning. It is estimated that by December 31, 2015, the completion amount would be VND 5 trillion paying out to meet 100% of the planning. Some major constructions have been accelerated to be put into use in 2015 and 2016, including the Chom Sao-Suoi Don water releasing system, the street from Muoi Muon fork crossroad to Tan Thanh fork crossroad in Tan Uyen Town, and DT747A Street. Many large constructions have been inaugurated and put into use to celebrate the 10th Provincial Party Congress, including the stage 1 My Phuoc-Tan Van Highway, DT744 Street, My Phuoc-Bau Bang Highway, DT743 Street, etc.

Truc added that the investment planning from the beginning of 2016 will target to major constructions to form socio-economic infrastructure system to meet the demands of fast and sustainable industry-oriented, modernization-oriented, and urbanization-oriented development with assured social welfare and maintained national security and defense in steps to assure criteria of type 1 urban area and a basic modern and industrialized city under central government management before 2020.

Accordingly, the capital resources will be prioritized for development of socio-economic infrastructure, traffic constructions, medical and educational facilities for social welfare assurance, water releasing and supplying system, wastewater treatment system for environment protection, and other constructions for civil benefits. Pursuant to the notified amounts of expected investment capital of Ministry of Finance, Ministry of Planning and Investment and budget balancing competence of the province, the provincial People’s Committee established capital investments of USD 5,500 billion for 2016. Delegate Nguyen Thanh Nghia of Di An Town voters said: “Provincial People’s Committee needs to focus its investments and good management of traffic system to reduce traffic jams at traffic joints to avoid wastefulness and traffic disorders.”

115 streets to be named

The surveying reports against the socio-economic draft resolutions presented at the session by Culture and Society Board of provincial People’s Council showed that the urban planning and consruction and the development of infrastructure have been taken care of by the province, focusing the investment resources to fulfill the constructions including the urban upgrading activities as approved by the central government such as in Thu Dau Mot City, Thuan An Town, Di An Town, Ben Cat Town, and Tan Uyen Town.

Accordingly, some communes have been upgraded into wards and townships. Besides, some urban streets have been named while many have not been named or named by voluntary choice of the public, affecting urban and administrative management and economic, cultural, and social transaction activities of organizations and individuals.

To carry out the urban and admistrative management well and facilitate economic, cultural, and social transaction activities of organizations and individuals and contribute to the education of historical tradition and people’s culture to improve patriotism and nation pride, the proposal to provincial People’s Council to name the streets across Thu Dau Mot City, Thuan An Town, Di An Town, and Dau Tieng District is necessary and under competence of provincial People’s Council. Based on recommendations of localities, provincial People’s Committee has proposed to provincial People’s Council to name 115 streets. Upon considering, the Cultural and Social Board realized that the naming process and procedures have been in line with laws by including street name listing with elaboration of profiles and meaning of the names, maps, structures, and scales, opinions of local departments and agencies, notification on the mass media, and publication of verification decisions made by consultancy council on naming and name changing of streets and public constructions of the province. Names and artistic words have been implemented by the regulations and guidance of the government. The street names will hold identical historic and cultural values of the nation and localities while ensuring urban planning, level, scale, and stable use.
